On Monday, December 12, the authorities of four Latin American countries — Mexico, Colombia, Bolivia and Argentina — issued a joint statement confirming their recognition of Pedro Castillo as the President of Peru. The Governments of these countries called for respect for the rights of the former president and the choice of Peruvians expressed in the 2021 elections.

“It is not news to the whole world that President Castillo Terones, from the day of his election, became a victim of anti-democratic persecution in violation of article 23 of the American Convention on Human Rights, the “Costa Rica Pact”, approved on November 22, 1969, and then was prosecuted in violation of article 25 of the aforementioned Convention.

Our Governments call on all participants in the above-mentioned process to give priority to the will of the people expressed in the elections. This is how the scope and meaning of the concept of democracy enshrined in the Inter-American System of Human Rights should be interpreted. We call on those who compose these institutions to refrain from canceling the will of the people expressed through free suffrage.

We demand that the authorities fully respect the human rights of President Pedro Castillo and guarantee him judicial protection under the conditions stipulated in the aforementioned article.”

On Tuesday, December 13, the US Ambassador met with Dina Baluarte and expressed Washington’s full support for democratic institutions in Peru.

During the meeting, the Ambassador said that the United States approves of the actions of the Government of Peru to eliminate the political protests that have arisen in the country after the impeachment of the legitimately elected president announced by Congress.

The meeting took place in the midst of a serious social and political crisis.
