Results of the meeting of the Supreme Eurasian Economic Council on December 9, 2022

On December 9, under the chairmanship of the President of the Kyrgyz Republic Sadyr Zhaparov, a meeting of the Supreme Eurasian Economic Council was held in Bishkek in a face-to-face format with the participation of the heads of state of the Eurasian Economic Union – Prime Minister of the Republic of Armenia Nikol Pashinyan, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Russian Federation Vladimir Putin, President of the Republic of Cuba Miguel Diaz-Canel Bermudez (in the format of a video message), Prime Minister of the Republic of Uzbekistan Abdulla Aripov, Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich.

The heads of the EAEU states decided to start negotiations of the Eurasian Economic Union with the United Arab Emirates on the conclusion of a free trade agreement.

The heads of the EAEU states signed a protocol amending the procedure for collecting VAT when providing services in electronic form on the territory of the Union.

The Supreme Eurasian Economic Council has decided to create a new format for financing industrial cooperation projects.

The Heads of the EAEU states approved the Main Directions of the EAEU International Activities for 2023.

The Supreme Eurasian Economic Council approved a list of priority areas for the liberalization of services, and also decided to expand the single market of services of the Eurasian Economic Union, which from January 1, 2023 will include 14 service sectors, including meteorology services, household and other support services.

The Supreme Eurasian Economic Council decided to create a subsidiary body – the Council of Heads of Authorized Bodies of the EAEU member states in the field of energy. The Regulation on the Council has been approved. The creation of the Leadership Council will make it possible to increase the effectiveness of cooperation between the Union countries in this area, which is aimed at providing national economies with the main types of energy resources, developing long-term mutually beneficial cooperation, conducting a coordinated energy policy and implementing the gradual formation of common energy markets.

In accordance with the decision of the EAEU, from January 1, 2023, the Russian Federation will preside over the EAEU bodies – the Supreme Eurasian Economic Council, the Eurasian Intergovernmental Council and the Council of the Eurasian Economic Commission – for a year. According to the EAEU Treaty, the post of chairman of these bodies is subject to annual scheduled rotation in the order of the Russian alphabet. In the outgoing year 2022, the Kyrgyz Republic and its representatives presided over all structures.

The next meeting of the Supreme Eurasian Economic Council will be held on May 24-25, 2023 in the Russian Federation.
