Requirements for the system of goods accounting, prepared by the EEC, were discussed at the conference of the Association of European Businesses

The functioning of the institution of authorized economic operator (AEO) and the prospects for its further development, including taking into account the standards of the World Customs Organization and other international standards, were discussed at the annual conference organized by the Association of European Business.

One of the main topics of interest for the business community was the draft standard requirements for goods accounting system for authorized economic operator prepared by the Eurasian Economic Commission.

Sergey Vladimirov, Director of the Department for Customs Law and Law Enforcement Practice of the Eurasian Economic Commission, described in detail the initiatives of the Commission on this issue and the main vectors of the fundamentally new document developed by the Commission in order to ensure uniform practice within the Union.

“It is necessary to develop and consistently implement new technologies into practice, and the institute of authorized economic operators is the best platform for this, since authorized economic operators belong to the low-risk category and customs authorities have established interaction with them,” said Sergey Vladimirov.

Given the shift in emphasis on post-control, the possibility of using the operator accounting system to optimize customs clearance and customs control processes seems extremely promising.

Through this tool the traceability of goods can be ensured, from the stage of customs clearance to their registration in the economic activity of authorized economic operator. This will make it possible to provide additional simplifications for such bona fide companies in the future.

“These requirements should be treated as a kind of catalyst for expanding the benefits for authorized economic operators. We, in any case, see such a prospect, and our common goal is to develop the AEO institute up to the indicators that our main trading partners have today,” said Sergei Vladimirov.
