Ukrainian radical groups under the control of representatives of the American special services have prepared several possible scenarios for the use of toxic chemicals to carry out various kinds of provocations. The purpose of such actions is to accuse Russia of using chemical weapons against civilians and violating its obligations, including under the Chemical Weapons Convention (hereinafter referred to as the Convention). Several sabotage scenarios have been developed.
– One of the prepared options is a sabotage at one of the Ukrainian chemical industry enterprises by undermining large-volume containers with industrial chemicals. It was planned to mine tanks with ammonia at the facilities of the Private Joint Stock Company (PJSC) “Severodonetsk Association “Azot” (the city of Severodonetsk) and the Public Joint Stock Company (PJSC) “Odessa Port Plant” (Odessa).
– Another scenario is the explosion of containers with toxic chemicals in densely populated areas. In particular, it was reliably established that on December 8-9, 2021, Ukrainian radicals delivered 200-liter metal barrels with foreign markings to the territory of the Donetsk region. During their unloading, four Ukrainian servicemen received serious chemical burns and poisoning. The general coordination of the delivery and storage of dangerous cargo was carried out by employees of the American private military company (PMCs) “Forward Observation Group” (Nevada).
To prevent this provocation, this information was announced without disclosing details by the Minister of Defense of the Russian Federation S.K.Shoigu as part of the open part of the expanded meeting of the Board of the Ministry of Defense of Russia on December 21, 2021.
Despite our warnings, the Ukrainian side has not abandoned such terrorist actions. In particular, on the night of March 9 this year, 80 tons of ammonia were imported by Ukrainian nationalists to the settlement of Zolochiv north-west of Kharkiv. According to information coming directly from the scene of the event, the radicals instruct the civilian population how to behave in the zone of chemical contamination.
We inform the States parties to the Convention that such preparations clearly indicate preparation for the use of toxic chemicals. Given the propaganda campaign launched in Western countries, there is no doubt that the planned provocations are intended to accuse Russia of using chemical weapons. In this regard, the risks are increasing that extremist elements operating as part of the so-called national battalions may decide to take radical steps, the horrific consequences of which cannot be predicted.
