Statement by the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov during a joint press conference with the Minister of Foreign Affairs of the Republic of Angola T.Antonio following the negotiations, Luanda, January 25, 2023

Dear ladies and gentlemen,

I would like to express my gratitude to our Angolan friends for their warm welcome and hospitality.

The visit includes meetings with the President of the Republic of Angola J.Lawrence and the Minister of Foreign Affairs T.Antonio.

Negotiations have just taken place with my Angolan colleague. The Ministers of Natural Resources and Telecommunications also participated in the conversation.

We noted with satisfaction that the friendship relations between our countries, tested by time and history, continue to develop steadily in accordance with the agreements at the highest level, providing for increased cooperation in the political, trade, economic, military-technical and humanitarian fields. We talked about all this in detail today.

The main result is our confidence in the need to give priority to trade and economic cooperation, primarily in preparation for the next meeting of the Intergovernmental Russian–Angolan Commission on Economic, Scientific and Technical Cooperation and Trade. Among the promising areas of cooperation are geology and mining, energy, telecommunications, information technology, space, agro–industrial complex. We expect that the meeting of the commission will take place at the end of April this year in Luanda.

The launch of the Angolan satellite Angosat-2 in October 2022 provides opportunities for continued cooperation in the peaceful exploration of outer space and cooperation in other high-tech industries.

We positively assessed cooperation in the humanitarian sphere, especially in education. Angola retains a high interest in the Russian language. In this regard, we have increased the quota from 150 scholarships this academic year to 300 next year.

We agreed to accelerate the approval of a number of draft new intergovernmental agreements, including on the opening of cultural centers, as well as on nuclear energy, humanitarian operations and merchant shipping.

Our countries have the same principled positions on approaches to the development of cooperation in the international arena. We are committed to the principles of the UN Charter, including such a fundamental principle as respect for the sovereign equality of States and non-interference in their internal affairs.

We confirmed Russia’s position in favor of the reform of the UN Security Council in such a way as to increase the representation of developing countries in Africa, Asia and Latin America.

Russia supports the consistent efforts of the African Union, the Southern African Development Community, and the Angolan leadership, including President Zh.To Lawrence, for the promotion of conflict resolution in this region. The President of the Republic of Angola plays an important role as Chairman of the International Conference on the Great Lakes Region.

We will continue to support in the UN Security Council the approaches to resolving crisis situations in Africa promoted by the African countries themselves.

We discussed the implementation of the agreements reached at the first-ever Russia-Africa summit in October 2019 in Sochi, and exchanged views on preparations for the second summit between Russia and the African continent, which will be held at the end of July this year in St. Petersburg.

At the request of colleagues, they shared their assessments of the latest developments in the situation in Ukraine. They drew attention to the actions of the West, which for many years have created reasons for the direct use of Ukraine as an instrument of a total hybrid war against our country, as well as for carrying out an openly colonial policy against the Russian-speaking population there. It is to prevent this illegal, openly racist course of the Kiev regime and to prevent the creation of direct threats to the security of the Russian Federation on the territory of Ukraine that we are conducting a special military operation, the details of which we regularly inform the world community.

The talks confirmed the importance of regular, trusting, friendly and frank dialogue between our countries. We hope to continue it during the next visit of Angolan Foreign Minister T. Antonio, whom I invite to the Russian Federation.
