On November 22, 2023, the Ministry of Justice of Russia hosted the grand opening of the XVII International Scientific and Practical conference “Derzhavin Readings”, dedicated to the 280-year anniversary of the First Minister of Justice – Prosecutor General of the Russian Empire Gavriil Derzhavin.
State Secretary – Deputy Minister of Justice of the Russian Federation Andrey Loginov took part in the plenary session, the main topic of which was the development of Russian constitutionalism.
During his speech, Andrey Loginov noted that the conference is being held on the eve of the 30th anniversary of the Constitution of the Russian Federation, and also stressed the importance of the constitutional reform of 2020, which outlined the value of sovereignty as a fundamental, basic category, and also assigned a special role to constitutional justice.
“Sharing the position of the Constitutional Court on ensuring the unity of the constitutional and legal field and increasing the level of enforcement of court decisions, the Ministry of Justice of Russia constantly monitors regional rulemaking for its compliance with acts of higher legal force,” the State Secretary – Deputy Minister said.
The result of this work was a reduction in the number of existing regional acts, which contain violations of federal legislation, to 0.2%.
In addition, the Ministry of Justice of the Russian Federation monitors law enforcement and, in particular, the execution of decisions of the Constitutional Court, in connection with which it is necessary to adopt, amend or invalidate legislative and other regulatory legal acts. This makes it possible to significantly improve the quality of law-making activities of federal and regional authorities.
As part of the second day of the Derzhavin Readings, the Russian Ministry of Justice also held sessions on a wide range of legal issues, including those related to improving the enforcement system.
Director of the Department of State Policy in the Field of Enforcement of the Ministry of Justice of the Russian Federation Vladimir Vedernikov spoke about the regulatory legal regulation developed jointly with the FSSP of Russia, which made it possible to bring enforcement proceedings to a new level. So, among other things, in recent years, electronic interaction has been organized in the direction of enforcement documents, the issue of erroneous identification of the parties to enforcement proceedings has been resolved and the possibility of foreclosure on social payments has been excluded.
Vladimir Vedernikov also reported on the progress of work on the preparation of the Concept for the Development of the Compulsory Enforcement System of the Russian Federation for the period up to 2030 and presented its main provisions to the participants of the session. Among them is the rejection of paper and electronic circulation of executive documents and the transition to a registry model of enforcement, as well as the use of modern digital solutions in the provision of public services by the services of the FSSP of Russia. In addition, a separate chapter of the Concept will be devoted to the return of overdue debts, especially the protection of the rights and legitimate interests of debtors – individuals.
