Experts discussed the Arctic agenda

The IX International Arctic Legal Forum “Conservation and Sustainable Development of the Arctic: Legal Aspects” was held in St. Petersburg on November 24-25, 2022. This year the Forum focused on the prospects for socio-economic development in the Arctic and the potential of law.

The Forum included a plenary session titled “Global Trends in the Arctic: Society. Ecology. Law”, as well as a number of roundtables that discussed the current problems of forming and implementing the main areas of state policy in the Arctic, its legal support and the role of international legal regulation, and the current problems of the Arctic territories and their legal dimension.

At the plenary session of the Forum, greetings and speeches were made by representatives of the Federation Council of the Federal Assembly of the Russian Federation: Andrey Klishas, Chairman of the Committee on Constitutional Legislation and State Construction, Konstantin Dolgov, Deputy Chairman of the Committee on Economic Policy, Elena Zlenko, Deputy Chairman of the Committee on Agrarian and Food Policy and Environmental Management, Anastasia Zhukova, member of the Committee on Social Policy and member of the Committee on Federal Structure,  State Duma of the Federal Assembly of the Russian Federation was represented by Dmitry Pogorelyi, a member of the Committee for the Development of the Far East and the Arctic.

The event was attended by representatives of executive and legislative power of the RF constituent entities, leading scientists and experts in this sphere. Natalia Amburtseva, Secretary of the Permanent Commission of the CIS Interparliamentary Assembly for Agrarian Policy, Natural Resources and Ecology, represented the Secretariat of the IPA CIS Council in the event.

The forum discussed a wide range of issues relating to trends in the formation of Arctic legislation, legal issues of defining the legal regime of the Northern Sea Route, ensuring safe navigation in the Arctic and development of regional aviation, creation and functioning of the state system of environmental monitoring of the Northern Sea Route, experience in social and economic support of the population in the Arctic regions of the Russian Federation, improvement of environmental protection legislation, support to business entities.

The Forum participants approved the draft resolution of the IX International Arctic Legal Forum “Conservation and Sustainable Development of the Arctic: Legal Aspects”.
