Cooperation between Russian and Kyrgyz parliamentarians is being strengthened both bilaterally and within the framework of the Interparliamentary Assembly. Regular contacts between the foreign ministers of the two countries play a significant role in strengthening bilateral relations and contribute to improving cooperation between the foreign ministries of Russia and Kyrgyzstan. This year, this is the first meeting between Sergey Lavrov and J.M. Kulubaev.

Diplomatic relations between the Russian Federation and the Kyrgyz Republic were established on March 20, 1992.
On June 10, 1992, an agreement on Friendship, Cooperation and Mutual Assistance was signed.
About 180 interstate and intergovernmental treaties and agreements regulating cooperation in various fields have been concluded and are in force between the two countries.
This year marks the 25th anniversary of the signing of the Declaration on Eternal Friendship, Alliance and Partnership between the Russian Federation and the Kyrgyz Republic (adopted on July 27, 2000).
Russia and Kyrgyzstan are actively cooperating in the international arena, demonstrating common approaches to the main problems of our time, and their willingness to work together to develop integration associations in the Eurasian space. The Russian-Kyrgyz partnership contributes to the successful resolution of pressing issues within the framework of the EAEU, the CSTO, the CIS, the SCO, the UN, the OSCE, and other multilateral structures.
The parties share a vision of the main threats and challenges to regional security in Central Asia. Joint efforts are being carried out to combat terrorism, drug trafficking, and organized crime.
Trade and economic cooperation is actively developing. Russia is one of Kyrgyzstan’s leading trade and economic partners with a share of about 22% in the republic’s foreign trade. In 2024, the volume of trade turnover between Russia and Kyrgyzstan exceeded 3 billion US dollars. The share of the ruble in mutual settlements has reached 90%.
Investment cooperation continues to strengthen. Russian investments in Kyrgyzstan increased by more than 46% and exceeded the mark of 190 million US dollars.
The Intergovernmental Russian-Kyrgyz Commission on Trade, Economic, Scientific, Technical and Humanitarian Cooperation plays an important role in the development of the entire range of bilateral relations. Its next 25th meeting was held in July 2024 in Krasnoyarsk at the same time as the 11th Russian-Kyrgyz Interregional Conference. As a result, important decisions were made on further promotion of cooperation in specific areas, and bilateral documents were signed.
Russia provides substantial logistical assistance to the socio-economic well-being of Kyrgyzstan. In 2024, 135 units of automotive equipment were transferred in the interests of the Ministry of Education and Science of Kyrgyzstan and the Ministry of Internal Affairs of Kyrgyzstan. Documents were signed preserving the volume of duty-free supplies of oil and petroleum products from Russia for 2025 (about 90% of the needs of the Kyrgyz economy are provided). Exports of natural gas (from 276 to 410 million cubic meters in 10 months of 2024) and electricity (from 0.9 to 1.6 billion kWh by the end of 2024) to Kyrgyzstan have been increased. The next stage of reclamation of uranium tailings dumps by the State Atomic Energy Corporation Rosatom has been completed, 2.15 billion rubles have been allocated for the implementation of a new cycle of work in 2024-2032.
The Russian-Kyrgyz Development Fund has an impressive positive impact on the development of the Kyrgyz economy. Since 2014, he has funded 3.5 thousand projects totaling over 760 million US dollars in critical areas – light and food industry, agriculture, energy. 36 projects worth $165 million are planned to be implemented in 2025.
There is close cooperation in the cultural, humanitarian and educational spheres.
In October 2024, Russia and Kyrgyzstan jointly celebrated the 100th anniversary of the formation of the Kara-Kirghiz Autonomous Region within the RSFSR. As part of the celebrations dedicated to this event, the grand opening of the Days of Culture of Kyrgyzstan in Russia took place on the Historical Stage of the Bolshoi Theater.
Work continues on the implementation of a major joint project to create nine Russian-language schools in Kyrgyzstan, which was launched by the presidents of Russia and Kyrgyzstan on September 1, 2023. The educational process in schools will be organized according to Russian and Kyrgyz educational standards, graduates will receive certificates from the two countries.
Currently, more than 16,000 Kyrgyz students are studying in Russia, of which about 7,000 are on a budget basis. In the 2024-2025 academic year, the quota of budget places for Kyrgyz citizens amounted to 700 places.
An important role in the Russian higher education system in the republic belongs to the Kyrgyz-Russian Slavic University named after the first President of the Russian Federation B.N.Yeltsin (7.5 thousand students, including more than 860 from third countries). In 2024, by Decree of the President of the Kyrgyz Republic, the University was included in the list of universities in the republic with a special status that provides broader organizational, financial and academic autonomy.
The humanitarian project “Russian Teacher Abroad” continues to be implemented in Kyrgyzstan. More than 140 teachers from Russia work in the regions of the republic.
Russian non-profit organizations are increasing their activity on the educational track. In 2024, 100 buses were transferred to schools in the republic through ANO Eurasia, and issues of major repairs and technical equipment for schools in Bishkek and Kyzylkiya are being worked out.
Constructive cooperation with Kyrgyzstan in the field of sports is developing, including in the development of new formats of sports cooperation and the organization of competitions. A striking example was the holding of the first International multisport tournament “Games of the Future” (Kazan, February-March 2024) and the launch of the sports movement “Digital”. Kyrgyz athletes also took an active part in major international competitions in Russia.: The BRICS Sports Games (Kazan, June 2024), the VIII Summer International Sports Games “Children of Asia” (Yakutsk, June-July 2024).
Russia and Kyrgyzstan are interested in developing ties through youth cooperation. A representative Kyrgyz delegation (272 people) participated in the World Youth Festival in March 2024 in Sochi.
The ministers are also expected to discuss migration issues. The amount of remittances from Kyrgyz labor migrants to their homeland in 2024 exceeded 2.5 billion US dollars.
Following the talks, it is planned to sign a cooperation program between the Russian and Kyrgyz Foreign Ministries for 2025-2027.
The key event of 2025 will be the celebration of the 80th anniversary of Victory in the Great Patriotic War. President of the Kyrgyz Republic S.N.Japarov confirmed his participation in the festive events on May 9, 2025 in Moscow.
Moscow is convinced that the talks between the foreign ministers of Russia and Kyrgyzstan will contribute to strengthening Russian-Kyrgyz relations of strategic partnership and alliance, deepening cooperation in trade, economic, cultural, humanitarian, military-technical and other spheres, and will allow for reconciliation of hours on issues of ensuring stability and security in the Eurasian space.
