Russia cannot do without labor migration yet — Matvienko

The speaker of the Federation Council stressed that it is necessary to be more demanding of those who invite migrants to work.

Russia cannot do without labor migration yet, Federation Council Speaker Valentina Matvienko said in an interview with RIA Novosti.
According to her, migration legislation certainly needs to be improved. In addition, there should be a clear migration policy.
The speaker recommended asking whether Russia needs migrant workers.

“I think the answer is obvious. When I meet with the governors, I say, “Tell me the three most difficult problems you have in your region.” Everyone starts with a shortage of personnel in general and workers in particular. This means that we cannot do without labor migration for the time being to promote our economy,” Matvienko stressed.

She noted that “it is also impossible to close the country and ban all entry”, the authorities will never go “to such self-isolation”, therefore, much needs to be changed in migration policy. Today, there are many intermediaries in this area, illegal, semi-criminal structures that hire workers in other countries, bring them to the Russian Federation and “rob them well.”

“Therefore, it seems to me that migration needs to be transferred to the interstate level, especially since we have an appropriate agreement with friendly countries that are the largest suppliers of labor resources,” the head of the Federation Council said.

She clarified that it is in these countries that it is necessary to organize migrant training centers.
“We need to teach them our legislation, traditions, and values. Naturally, to check their background in order to prevent the penetration of some radical elements under the guise of ordinary migrants,” Matvienko said.
She added that it is necessary to be more demanding of employers.
“They don’t feel such responsibility yet. There should be acceptable living conditions, a normal salary, participation in their fate, in socialization and much more. I believe that migration should be civilized,” the speaker concluded.
