As noted in the preamble of this law, it provides and regulates activities in the field of education of patriotism among citizens. For this purpose, concepts, programs, scientific methods will be developed for the education of citizens, especially young people. An authorized body will also be created and there will be responsibility for non-compliance with the law, although it is not yet known what kind.
Patriotic education of citizens will become another policy of the state. The second chapter of the law is devoted to this, it notes that the purpose of education of patriotism of citizens is the formation of civic identity, high moral qualities, national identity, thinking and a sense of patriotism among citizens.
“Educating citizens in the spirit of patriotic attitude to society and the state on the basis of high social activity, civic responsibility, readiness and ability to serve the Motherland, strengthening and ensuring vital interests and sustainable development of the state.”
As noted, this need is, among other things, related to their safety.
The duties of educating the patriotism of citizens are:
– formation of national identity, decent attitude to the individual, society, state, ideas and values, as well as their revival and development;
– attracting the younger generation to the system of social and cultural values reflecting the rich and original history and culture of the Motherland and the people, the formation of higher spiritual and moral values, cultural and God-consciousness in their thinking, the need for their further development;
– creation of favorable conditions for citizens to show a sense of patriotism, payment of public, state and military debts in various fields of activity and relations, taking into account their interests and needs;
– fostering respect for the law, the norms of public life, a sense of social responsibility as important human qualities manifested in caring for the well-being of their country, its strengthening and protection;
– education of diligence as an important life value, willingness to work for the benefit of society and the state;
– formation of the need for spiritual and moral development, promotion of a healthy lifestyle, care for the elderly and loved ones, support of a harmonious environment in the workforce.”
How will patriotism be taught?
As stated in the law, the state policy in the field of education of patriotism among citizens provides for a systematic organizational approach. At the same time, the state undertakes to create “favorable conditions for the social, cultural, spiritual and physical development of citizens”, as well as to develop and implement effective forms of technologies for the socialization of a citizen’s personality, especially youth”; “update and enrich the content of patriotism education, its methods, forms and means”; strengthen the responsibility of state agencies for the education of patriotism of citizens.
The state will also approve prospects, concepts, strategies and state programs for the education of patriotism of citizens and form the regulatory framework for the education of patriotism of citizens.
The authorized body will carry out state policy, which will coordinate work in this area, but in addition, the law refers to subjects of education of patriotism and these include:
– government agencies;
– labor, creative, scientific, military, etc. collectives;
– educational institutions;
– cultural institutions;
– public associations, public and state organizations (unions) of citizens and compatriots living abroad;
– religious organizations (unions);
– political parties;
– MEDIA;
– family;
– citizens.
It is noted that, “the subjects of patriotic education realize the tasks of patriotic education of citizens with their means and capabilities.”
By the way, their authorized bodies will be determined locally, while local executive authorities undertake to finance the “education of patriotism of citizens”.
All according to the system
As already noted, work in this direction will be systematized. The system provides for the development of state requirements “for the organization of patriotism education” through programs, scientific and educational methods, research, etc.
“The system of education of patriotism of citizens is aimed at purposefully ensuring the formation of an active position of citizens, their comprehensive involvement in solving important public tasks, creating conditions for the formation of their thinking in accordance with national interests. The system should prepare young people and encourage representatives of other generations to such an active activity in which knowledge and life experience are combined with the position of civic duty and patriotism, and personal interests with the interests of society.”
At the same time, the system promises to be transparent.
The law provides for both state regulation of the education of patriotism of citizens and an independent assessment of the quality of patriotic education of citizens. It is not said who can give this independent assessment.
By the way, there will be their own cadres in the field of patriotism education. They will be trained and their qualifications will be improved.
“The organization of patriotism education is provided by specialists qualified to effectively solve the tasks of educating patriotism of citizens in accordance with state educational standards. Professional development of personnel is organized in the system of additional professional education… Additional professional education is implemented through the implementation of additional professional programs (advanced training and professional retraining programs).”
Financial and economic support for the education of patriotism will be carried out at the expense of the state budget of various levels and other sources not prohibited by law. It is possible to create special funds. The procedure for the formation and expenditure of foundations, charitable organizations, sponsors and other organizations is determined by the legislation of the country.
The final chapter of the law states that individuals and legal entities for non-compliance with the requirements of this Law are held liable in accordance with the procedure established by the legislation of the Republic of Tajikistan.
The law came into force on December 29, 2022.
