In the last decade, Chinese foreign policy has been in the process of transformation: about modest and passive, it is becoming more and more active, ambitious, corresponding to the combined power and international status of the country. There is a rethinking of the conceptual foundations of China’s foreign policy. Instead of the policy of “soft power” that Beijing previously used to promote its image abroad, the concept of “discursive power” is gaining more and more weight. Beijing sees the root of many of its problems in the discursive hegemony of the West, including the ability to influence the international agenda through the institutions of global governance.
What is the policy of strengthening the “discursive force” in the interpretation of China? What are the prospects for its success? How will Russian-Chinese and Sino-American relations develop, which seem to be key to China’s foreign policy?
