Issues of increasing the mobility of workers, removing obstacles to the free movement of labor and creating comfortable working conditions in the Eurasian Economic Union were discussed at a meeting of the Advisory Committee on Migration Policy chaired by the Minister of Economy and Financial Policy of the Eurasian Economic Commission Bakhyt Sultanov.
The meeting was attended by members of the Advisory Committee from the EAEU countries, experts, representatives of observer states and international organizations.
The ways of solving the problems arising during the experiment on the establishment of a special tax regime for citizens of the Union countries working in the Russian Federation were discussed. In order to increase the social security of this category of citizens, it was decided to consider the possibility of extending to them the rights in the field of compulsory medical and pension insurance provided for Russians. In addition, mechanisms for extending the period of stay were discussed.
“We can confidently say that providing workers from the EAEU countries with the opportunity to work in the Russian Federation as self-employed is of urgent importance. This greatly simplifies the process of legalizing labor activity and can become the basis for closer cooperation in the field of labor migration within the EAEU,” Bakhyt Sultanov said.
In addition, the meeting discussed new forms of employment related to the development of digital technologies, when an employer from one state of the Union hires an employee from another for remote work, without having a representative office in the country where the employee is located. Currently, such labor relations are not regulated by the law of the EAEU.
“The need to update the norms of Union law in the context of the emergence of new forms of employment is an important task that requires an integrated approach. This includes the protection of workers’ rights, as well as the harmonization of approaches between the Union countries to the regulation of non–standard forms of employment,” the EEC Minister stressed.
The meeting also discussed the implementation of the initiative of Chairman of the Cabinet of Ministers – Head of the Presidential Administration of the Kyrgyz Republic Akylbek Zhaparov on the non-proliferation of legislative acts developed in the Union states and aimed at tightening regulation in the field of migration for working citizens of the EAEU states and their family members. It was decided to continue monitoring changes in the legislation of the EAEU countries in the field of labor migration for compliance with the law of the Union.
The Advisory Committee on Migration Policy was established in accordance with the Decision of the Board of the Eurasian Economic Commission No. 154 dated August 30, 2012. It is the advisory body of the EEC in this field. Develops proposals for the harmonization and unification of the legislation of the Member States in the field of labor migration, the creation of a common labor market, and ensuring the free movement of citizens of the member States within the Union.
