A draft Information Code has been developed and submitted for public discussion in Uzbekistan

The draft Information Code of the Republic of Uzbekistan was developed by the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan. On December 14, it was posted on the SOVAZ portal for public discussion.

The project was developed as part of the implementation The development strategy of the New Uzbekistan for 2022-2026 and the State program for its implementation in the “Year of Ensuring Human Interests and Mahalla Development”. The main purpose of such a decision is the unification of existing laws aimed at regulating the information sphere in the form of the Information Code of the Republic of Uzbekistan. Thus, a single systematized regulatory legal act regulating this area is being created. If the document is approved and adopted, then 8 existing laws will lose their force. Also, some outdated and invalid norms will be excluded from the new code, which will be replaced by the current rules.

It is noted that the new code is designed to regulate relations in the field of informatization, the use of information resources and systems in Uzbekistan, the implementation of the constitutional right to freely and unhindered seek, receive, research, transmit and disseminate information, as well as ensuring information security of the individual, society and the state, the dissemination and use of legal information. The document gives the basic concepts in this area. The Information Code consists of 4 sections, 14 chapters, 131 articles.

It is clarified that during the development of the project, the experience of the CIS countries, whose information legislation is partially close to the legislation of Uzbekistan, as well as the model draft of the Information Code of the Interparliamentary Assembly of the Commonwealth of Independent States was studied.

It is recalled that the presentation of the initial version of the draft of this code took place on June 14, 2022 at the Frankfort Hotel in Tashkent with the participation of representatives of the upper and lower chambers of the Oliy Majlis of the Republic of Uzbekistan, the Public Fund for Support and Development of National Mass Media, the Union of Journalists of Uzbekistan, as well as a number of responsible state bodies, heads of international and non-governmental organizations, specialists foreign and local media.

The discussion of the bill will last until December 29, 2022.
