A round table on the topic “Studying the issue of creating and implementing a mechanism for recognizing voluntary health insurance contracts for migrant workers and members of their families who have concluded this contract on the territory of their state of permanent residence in the territory of the State of their permanent residence” was held on February 1 at the site of the CIS Executive Committee.
The event, organized on the initiative of the Uzbek side, was attended by representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan and the Executive Committee of the Commonwealth.
A constructive and rich discussion took place, during which the participants of the round table shared their experience on national approaches to the organization of medical care for migrant workers and members of their families within the framework of compulsory and voluntary medical insurance. In their speeches, the experts also focused on the problematic issues faced by migrant workers in the country of employment when they experience health problems.
During the event, a number of ideas and proposals were expressed on a wide range of issues related to the practical implementation of the organization of medical care for migrant workers. In this regard, the Uzbek side was invited to summarize the information provided and make appropriate proposals to the CIS Executive Committee for further elaboration.
Representatives of the Executive Committee, in turn, informed the participants that at the Commonwealth site, issues of medical care for migrant workers are not highlighted by a separate international agreement, but are regulated by international treaties affecting the provision of emergency and emergency medical care free of charge.
It was noted that these circumstances prompted the development of a draft Agreement on cooperation between the member States of the Commonwealth of Independent States in matters of health insurance for migrant workers and members of their families. Also, a model agreement “On ensuring mutual recognition of documents of migrant workers from the member States of the Commonwealth of Independent States” is currently being developed on the initiative of Uzbekistan.
The meeting participants stressed the importance and relevance of improving the regulatory framework of the Commonwealth of Independent States in the field of labor migration.
