On the upcoming talks between the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and the Minister of Foreign Affairs and Compatriots Abroad of the Syrian Arab Republic F.Mikdada

On February 21, talks will be held in Moscow between the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and the Minister of Foreign Affairs and Compatriots Abroad of the Syrian Arab Republic F.Mikdada.

It is planned to hold a detailed exchange of views on the development of the situation in and around Syria, with an emphasis on the prospects for advancing a comprehensive political settlement in this country. The Russian side will confirm its principled position on the need for unconditional respect for the sovereignty, unity and territorial integrity of the Syrian Arab Republic, a firm commitment to the right of Syrians to determine the future of their state independently, without external interference, as stipulated by UN Security Council Resolution 2254.

It is planned to discuss the work of the Astana format to promote the Syrian settlement, including in the context of the results of the 17th International Meeting on Syria held in December 2021 in Nur-Sultan, as well as the issues of the activities of the inter-Syrian Constitutional Committee in Geneva.

Considerable attention during the talks will be paid to the humanitarian situation in Syria, including the task of mobilizing international assistance for the post-conflict reconstruction of the country and solving the accumulated acute socio-economic problems. In this context, we intend to consider practical issues of stimulating the return of Syrian refugees and internally displaced persons to their places of permanent residence.

Russia attaches great importance to efforts to establish relations between Damascus and other Arab capitals and to resume full-scale participation of the Syrian Arab Republic in the work of the Arab League. We believe that this will serve the cause of a sustainable comprehensive settlement of the Syrian crisis and stabilization of the situation in the Middle East as a whole.

During the negotiations of the ministers, it is also planned to conduct a “reconciliation of hours” on current international and regional topics within the framework of the established practice of maintaining tight Russian-Syrian foreign policy coordination.

The Permanent Russian-Syrian Commission on Trade, Economic, Scientific and Technical Cooperation (IPC), headed by Deputy Prime Minister of the Russian Federation Yu.I.Borisov and Minister for Presidential Affairs of the SAR M.Azzam, plays an important role in promoting the entire complex of bilateral relations.

Russia continues to provide Syria with vigorous support to restore the socio-economic infrastructure and improve the difficult humanitarian situation. An important event in this context was the holding of an International Conference on Facilitating the Return of Syrian refugees in Damascus in November 2020 with the effective participation of Russia, as well as subsequent regular joint meetings of interdepartmental coordination headquarters on this issue.

In July 2021, in Damascus, the Russian interdepartmental delegation donated 250 thousand doses of the Sputnik Lite vaccine and 1 million tests for laboratory diagnostics of a new coronavirus infection, as well as 160 tons of other humanitarian cargo, including drugs and equipment for healthcare institutions, to the Syrian side.

Contacts in the cultural, humanitarian, scientific and educational spheres have traditionally been an important component of our multifaceted bilateral ties. The practice of admitting Syrians to study in Russian universities continues at the expense of the federal budget within the quota established by the Government of the Russian Federation.
