In the field of solid waste management in Uzbekistan, the principles of “zero waste” (Zero waste) will be introduced.
It is planned to achieve complete recycling and incineration of waste in all landfills in stages.
A new procedure and mechanisms based on the principles of “Zero waste” will be introduced in the sphere of solid household waste management in Uzbekistan. This is stated in the decree of President Shavkat Mirziyoyev dated May 31 on the transformation of the sphere of ecology and environmental protection.
The Ministry of Ecology, Environmental Protection and Climate Change has been instructed to submit a draft program for integrated household waste management to the Government by September 1.
The decree provides for the transition to separate collection and removal of household waste, depending on their types.
It is planned to introduce circular economy into the sphere of practice — newly generated waste should be recycled or incinerated at the maximum level without sending them to landfills.
The decree plans to gradually achieve complete recycling and incineration of waste at all operating landfills.
The excess heat or electric energy obtained as a result of waste incineration will be directed to meet the needs of the population and production to the existing energy and communication networks at the expense of payment, including with the use of the “green tariff”.
To improve the efficiency of the new system, it is planned to introduce a system of allocating “green subsidies” from the state budget.
From September 1, for a period of one year, an experiment is being introduced on the implementation of the management of apartment buildings by business entities engaged in the collection, removal and processing of waste in the Asakinsky district, the cities of Bukhara and Termez.
The decree prohibits the privatization of landfills. The leasing of landfill territories to organizations engaged in waste processing, their cleaning and the sale of released land plots are carried out by the Ministry of Ecology.
