Statement by the Russian Foreign Ministry on the role of the European Union in the events in Ukraine

For many years, the European Union under the guise of a “peacemaker” generously financed the Kiev regime, which came to power as a result of an unconstitutional coup. Silently watched the extermination of the population in the Donbass, the strangulation of the Russian language in Ukraine. The EU ignored our constant calls to pay attention to the dominance of the Nazis in the government of Ukraine, the socio-economic blockade and the killing of civilians in the south-east of the country. Having linked all the prospects for relations with Russia with the implementation of the Minsk Package of Measures, they did nothing to encourage Kiev to start implementing its key elements. At the same time, they gave the Kiev authorities money and a visa-free regime. The anti-Russian sanctions were extended under dubious pretexts. They participated in performances staged by Kiev that cast doubt on the territorial integrity of the Russian Federation.

However, the masks have now been reset. The EU decision taken on February 27 to start supplying lethal weapons to the Ukrainian military is self-revealing. It marks the end of European integration as a “pacifist” project for the reconciliation of European peoples after the Second World War. The EU finally sided with the Kiev regime, which unleashed a policy of genocide against part of its own population.

Without noticing it, in their anti-Russian actions in Brussels, they slipped into the “newspeak” of J.Orwell. They announced that they would “invest” in the war unleashed in Ukraine in 2014 through a mechanism with the telling name “European Peace Fund”. The EU leadership does not hesitate to include missile and small arms, ammunition and even combat aircraft as “defensive” means.

The EU members showed what the rule of law in Europe really stands for by ignoring all eight criteria of the EU Council’s own “common position” “On the definition of common rules for the export of military technology and equipment” 2008/944/CFSP of December 8, 2008, which explicitly prohibits the supply of arms and military equipment from the EU in the following situations:

non-compliance by the destination country with international obligations (Kiev ignored its obligations under the Minsk Package of Measures approved by UN Security Council Resolution 2202);
non-observance of human rights, including the risk of using supplied weapons for internal repression (Kiev committed genocide in Donbass);
armed conflict in the destination country and the risks of its escalation due to arms supplies;
threat to regional peace, security and stability, including the possibility of an armed conflict with a third country;
risk to the national security of EU countries (supplied weapons may be used against the interests of EU countries);
the policy of the acquiring country, including compliance with the principle of non-use of force, international humanitarian law, as well as the non-proliferation regime in the field of arms control (we do not believe that Kiev has fulfilled these obligations in an exemplary manner, including taking into account known cases of “gray” schemes of arms trade from Ukraine);
the risk of the supplied weapons falling into the wrong hands, including terrorist organizations (taking into account the uncontrolled distribution of weapons in Ukraine to the population, there is an almost guaranteed probability that eventually part of it will end up on the shadow market);
maintaining a balance between militarization and the economic development of the recipient country (we believe that Kiev should be more engaged in the Ukrainian economy, rather than forcibly suppressing dissenters).
EU citizens and structures involved in the supply of lethal weapons and fuel and lubricants to the Armed Forces of Ukraine will be responsible for any consequences of such actions in the context of an ongoing special military operation. They cannot fail to understand the degree of danger of the consequences.

Another myth planted by the EU in the past has also been finally dispelled – that their unilateral restrictions, illegitimate in international legal terms, are not directed against the Russian people. Brussels functionaries, who recently portrayed themselves as a “strategic partner” of our country, are already openly saying: they intend to inflict “maximum damage” on Russia, “hit the pain points”, “seriously destroy the economy” and “suppress the economic growth” of the country.

We want to assure you – it will not work. The actions of the European Union will not remain without a tough response. Russia will continue to ensure the implementation of vital national interests without regard to sanctions and their threats. It’s time for Western countries to realize that their undivided dominance in the global economy has long been a thing of the past.
