A meeting of the Commission on Economic Issues at the CIS Economic Council was held in Moscow.

In 2025, the Republic of Tajikistan chairs the Commonwealth of Independent States, including the Commission on Economic Issues.

On January 22, Moscow hosted the first meeting of the Commission this year, chaired by the Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Russian Federation., D.K. Gulmakhmadzoda, the Plenipotentiary Representative of the Republic of Tajikistan in the Commission, during which a wide range of issues of economic cooperation between the CIS member states were considered.

The meeting presented The concept of the Presidency of the Republic of Tajikistan in the Commonwealth of Independent States in 2025 and The concept of Turkmenistan’s activities and priorities within the framework of the International Year of Peace and Trust.

During the meeting, a draft Concept for the harmonization of national air traffic management systems of the member States of the Commonwealth of Independent States was considered. The draft Concept was developed on the basis of proposals from interested CIS member States and provides for a programmatic and flexible systematic technical approach that allows all states to improve national ATM system development plans based on operational requirements. The activities of the draft Concept are aimed at harmonizing national air navigation systems in order to increase the economic efficiency of using the airspace of the CIS member states, ensuring “transparent” borders for international air navigation and servicing airspace users based on common rules and technologies.

The expected result of their implementation is to increase the safety, regularity and efficiency of flights of civil aviation aircraft and the quality of air traffic services.

In addition, the issue of amendments to the Regulations on the Interstate Council for Radio Navigation was considered during the meeting. In accordance with the amendments, it is proposed to transfer the functions of the permanent working body of the Council to the federal State budgetary institution All-Russian Scientific Research Institute of Radio Electronics. This Institute, which is the head scientific research and expert organization of the Ministry of Industry and Trade of the Russian Federation, has the necessary competencies in the field of radio navigation and highly qualified human resources.

During the meeting, the members of the Commission were provided with information on the results of the implementation of the Main Directions (plan) for the development of Radio Navigation in the CIS member States for 2019-2024, approved by the Decision of the Council of Heads of Government of the CIS dated October 25, 2019. The information notes that by increasing the accuracy and accessibility of positioning, ensuring the integrity of the navigation field, as well as expanding the list of available services for civilian consumers of the CIS member states, significant results have been achieved in the development of radio navigation tools and their application in the field of geodesy and cartography, conditions have been created for the introduction of precision agriculture, automated emergency call processing, the development of unmanned transport technology.

During the meeting, the draft Decision of the CIS Economic Council on granting the status of a technology platform within the framework of the Interstate Program of Innovative Cooperation of the CIS member states for the period up to 2030 to the RnD Market R&D services platform was approved. The main objectives of the platform are to automate and simplify the process of finding a contractor or customer for R&D and reverse engineering, ensuring their communication, as well as providing the entire transaction support service, preparing technical specifications, etc.

The platform is already successfully operating within the CIS. So, in 2023, modules for companies and organizations from the Republic of Armenia and the Republic of Belarus were created on the platform, in 2024, users from the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan were registered and started working.

It is planned to connect more than 300 organizations from the CIS member states.

The members of the Commission also approved a draft Decision of the CIS Economic Council on granting the status of a basic organization of the member states of the Commonwealth of Independent States for advanced training and retraining in the field of quality control of genetic material, medicines for veterinary use and food raw materials of animal origin to the federal State budgetary institution “All–Russian State Center for Quality and Standardization of Medicines for Animals and feeds”. Making a decision on this issue will assist in solving important tasks related to ensuring the production of livestock products that meet safety requirements, improving the personnel training system, as well as further development of science and the practical implementation of its achievements.

The meeting reviewed a report on the activities of the basic organization of the member states of the Commonwealth of Independent States for the development of megascience–class research infrastructure, the Federal State Budgetary Institution SIC Kurchatov Institute. The presented Report contains information on the activities of the Kurchatov Institute Research Center for the period 2022-2024. As part of the implementation of the functions of the basic organization, the Kurchatov Institute carries out research activities in the field of synchrotron and neutron research, participates in the development and expert evaluation of scientific programs of organizations of the CIS member states aimed at conducting research projects of the megascience class, and also promotes the development of research and educational programs in this field. regions.
