The next Action Plan for the implementation of the Strategy “Health of the population of the CIS member States” has been approved

On September 22, 2023, the CIS Economic Council approved an Action Plan for the implementation of the Strategy “Public Health of the CIS member States” for 2024-2025.

It should be noted that the Strategy “Public Health of the CIS member States”, approved on June 7, 2016 by the Decision of the Council of Heads of Government of the CIS, is designed to coordinate efforts and increase the coherence of actions of the Commonwealth states in developing integrated approaches to the organization of public health and ensuring the availability and quality of medical care.

The need to adopt the Strategy was due to the demographic situation in the Commonwealth States, characterized by an increase in non-communicable diseases, a decrease in the population in individual States, including the number of young able-bodied population, as well as an increase in mortality and a decrease in the birth rate.

It has been scientifically proven that non-communicable diseases have a significant impact on life expectancy and the structure of total mortality of the population.

According to the World Health Organization, every year 30% of all deaths in the world are caused by cardiovascular diseases, of which 42% are from ischemic disease and 38% from stroke.

In the CIS countries, mortality rates from these causes, as in many countries of the world, also tend to increase.

The spread of non-communicable diseases is primarily due to four main risk factors: tobacco and alcohol use, insufficient physical activity and unhealthy diet, as well as limited availability of services for the diagnosis and treatment of these diseases.

Taking into account the global nature of the problem and the understanding of the importance of interaction in order to reduce the burden of noncommunicable diseases, another Action Plan has been developed.

The document proposes to focus efforts on prevention, early diagnosis of non-communicable diseases and identification of risk factors for their occurrence, formation of commitment to a healthy lifestyle, organization of monitoring of national target indicators of the Strategy.

Each direction of the Plan includes the implementation of a certain set of tasks, for example, stimulating employers to implement programs for the prevention of noncommunicable diseases in the workplace, developing measures to replace trans fats in processed foods, developing national measures to reduce salt consumption, as well as motivating the elderly population to a physically active lifestyle.

The countries plan to make tangible progress in achieving national target values of indicators: an increase in life expectancy at birth, a decrease in mortality from non-communicable diseases, a decrease in alcohol, salt and trans fats consumption, a decrease in the prevalence of smoking, obesity and diabetes.

Coordination of work on the implementation of the Plan’s activities in the Commonwealth States will be carried out by the CIS Health Cooperation Council and its working body – the basic organization of public health and health informatization.
