Marat Khusnullin: Amendments to the Budget Code approved by the Federation Council will ensure flexible financing of the construction industry

The Federation Council reviewed and approved six amendments to the Budget Code for 2023. Deputy Prime Minister Marat Khusnullin noted that the adopted amendments will allow for flexible financing of construction projects and, as a result, their timely completion.

“The amendments allow for flexible financing of construction projects, which means we can be sure that the construction of socially significant facilities will not stop,” Marat Khusnullin stressed.

So, next year it will be possible to make any changes to the consolidated budget list according to decisions taken in accordance with the procedure established by the Government. The Government also reserves the right to redistribute inter-budget transfers between regions.

“That is, we can quickly redirect funding to those regions and to those facilities and events that need, for example, advanced financing, and thus complete them faster,” the Deputy Prime Minister explained.

It is also proposed to extend the possibility of transferring funds to the settlement account when purchasing construction materials and equipment. At the same time, the minimum threshold of the contract price at which funds are subject to treasury support has been increased to 3 million rubles. Such a measure, according to the Deputy Prime Minister, makes it possible to accelerate the transfer of funds to contractors, suppliers and manufacturers, which is especially important in the context of global inflation. Also, treasury support will not be used in the provision of humanitarian assistance, the elimination of the consequences of fires, accidents, natural and other disasters.

An important help for the construction industry, according to the Deputy Prime Minister, will be the preservation until 2025 of the standards for the distribution of excise taxes on gasoline, diesel fuel, engine oils for diesel and carburetor engines.

“The amendment made it possible to provide additional funds for road activities in the federal budget for 2025 to bring regional roads into a normative state. Since we are moving ahead in this direction, such a measure is a significant support,” said Marat Khusnullin.

The last, sixth amendment provides for the provision on a permanent basis of the possibility of providing subsidies to state corporations and public law companies for the creation and development of state information systems. This measure, in particular, will ensure the functioning of the GIS “National Spatial Data System”.
