Deputies and senators of the Russian Federation have introduced a bill on employment

The main task of the draft law is to reflect the changed realities of the labor market. At the legislative level, it is proposed to consolidate the concepts of “self-employment” and “platform employment”, establish measures to promote youth employment, regulate issues of countering illegal employment, take into account the needs of the labor market when determining the number of budget places in universities.

Draft federal law “On employment of the population in Of the Russian Federation” introduced by the Chairman of the Federation Council Valentina Matvienko, Chairman of the State Duma Vyacheslav Volodin, senators and deputies.

As noted in the explanatory note to the document, its relevance is due to the fact that in comparison with 1991 (the year of adoption of the current Law of the Russian Federation “On Employment in The Russian Federation”) the labor market has undergone significant changes. The main task of the draft law is to reflect the changed realities of the labor market, the introduction of effective tools necessary to solve state tasks, including in conditions of sanctions pressure, the press service of the Chamber of Regions reports.

The draft law introduces norms providing for changes in the legislation on employment in several key areas.

“At the legislative level, the concepts of new actively developing forms of employment are fixed – self-employment and platform employment. The bill provides that issues related to these forms of employment will be regulated by a separate federal law,” the explanatory note says.

In addition, the draft law introduced by Russian parliamentarians permanently fixes measures to promote youth employment and the employment of students in their free time, provides for the provision of financial support to employers hiring young people.

It is also planned to regulate the issues of countering illegal employment: to establish a system of measures to reduce it and the powers of the authorities in this area of activity.

In addition, it is proposed to take into account the needs of the labor market in the control figures of admission to educational organizations for training in professions, specialties, areas of training and scientific specialties at the expense of budget allocations of the federal budget.

The document introduces a number of changes aimed at increasing the level of security and expanding employment opportunities for unemployed citizens — it is allowed to register a citizen as unemployed not only at the place of residence, but also at the place of his stay, a new principle of determining the amount of unemployment benefits is fixed, etc.

Recall that this year it is planned to start work in the IPA CIS on the preparation of the concept of a model law on platform employment, the deputies of the parliaments of the CIS will be able to get acquainted with the draft at the spring meeting of the Standing Committee of the IPA CIS on Economics and Finance.
