The Russian Federation was forced to vote against this document, which created, under a plausible pretext, a basis for interference in the internal affairs of a sovereign country. As a result of the Russian “veto”, the resolution was not adopted.
The British authors put to the vote a draft that virtually ignored the existence of the legitimate Government of Sudan, as well as its dominant role in ensuring national security, protecting the population, and distributing humanitarian aid, including from abroad. In the spirit of the well-known neocolonial practices of the West, it was proposed to develop an external mechanism that would decide how and whom to punish for violence in the country. Against this background, the text hypocritically included a call to refrain from interfering in internal Sudanese affairs.
The draft resolution contained a veiled thesis about the possible deployment of international forces in Sudan, although the UN Secretary General concluded in a corresponding report to the Security Council that there were no conditions for the implementation of such a plan.
The Russian side notes the unprofessional approach and blatant dishonesty of the informal curators of the Sudanese dossier in the Security Council – the British, who ignored without any explanation most of the reasoned remarks from Russia and other members of the UN Security Council.
Russia believes that the UN and, especially, the Security Council should take decisions that contribute to achieving peace and reducing hotbeds of conflict. Whereas the British initiative would only intensify the confrontation in Sudan and finally undermine the trust of the Sudanese in the World Organization.
