Statement of the Russian Foreign Ministry in connection with the unilateral restrictive measures of the EU in response to the recognition by the Russian Federation of the independence of the Donetsk and Lugansk People’s Republics

The European Union has decided to support the illegitimate practice of the United States to impose unilateral restrictive measures against Russia. Instead of analyzing what happened and critically comprehending their role in the situation in the DPR and LPR, the European Union resorted to sanctions tools. Mistakenly believing that it is effective. Contrary to generally accepted international norms, the EU restrictions also affected the representative of the Russian Foreign Ministry.

We want to remind you again. Western countries do not have a monopoly on international law and on the driving forces of international development. Neither the EU nor NATO, as stated in Article 8 of the Charter of European Security adopted at the OSCE Summit in Istanbul in November 1999, “cannot be given primary responsibility for maintaining peace and stability in the OSCE region or consider any part of it as a sphere of influence.” No one has authorized the EU to solve the problems of war and peace in Europe, only the UN Security Council has such an international legal prerogative.

In the case of the sovereign DNR and LNR, the EU did not even bother to delve into the historical truth. To take steps to ensure the legitimate interests of the residents of Donbass, their human dignity and the desire for a peaceful life on their land, which have been openly violated for 8 years. Where were the representatives of the European Union when the regime in Kiev imposed a socio-economic blockade of the DPR and LPR, gave orders to bombard cities in the south-east of the country, killing civilians? When the Verkhovna Rada stamped out laws that openly infringe on the rights of the Russian-speaking population of Ukraine, openly violating its obligations under the International Convention on the Elimination of All Forms of Racial Discrimination, the International Covenant on Civil and Political Rights, the UNESCO Convention against Discrimination in Education, the UN Convention on the Rights of the Child, Protocol 1 to the European Convention for the Protection of Human Rights and Fundamental Freedoms, the Council of Europe Framework Convention for the Protection of National Minorities, the UN Declaration on the Rights of Persons Belonging to National or Ethnic Minorities, religious and linguistic minorities, the document of the Copenhagen Meeting of the OSCE Conference on the Human Dimension and other documents?

Instead, the European Union pursued a policy of covering up the ultranationalist Ukrainian regime responsible for the destruction of its own country and the destabilization of the situation in Europe. After openly supporting the unconstitutional coup in Ukraine in 2014 The EU has once again betrayed the European ideals of respect for fundamental human rights and freedoms, trying to punish the peoples of the DPR and LPR for their democratic choice and self-determination. Hypocrisy has been elevated to the rank of politics.

Our repeated signals to Kiev and its Western curators about the need to stop the violence in the Donbass, to implement the Minsk “Package of Measures” were not heard. For them, the population of the DPR and the LPR is just a bargaining chip. Even after Russia recognized the independence of these republics, the shelling not only did not stop, but also intensified. Under these conditions, it was decided to conduct a special military operation designed to stop the tragedy in Ukraine, which began after the illegal coup in 2014.

The next unfriendly steps of the EU against Russia, as well as the fraternal DNR and LNR, will not be able to stop the progressive development of our states and the provision of assistance to them. In accordance with the principle of reciprocity, which is basic to international law, we will take tough retaliatory measures.
