Dear Members of Parliament, representatives of political parties and the public!

Dear participants of the meeting!

As you know, on April 30 of this year, a very important, truly historic event took place in the life of our country. For the first time, we adopted an updated Constitution on the basis of a national referendum.

The absolute majority of our citizens who participated in the referendum voted with pride, realizing: “This is my Constitution.”

The referendum clearly showed how much the political consciousness, legal culture and worldview of our people have increased in recent years. With this historic choice, the people of Uzbekistan have once again demonstrated their high confidence and full support for the reforms we started six years ago. Thus, the people’s decision laid a solid foundation for the further sustainable development of our statehood and economy.

Isn’t this evidence that every compatriot, regardless of nationality, language and religion, feels the cardinal transformations taking place in the country by his own example and the life of his family?

Millions of our citizens actively participated in the nationwide discussion of the draft Constitution, which was held at all stages before its adoption. In this regard, we have every reason to assert that the real author of the updated Constitution is our people.

The most important thing is that now we will never deviate from the path of reforms, we will go forward and only forward on the basis of the new system “man – society – state”.

Of course, the expression of the will of our people at the referendum, their high trust, place a great responsibility on all of us, call for achieving new frontiers in the name of ensuring the well-being of compatriots, give even more strength and energy, encourage the consistent continuation of reforms.

I bow low to our multinational, courageous and noble people, who, having adequately fulfilled their high civic duty, actively participated with their practical proposals and initiatives, ideas and opinions in the adoption of the Basic Law of the country.

I express my sincere gratitude to the respected representatives of the older generation, figures of science and culture, intellectuals, dear teachers and mentors, medical workers, entrepreneurs, workers and employees, skilled farmers and farmers, cluster workers who give a new impetus to the development of the domestic economy, chairmen of mahallas, assistant khokims, youth leaders, women activists and prevention inspectors, being a pillar of society, purposeful youth – to the builders of our future, in a word, to all the patriots of Uzbekistan who selflessly participate in the processes of renewal and transformation, support us in all our good endeavors.

I express my special gratitude to the members of the Constitutional Commission, all deputies and senators, representatives of political parties who conducted a dialogue with the people, studied the opinions of the population, contributed to the improvement of the Basic Law, as well as scientists, domestic and foreign experts who actively participated in the development of the draft law based on international standards, media workers, openly those who covered the referendum process, international observers who expressed their objective opinion.

Dear compatriots!

Undoubtedly, April 30 is the day when our people, having made their choice, voted for the updated Constitution, will be inscribed with a bright, unforgettable page in the history of the country. It was on this day that our people, who have seen a lot in their lifetime, highly appreciate peaceful life, honor and dignity of man, once again confirmed their commitment to the ideals of democracy, freedom, equality, social justice and solidarity.

The continuation of good traditions originating in our ancient history, ensuring human rights and freedoms as the highest value, showing respect to elders, constant dialogue with the people – this is where we see real democracy.

It is no accident that our people say: “Where there is unity and harmony, there is development.” Indeed, in a country where people live in friendship and mutual understanding, there will definitely be prosperity and progress.

Our main wealth is our great multinational people, who consider Uzbekistan their sacred Homeland. The highest duty for each of us is to cherish interethnic friendship and harmony in our beautiful country as the apple of our eye.

Dear participants of the meeting!

Article 1 of the updated Constitution firmly enshrines the historically significant provision that Uzbekistan is a sovereign, democratic, legal, social and secular State. These principles, fixed by the will of the people in the Basic Law – these “five foundations” that determined the path of development and the fate of our country – will never be changed.

As you know, every day the world faces new challenges, threats and challenges. Even the most authoritative political scientists and experts, “think tanks” cannot predict the outcome of the confrontations and conflicts taking place in the world.

In such difficult conditions, in every area of work, in all the laws and decisions we adopt, the interests of our people and our Motherland should be the most important priority for us.

To do this, first of all, we must always remember that our vital task is to preserve, further strengthen and transmit to future generations independence – the incomparable, greatest good, the age–old dream of our ancestors.

Our creative nation, whose number is approaching forty million today, has a three-thousand-year history of statehood, a rich and unique culture. We are all responsible for his fate, future and prosperous life. In this regard, the preservation and strengthening of peace and stability in the country will continue to be our most important task.

To this end, we will raise to a new level the work aimed at ensuring national security, increasing the combat potential of the Armed Forces of the Republic of Uzbekistan.

To ensure a peaceful and peaceful life in the country, we will implement the concepts of “Safe City”, “Safe Mahalla”, “Safe Street” at an accelerated pace. Therefore, the state and society will fully support the new system – the “five pillars of the mahalla”. We are mobilizing all forces and opportunities to further strengthen the atmosphere of civil harmony, interethnic friendship and tolerance.

In the current difficult situation in the world, we will continue our peaceful foreign policy, we will develop friendly ties, cooperation in all spheres with the states of the near and far abroad.

