President S. Zhaparov invited donors to implement green projects in Kyrgyzstan

President of the Kyrgyz Republic Sadyr Zhaparov appealed to the countries and financial institutions, whose debtors are Kyrgyzstan, with a request to participate in the construction of energy facilities and gas stations in the country. He wrote about this on his page in the social network:

“Dear partner countries and international financial institutions for development!

We all see how the problem of smog has become one of the most urgent in our country in recent years. Smog is especially strong in the autumn-winter period, since the use of coal during heating plays a significant role in this.

Undoubtedly, the solution of this issue requires an integrated approach. In the first year of my presidency, I identified environmental issues and the green economy as one of the main priorities of state policy.

On our initiative, the UN declared 2022 the “International Year of Sustainable Mountain Development”, in Kyrgyzstan last year was also declared the “Year of Protection of Mountain Ecosystems and Climate Sustainability”. The issues of the negative consequences of climate change concern all countries of the world, including Kyrgyzstan, which has thousands of years of glaciers.

In November 2021 in Glasgow, in my message at the opening of the Summit of World Leaders on Climate Change, I stated that by 2030 Kyrgyzstan aims to reduce greenhouse gas emissions by 44%, and by 2050 it will try to achieve carbon neutrality, which is primarily possible due to the development of hydropower.

Kyrgyzstan is a country rich in hydroresures. It is sad to note that being in the upper reaches of water resources, we were unable to build new gas stations during the years of independence and had to import electricity in winter. For the last 30 years we have been using coal, fuel oil, and the power of previously built hydroelectric power plants. At the moment, we use only about 10% of our hydropower potential.

Therefore, on my instructions, over the past two years, the construction of small and medium-sized hydroelectric power plants has been actively started throughout the country, relevant regulatory documents have been adopted to provide preferences to investors.

The launch of the largest construction site – Kambar-Ata HPP-1, the future flagship of the domestic energy industry, has been launched.

With the implementation of these projects, Kyrgyzstan can really be called a non-volatile country that will export electricity to foreign countries.

Perhaps if more attention had been paid to this in earlier years, the issue of smog would not be so acute today.

We could use more electricity for heating in the autumn-winter period.

Now we have taken a firm course on the development of a green economy, the whole modern world pays special attention to this. Therefore, I have instructed to start actively working on the issue of exchanging the country’s external debt for green initiatives.

Today, Kyrgyzstan’s external debt is about 4.2 billion US dollars.

Of course, we are fully fulfilling and will continue to fulfill all our obligations to pay the external debt, for this we have all the possibilities.

We are only raising the initiative to develop a green economy and jointly contribute to improving the environmental situation in the world.

It would be good if the funds provided for the repayment of external debt were directed to support green initiatives. We are not saying that these projects should be funded only by donors and partners. We are also ready to invest from our side and implement these projects.

For many years, the green economy has been talked about at various levels, unfortunately in most cases all this remains in words. We want to move from words to deeds, we can change this together.

It is no secret that we have lagged far behind other countries in the direction of the green economy.

We want to fix this as soon as possible.

We are confident that we will find support from donor countries and development partners for these initiatives.

At the moment, 50 small and medium-sized hydroelectric power plants are being built in Kyrgyzstan. But that’s not enough. We have ready-made investment projects.

We have the opportunity to build small and medium-sized hydroelectric dams with a capacity from 1st to 1000 MW, the river beds are ready.

Countries and financial institutions, whose debtors are Kyrgyzstan, could take part in the construction of energy facilities and gas stations in the country. Together we will cut the ribbons of these green economy facilities.

Together we are implementing green projects in Kyrgyzstan, in exchange we are being written off external debts.

We all want our children to live in a rich country with a good ecology. We want to be a truly non-volatile country that uses its potential rationally. Therefore, the state will continue to move in this direction, paying more and more attention to environmental issues and the green economy.”
