Arctic results of the year: The Head of the Ministry of Regional Development spoke in the State Duma

A “government hour” was held in the State Duma with the participation of the Minister for the Development of the Far East and the Arctic Alexey Chekunkov on the topic “On measures to ensure accelerated socio-economic development of the Far East”.

In his speech, the Minister noted that for the Far East, as for the whole country, 2022 was a test of strength. “All the mechanisms launched over the past eight years to support the advanced development of the region have allowed us to continue growth and development even in this difficult period,” he stressed.

Following the results of nine months, investments in fixed assets in the Far East, according to the minister, increased by 9%. This is one and a half times more than the average in Russia. And the retail trade turnover remained almost at the level of 2021, with a decrease of 6% on average in the country. In addition, the pace of housing commissioning has increased by 37% – the national average is 21.5%. Here, as Chekunkov noted, the effect of the Far Eastern mortgage affects.

The Far Eastern mortgage has become one of the most popular support measures implemented by the Government in the Far Eastern Federal District, the minister noted. In three years, 56 thousand families have bought new housing or built their own house, every second apartment in a new building in the Far East was bought using a preferential mortgage program. “In the spring of this year, the program was also extended to doctors and teachers without age restrictions. Until now, preferential loans have been granted only to young families under 35 years of age. On behalf of the President, the validity of the Far Eastern mortgage has been extended until 2030,” Chekunkov said.

“The Presidential Decree has set the task to stop the migration outflow of the population from the Far East by 2035. During the two years of implementation, more than 1,000 social facilities were built and reconstructed within the framework of national projects: 366 polyclinics and FAP, 195 schools, colleges and kindergartens, 188 sports facilities, 185 cultural facilities. The plan for 2023 and 2024 is to hand over almost 600 more objects,” the head of the Ministry of Regional Development said.

Also among the innovations for the Far East: from January 2023, a pilot project will be implemented in Primorsky Krai to increase mortgage payments at the birth of a third child to 1 million rubles.

As for education, according to the strategic academic leadership program “Priority-2030. Far East” has already selected eight Far Eastern universities that will receive federal grants. According to Chekunkov, the second stage of selection will take place in the first half of 2023.

In addition, it is planned to create three new cultural centers in the Far East and open branches of leading creative universities in the Far Eastern Federal District – GITIS, VGIK, Shchukin and Shchepkin colleges.

The draft law on northern importation, which is important for the region, will be submitted to the State Duma before March 1, 2023, the minister stressed. “The new law will make the whole process of northern importation more reliable and transparent,” he is sure.
