On November 2, the First Committee of the 78th session of the UN General Assembly adopted the jubilee (introduced since 1998) Russian draft resolution “Achievements in the field of information and telecommunications in the context of international security”.
The document confirms the central role of the Open-ended Working Group (OEWG) in the negotiation process on international information security (IIB) under the auspices of the UN. Welcomes the agreements reached within the framework of the OEWG, in particular, on a global intergovernmental register of contact points for the exchange of information on computer attacks/incidents as the first universal confidence-building measure. Outlines as a guideline for the further activities of the Group the development of a universal legally binding instrument regulating the activities of States in the information space.
Taking into account the completion of the mandate of the OEWG in 2025, the draft resolution provides for a decision on the successor format within the framework of the current Group by consensus, taking into account the views of all States without exception. This is especially important against the background of attempts by a number of Western countries to circumvent the OEWG to impose the creation of a mechanism that meets their interests – the so-called action program.
The support of our document by the broad majority of the UN member States testifies to their solidarity with this approach. We hope that this position will be confirmed when the Russian draft resolution is considered at the plenary session of the UN General Assembly.
