According to the authors of the document, permafrost occupies 65% of the country’s area. And the issues of the state of infrastructure, prevention of accidents due to global warming in permafrost areas are becoming more and more relevant.

According to the head of the Ministry of Natural Resources Alexander Kozlov, there are hundreds of cities and villages in the Russian Arctic zone, in which about three million people live, and all of them should feel safe.

According to the draft law of the Cabinet of Ministers, methods and technologies for monitoring the state of permafrost in the Arctic will be developed and tested, and background state monitoring will be organized throughout the cryolithozone of the Russian Federation.

The idea was supported in the Federation Council. Senator Ivan Abramov believes that this work is very important, and the bill is extremely relevant.
