A meeting of the Commission on Economic Issues under the CIS Economic Council was held in Moscow

On May 15, a regular meeting of the Commission on Economic Issues was held in Moscow, during which a number of aspects of economic cooperation between the CIS member states were considered.

During the meeting, the projects were considered Cooperation development programs of the Participating States CIS in the field of the study, use, protection and monitoring of groundwater for the period up to 2030 and the Action Plan for its implementation. Projects The Programs and Plans have been developed in order to effectively jointly solve the tasks of creating a hydrogeological basis for a balanced interstate use of the groundwater resource potential of the CIS member states.

The drafts of these documents are aimed at developing economic, technological and professional opportunities in the field of studying, using and protecting groundwater by improving legal regulation in this area. The implementation of the Program and Plan will contribute to the creation of effective control and cooperation mechanisms to ensure the joint and sustainable use of these resources, thereby improving the quality of life of the population on the basis of environmental safety and mutually beneficial economic cooperation of the CIS member States.

The members of the Commission also considered the issue of preparing and approving a draft Agreement on technical Barriers to Mutual Trade of the member States of the Commonwealth of Independent States, developed by the Interstate Council for Standardization, Metrology and Certification.

The purpose of the draft Agreement is to form a mechanism for overcoming technical barriers in mutual trade of the CIS member states, contributing to the expansion of mutual trade between the CIS member states.

Currently, the draft Agreement is being negotiated in the CIS member States. Work on the draft document continues.

The members of the Commission were provided with information on the implementation in 2022-2023 of a set of joint actions of the CIS member states on the prevention and control of rabies for the period up to 2025. The tasks defined by the Set of Joint Actions are being actively implemented. Rabies prevention and control programs are being developed, the epizootic situation is being assessed, animal immunization and immune status monitoring are being carried out, and the effectiveness of existing measures is being analyzed.

During the meeting, information was considered on the implementation in 2022-2023 of a set of joint measures of the CIS member states for the prevention and control of foot–and-mouth disease for the period up to 2025. The States have developed a national regulatory framework regulating the list of measures aimed at combating foot-and-mouth disease, national plans for monitoring studies on the spread of foot-and-mouth disease, as well as a system of preventive measures that are being successfully implemented.

Information on the organization of accounting for digital assets and disclosure of information about them in accounting (financial) statements is also considered. The information contains a detailed analysis of the current legislation and the main approaches of the CIS member states to the legal regulation of the circulation of digital assets, as well as the specifics of the organization of accounting for digital assets and disclosure of information about them in accounting (financial) statements in accordance with national rules (standards) in the CIS member states. The information highlights the main features and specific features of digital assets that distinguish them from other tools with similar economic content.

The importance of strengthening cooperation between the CIS member states in terms of monitoring practices and sharing experience in regulating accounting and reporting of digital assets was noted.

In addition, the members of the Commission were presented with a report on topical issues of the development of the advertising market of the CIS member states. The Report analyzes the latest changes in regulatory legal acts regulating issues of advertising in the CIS member states, identifies the most interesting examples from law enforcement practice to curb violations of advertising legislation in the CIS member states, and provides statistical data on identified violations in the field of advertising in the CIS member states.

The issue of the transfer of shared contributions by the CIS member states to the unified budget of the bodies of the Commonwealth of Independent States in 2024 was also considered.

The next meeting of the Commission is scheduled for June 11, 2024.
