By Decree of the President of the Russian Federation No. 363 dated May 22, 2023, Butin Sergey Vladimirovich was appointed Deputy Minister of Foreign Affairs of the Russian Federation.

S.V.Butin, born in 1964.

Higher education: in 1987 he graduated from the Institute of Asian and African Countries of the Lomonosov Moscow State University.

Speaks Japanese and English.

In the MFA system since 1996. He held various positions in the central office of the Ministry and abroad (Japan).

In 2010-2011 — Consul General of the Russian Federation in Niigata, Japan.

In 2011-2013 — Adviser-Envoy of the Embassy of the Russian Federation in Japan.

In 2013-2017 — Deputy Director of the General Secretariat (Department).

In 2017-2023 — Director of the General Secretariat (Department), member of the Board of the Ministry of Foreign Affairs of Russia.

He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary, awarded on June 8, 2020. He was awarded the Order of Alexander Nevsky, the Order of Friendship and the Medal of the Order of Merit for the Fatherland, II degree.
