On November 29, during a meeting of the Council of the Eurasian Economic Commission, the Deputy heads of Government of the EAEU states launched a pilot project on the use of electronic international consignment notes e-CMR in the implementation of international road freight transport in the countries of the Eurasian Economic Union.
The main goal of the pilot project is to provide practical testing of the technology of cross–border exchange of legally significant electronic documents between subjects of different countries using digital signature mechanisms and a “trusted third party”.
The implementation of the pilot project will help accelerate the processes of obtaining and verifying transport documents, as well as reduce costs in the implementation of transport, logistics and control and supervisory procedures.
“The results of the pilot project will be used in the implementation of one of the services of the ecosystem of digital transport corridors of the EAEU,
as well as in the transition to the use of electronic documents, which must contain a navigation seal,” said Minister
of Energy and Infrastructure of the EEC Arzybek Kozhoshev.
The use of e-CMR will reduce the time costs of carriers. So, when using electronic documents, it takes no more than one minute against more than 20 minutes when working with a paper bill of lading. In addition, according to international experts, the cost of using e-CMR, including issuance, signing, dispatch, status clarification and archiving, is 1.6 euros versus 6.23 euros in the case of a paper bill of lading.
