The government has introduced a number of exceptions to the effect of “exchange rate” export duties linked to the ruble exchange rate

Resolution No. 2338 of December 27, 2023

It was decided to exclude certain types of high‑value goods dependent on imports of key components, as well as goods – related products of production from the effect of “exchange rate” export duties. The resolution on this has been signed.

Duties will not be imposed on medicines and pharmaceutical substances, chemical products, household metal products, tools for drilling, pressing and other operations, marshmallows, marshmallows, soy protein concentrate, beet pulp, certain types of coal products.

At the same time, in order to support SMEs, so‑called low-value goods, the total customs value of which does not exceed 200 euros, were withdrawn from the scope of duties.

Flexible export duties are a temporary measure taken to protect the domestic market. It is valid from October 1, 2023 until the end of 2024. The fee ranges from 4 to 7%, depending on the exchange rate of the national currency. At 80 rubles per dollar and below, it is zero.
