Joint statement by the Minister of Foreign Affairs of the Russian Federation and the Minister of Foreign Affairs of the Kyrgyz Republic on the occasion of the 30th anniversary of the establishment of diplomatic relations between the Russian Federation and the Kyrgyz Republic

At the invitation of the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, the Minister of Foreign Affairs of the Kyrgyz Republic R.A.Kazakbayev paid an official visit to the Russian Federation on March 3-5, 2022.

The Heads of the Foreign Ministries of the Russian Federation and the Kyrgyz Republic (hereinafter – The sides) exchanged views in a friendly atmosphere on the extensive agenda of Russian-Kyrgyz cooperation in the political, trade, economic, energy, cultural and humanitarian fields, security, environmental protection, as well as on issues of multilateral cooperation of mutual interest, attaching historical significance to the 30th anniversary of the establishment of diplomatic relations between the Russian Federation and the Kyrgyz Republic, based on the established traditions of centuries-old friendship, mutual respect and trust between the peoples of the two countries, striving for their preservation and further development, determined to deepen multifaceted interaction that gives stability to long-term cooperation and contributes to leveling modern challenges, including those related to epidemics of infectious diseases, climate change and other emergencies, note that over the 30-year period, Russian-Kyrgyz relations of strategic partnership and alliance have been intensively developing in all directions and declare that their further strengthening meets the fundamental interests of the Russian Federation, The Kyrgyz Republic and the peoples of the two countries are conducive to ensuring peace, security, stability and prosperity.

In this context, the Parties will continue to tirelessly contribute to maintaining close contacts at the highest and highest levels, strengthening mutually beneficial political dialogue, deepening economic cooperation, promoting integration processes in the vast Eurasian space, and also contribute to the expansion of interregional cooperation.

The sides stressed the importance of cooperation between the Russian Federation and the Kyrgyz Republic in the trade, economic and investment spheres by expanding production cooperation, creating joint ventures, trade and logistics centers, etc.

To this end, they note the need to continue working on the development and strengthening of integration processes within the framework of the Eurasian Economic Union.

The parties will continue to promote the development and deepening of close cooperation in the fields of culture, education, science, sports, tourism, youth and language policy.

The parties agree that holding joint events in 2022 to mark the 30th anniversary of the establishment of diplomatic relations between the Russian Federation and the Kyrgyz Republic will further strengthen bilateral cooperation, and agreed to work together to mark the upcoming anniversary as a major event, accompanying it with the implementation of various events, including the closing ceremony of the “cross” Year of the Russian Federation and the Kyrgyz Republic.

In order to ensure the rights of migrant workers, the Parties intend to take concrete steps to create favorable conditions for their adaptation to the legal, socio-economic and cultural norms of life in the Russian Federation, including through proper pre-departure training (education) of migrant workers in the Kyrgyz Republic and improving the relevant contractual and legal framework.

Based on the principles of strategic partnership and alliance, the Parties confirm the commitment of the states to the principles of mutual respect for state sovereignty, territorial integrity and equality.

The parties strongly condemn and will counteract any manifestations of racism, xenophobia, neo-Nazism, as well as discrimination on national, linguistic or religious grounds, including those affecting the rights and legitimate interests of citizens and compatriots of the two countries living in Russia and Kyrgyzstan.

The priority of the Parties will continue to be the progressive enhancement of joint efforts in countering international terrorism in all its forms and manifestations, blocking the sources and channels of its financial support, as well as related extremism and the use of information and communication technologies for these purposes, illicit trafficking in drugs, weapons, ammunition and explosives, cross-border organized crime, as well as other challenges and threats to the security of both States.

The parties will make the necessary efforts to deepen cooperation within the framework of the United Nations, the Organization for Security and Co-operation in Europe, the Eurasian Economic Union, the Collective Security Treaty Organization, the Shanghai Cooperation Organization, the Commonwealth of Independent States and other international and regional organizations in order to align the positions of the two countries and promote business contacts in various fields.

Recognizing the key role of the Collective Security Treaty Organization in ensuring regional security and stability, the Parties will continue to jointly increase the Organization’s potential and intend to improve the CSTO crisis response mechanisms, including in order to combat international terrorism, illicit drug production and trafficking, organized crime and other modern cross-border challenges and threats, develop the CSTO peacekeeping forces, and promote the expansion of the Organization’s partnership.

The parties maintain common approaches to the common past and proceed from the need to combat the glorification of Nazism, the revision of the results of the Second World War and the falsification of history, including within the framework of the International Association (Commission) of Historians and Archivists of the CIS member States currently being formed.

The parties emphasize that the facts of the expulsion and extermination of the peaceful population of the USSR by the Nazis and their accomplices, established in the Verdict of the International Military Tribunal in Nuremberg, should be regarded as genocide of the peoples of the Soviet Union.

The sides will make efforts to continue ongoing political consultations between the foreign ministries of the two countries to discuss topical issues on the international and regional agendas. The parties support the holding of regular meetings of foreign Ministers in the format of “Central Asia + Russia” and welcome the Statement of the Foreign Ministers of the Central Asian States and the Russian Federation adopted following the videoconference on October 15, 2020.

The parties express confidence in the further deepening of Russian-Kyrgyz cooperation in the field of international information security, which will be facilitated by the profile Agreement signed on February 25, 2021 in Moscow between the Government of the Russian Federation and the Government of the Kyrgyz Republic, joint consolidated actions to ensure information security at the bilateral, multilateral, regional and global levels.

The parties confirmed their intention to continue joint efforts in the field of biosafety, including those aimed at combating the spread of the pandemic of a new coronavirus infection. They urge not to politicize the topic of the pandemic and unite the efforts of all parties to defeat COVID-19. They advocate deepening bilateral, regional and international cooperation in this area and, in this regard, confirm their readiness to conclude a bilateral intergovernmental memorandum of understanding on biological safety in the near future.

The Kyrgyz side expressed gratitude to the Russian Federation for its invaluable support to the people of the Kyrgyz Republic during the difficult period for the country associated with the pandemic of the new coronavirus.

The parties will continue the practical implementation of the Cooperation Program between the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Foreign Affairs of the Kyrgyz Republic for 2022-2024, which defines the main guidelines for the joint activities of the foreign ministries of the two countries.

The Foreign Ministers of the Russian Federation and the Kyrgyz Republic expressed confidence that the fruitful negotiations that took place will contribute to further strengthening the relations of strategic partnership and alliance between the countries.
