How will tourism be developed in Samarkand?

Entrepreneurs were exempted from paying customs duties when importing the necessary goods for the organization of hotels.

President Shavkat Mirziyoyev signed a decree aimed at the development of tourism in the Samarkand region. The text of the document cites the “People’s Word”.

Until January 1, 2026, entrepreneurs are released:

  • from payment of customs duties on the import of special equipment, fuels and lubricants, components, spare parts, raw materials and materials, plants, furniture, inventory and other goods necessary for the organization and/or operation of a hotel with a category of 4 stars and above;
  • from paying periodic customs payments for special machinery, mechanisms and technological equipment imported under the “temporary import” customs regime for the construction of facilities on the territory of the Samarkand Tourist Center.

Payaryk, Samarkand and Tailak districts will be included in the list of districts and cities where a special tax regime is being introduced for business entities providing hotel services, trade services, catering, entertainment, tour operator and travel agency services.

The Ministry of Tourism and Cultural Heritage, together with the State Customs Committee, was instructed to ensure the establishment of duty-free shops for foreign persons on the territory of the Samarkand Tourist Center within two months.

Museums, galleries, as well as other entertainment and sports facilities to attract tourists are organized on the territory of the Samarkand Tourist Center.

The Ministry of Transport was instructed to create a system by September 1, 2023, aimed at establishing bus (minibus) communications on intercity and international routes through information technology with the involvement of business entities and investors.
