Comment by the official representative of the Russian Foreign Ministry M.V. Zakharova on passenger traffic with China

On December 26, the interdepartmental group of the State Council of the People’s Republic of China for the prevention and control of COVID-19 published a general “Response plan for a new coronavirus infection”, in which, taking into account the decrease in the pathogenicity of the coronavirus and the current epidemiological situation in the country, it is recommended to remove a number of the following restrictions starting from January 8, 2023. In terms of cross-border travel, it is said about the refusal to issue the so-called “health code” before the trip, the cancellation of testing of individuals for the presence of coronavirus infection upon arrival in China. 48 hours before entering the PRC, you will need to pass a PCR test, for those who receive a negative result, mandatory quarantine will be canceled.

We positively assess these decisions of the Chinese side and express hope for the gradual resumption of large-scale exchanges between the peoples of our countries. At the same time, we do not yet have specific information about when and in what order Beijing plans to restore the operation of passenger destinations of checkpoints on the border with Russia.

We welcome the early opening of passenger traffic through border checkpoints, as well as the lifting of anti-epidemic restrictions affecting cargo traffic.

We will be ready to start working on these issues promptly upon receiving a request from our Chinese partners. After their agreement through diplomatic channels, the parties will post relevant official notifications.
