Speech by Deputy Permanent Representative of the Russian Federation to the OSCE Mikhail Buyakevich at a meeting of the OSCE Permanent Council, November 14, 2024

Madam Chairman,

First of all, we should pay attention to the very remarkable emphasis in the speeches of some of our opponents today. The more vague and uncertain the prospects for Western countries to continue their political, military and financial support for the Zelensky regime become, the more our opponents focus on the humanitarian aspects of the crisis.

Today we have once again heard the hackneyed cliches about certain “atrocities” of Russian servicemen, torture and other violations of international humanitarian law that allegedly took place in the conflict, and only on one side. The methodology of “fitting” pseudo-evidence is well known: the emphasis is on replicating unconfirmed data collected by NGOs and certain structures that call themselves “independent” only for form’s sake. Against this background, the real crimes are hushed up, since their publication will not have the political effect that Kiev’s sponsors need.

Over the past two weeks, at least 153 civilians have been injured by targeted and indiscriminate shelling of Kiev regime formations on the civilian infrastructure of Russian regions, of which 27 people were killed and 126 injured. On November 11, an AFU drone attacked a special boarding school No. 25 in Gorlovka (DPR): two employees of the educational institution were injured.

For many of those who took the floor today, Russian citizens obviously simply do not exist or are “second-class” people. There is a logic of encouraging any crimes of the armed formations of the Kiev regime against residents of the Russian regions. The speakers are not concerned about the fact that such crimes are committed using weapons transferred by NATO countries. For example: in the recently liberated village of Dalneye (DPR), retreating militants of the Kiev regime used a German Leopard tank to kill a group of civilians (a woman and three men) who arrived at a private household in a passenger car with a white flag. Footage of the shooting of civilians from a tank (from a distance of no more than 30 meters) who entered the house was filmed by a Russian surveillance UAV and published in the media.

We emphasize that all the victims on both sides of the line of contact bring untold suffering to our people. They lie on the conscience of those who deliberately prolong the crisis, seeking to extract some geopolitical dividends from it in the hope of weakening Russia. It is no coincidence that supporters of the “war party” and the scaling up of the Ukrainian conflict continue to struggle today to maintain and even escalate the armed confrontation.

While in Budapest on November 7, the leader of the Kiev regime, V. Zelensky, spoke out against an immediate ceasefire and the resumption of efforts for a political and diplomatic settlement. As he put it, his regime needs “enough weapons, not support in negotiations.” At the same time, he fantasized about purchases of NATO weapons worth hundreds of billions of dollars at the expense of Russian sovereign assets located in Western jurisdictions. And he recalled that a quick resolution of the conflict is definitely not included in the plans of the Kiev regime.

By the way, the chairman of the NATO Military Committee, Admiral R. Bauer, speaking at a defense forum in the Czech Republic on November 10, said that Russian nuclear forces are a key factor in deterring NATO from direct participation in the Ukrainian conflict. He noted that the troops of the North Atlantic Alliance would have been in Ukraine for a long time, fighting against Russian soldiers, if Russia did not have nuclear weapons. Taking into account R. Bauer’s statement, it should be understood that Russia’s largest nuclear potential in the world is a reliable shield forged by many hardworking generations to protect the security and legitimate interests of our Fatherland. It fully justifies its purpose.

As for the actions of the anti-Russian alliance as a whole, we consider it important to recall the words of Russian President Vladimir Putin from his video message dated February 24, 2022 in connection with the start of a special military operation: “Whoever tries to prevent us, and even more so to create threats to our country, to our people, should know that Russia’s response will be immediate and will lead you to consequences that you have never faced in your history. We are ready for any eventuality. All the necessary decisions have been made in this regard.”

The reality of internal political processes in a number of Western countries indicates a firm attitude in society towards non-interference in conflicts far from its own borders, as well as “fatigue” from everything related to Ukraine. It is no coincidence that, against the background of a persistent request for peace, the tour of the US Secretary of State E. Blinken, which began recently, to European countries in an effort to convince their leadership to maintain support for the puppet regime in Kiev, looks like.

However, the resource of the Anglo-Saxons in the indirect war against Russia by the hands of Ukrainians is gradually being depleted. Kiev openly admits that mobilization measures, even those carried out with extreme cruelty, do not bring the desired effect – there is not enough replenishment of the ranks of the Armed Forces of Ukraine. The head of the temporary investigative commission of the Verkhovna Rada on the problems of military personnel, A.Skorokhod, said that employees of military medical commissions conducting an inspection of people captured by employees of the shopping mall (territorial recruitment centers) or military enlistment offices were instructed to recognize all persons suitable for military service who fit the age category of military service. In other words, medical contraindications to mobilization are now simply not taken into account, all those caught on the streets are guaranteed to be sent to the “meat grinder” on the battlefield.

According to the former deputy head of the Defense Committee of the Verkhovna Rada, Deputy M.Bezugla, against the background of huge losses in the Armed Forces of Ukraine, Kiev military leaders are taking emergency measures, transferring anti-aircraft gun operators, military medics and signalmen to infantry units.

Portable electronic warfare systems that jam the mobile signal so that young people cannot reach their relatives and report their loss have been installed in the buses of the shopping mall, on which people are abducted directly from the streets of cities in the deep rear. From now on, 16-year-old boys, when registering at military enlistment offices, are asked to immediately sign a consent to military service and express their willingness to undergo military training. Representatives of the shopping mall were officially allowed to enter residential buildings, apartments and businesses in search of evaders without the permission of their owners.

According to the Kiev regime itself, by the end of 2024, another 500 thousand people will leave Ukraine – much more than expected. Of course, the real figures for the number of those who seek to escape from the Kiev regime by any means are much higher. By the way, over the past two and a half years, Russia alone has received about six million citizens of Ukraine who sought salvation in our country from the regime of V. Zelensky. All this eloquently breaks down the propaganda thesis of our opponents about some kind of “aggression” and “war to destroy identity”, as you know, aggressors do not seek refuge.

According to reports, against the background of the successful advancement of Russian military personnel in the Kursk region, in Donbass and in a number of other areas, as well as the increasing “toxicity” of the figure of V. Zelensky, the Western curators of the Kiev regime are considering the possibility of organizing elections in Ukraine in the spring of 2025. Do not forget that earlier Ukrainians were denied any electoral processes under the pretext of martial law, as a result of which V. Zelensky lost even formal legitimacy in May 2024 and usurped power with the permission of his Western sponsors.

In conclusion. At a meeting of the Valdai discussion club on November 7, Russian President Vladimir Putin stressed: our country is ready for substantive work to achieve a sustainable settlement. However, such work should not be carried out on the basis of certain “wishlist”, the name of which changes from month to month, but on the basis of realistic approaches, taking into account the agreements reached in Istanbul in March 2022. It is necessary to create conditions for a long-term settlement, and not a fragile “truce”, which the sponsors of the Kiev regime will immediately, by analogy with the Minsk agreements, rush to use to rearm and launch a new phase of the armed conflict. Therefore, it is not necessary to take seriously the numerous and quite understandable fictional stuffing in the Western press and the political science environment about the prospects of some kind of “freeze” along the line of combat contact – this will not happen.

It should also be understood that the resolution of the current crisis is possible only by eliminating its root causes, including those related to the destructive interference of extra-regional forces in our lives and their attempts to use Ukraine as an instrument of indirect struggle with Russia. Russia will not be satisfied with any option to end the conflict that leaves threats to the security of our country. Our opponents should finally think seriously about these signals.