In order to further strengthen the sovereignty of the country, we will develop new initiatives and programs to overcome the problems associated with global climate change, food security, energy, logistics, the negative impact of water scarcity, and actively work in these areas together with our partners.

Secondly, we have declared Uzbekistan a social state.

There are more than 2 million 200 thousand families in need of social protection in the country. 55 percent of the population is young people.

In this regard, I would like to draw your attention to one question. In the updated Constitution, the social obligations of the state are increased by 3 times. It’s easy to say, but to put it into practice, we need to work hard. For these purposes, an additional 30-40 trillion soums should be allocated annually from the State Budget, including for the construction of hundreds of new kindergartens, schools and hospitals.

As a priority task, we will also use new opportunities to raise youth policy, the development of education and upbringing, science, culture and sports to a higher level.

We will further expand the range of social services for our veterans, lonely elderly people, people with disabilities, citizens in need of special attention and care. We will regularly increase salaries, pensions, allowances and scholarships.

Let’s ask ourselves: why were our people so active in the referendum? Why did he support our reforms? Because he sees with his own eyes a huge creative work everywhere – in villages and auls of Karakalpakstan and regions, in mahallas and on the streets of our capital.

I will give one example. Since last year, we have started the implementation of the “Open Budget” system and we all see positive results of the implementation of this initiative on people’s moods.

At the same time, to meet the growing needs of the population, we must work twice as much as we do today.

As you well know, we have recognized the existence of poverty in the country and are carrying out significant work to reduce it on the basis of individual programs.

To this end, in order to ensure employment and increase the incomes of the population, especially young people and women, systems of “three notebooks”, a social register have been established, and we have achieved significant results in this.

Our citizens expect a lot from the updated Constitution and the new system being implemented.

To create decent living conditions for the population, it is necessary first of all to ensure economic growth. We must use all available opportunities to bring the gross domestic product from the current $80 billion to $160 billion in the coming years. This means that the volume of GDP per capita will reach 4 thousand dollars.

We will continue to work at an accelerated pace to support the private sector, further simplify tax administration, and reduce state participation in the economy. Large investments will be attracted, especially in the fields of agriculture and water management, industry, energy, transport, construction.

In general, by August 1, the government will develop a separate program for each new commitment made by the state, with specific indication of funds, implementation mechanisms, responsible ministries and khokimiyats, as well as officials, and submit it to parliament.

Thirdly, in our Constitution we defined the Republic of Uzbekistan as a State governed by the rule of law for the first time.

In the Constitution, the number of norms on guarantees of human rights has also been increased by 3 times. This means that, first of all, the rule of law in all spheres will be ensured. From now on, all ambiguities in the laws will be interpreted in favor of man.

Most importantly, the criterion for the activity of each member of society, especially officials, should be the approach: “The law is sacred, justice must prevail under any circumstances!”.

At the same time, in order to reliably protect human rights and freedoms, we must ensure in practice an impartial, fair and independent consideration of cases in court.

To this end, the Basic Law stipulates that a person cannot be detained for more than 48 hours without a court decision, and the provision that restriction of freedom is possible only on the basis of a court decision is fixed. For the first time, it was separately established that the accused has the right not to testify against himself, that is, he has the right to remain silent. The status of lawyers has been raised, it is fixed that they have equal powers with the investigator and the prosecutor.

Of course, putting into practice these progressive innovations introduced into the Basic Law will not be an easy task, many societies only dream of such changes. To do this, we must improve human resources and strengthen the material and technical base of judicial and legal bodies.

Most importantly, along with improving the knowledge and qualifications, the spiritual and moral level of the investigator, prosecutor, judge, lawyer, it is also necessary to increase the legal culture of the population, change the worldview of each of us.

No matter how difficult it is, time itself demands that this work be done.

Fourthly, we will resolutely continue the path of democratic development.

In the Basic Law, we have further strengthened the guarantees of this principle. We need a compact and efficient management system that facilitates the problems of people and businesses, providing them with high-quality services. It is for this purpose that we have started administrative reforms. At the first stage, the structures of the government and ministries were made compact, and their working methods were changed. The next task is to improve the quality of management also at the level of regions and districts.

My biggest dream is to create a truly democratic system in which the mahalla independently solves problems that concern people. In this regard, it is planned to transfer at least 30 percent of the powers of the bodies of finance, taxes and employment to the mahalla level.

The amendments to the updated Constitution also provide for a number of political reforms. In this direction, important transformations are being carried out in the activities of the Parliament. In particular, the number of exclusive powers of the Legislative Chamber has been increased from the current 5 to 12, and the Senate from 14 to 18.

At the same time, the powers of the Chambers have been specified. Thus, the issues of forming the government and exercising parliamentary control over its activities are now attributed to the powers of the Legislative Chamber.

At the same time, it is time for our deputies to focus on improving the quality and effectiveness of laws, to work closely together with the government on the effective organization of their implementation.

It is necessary to direct the activities of the Senate to solving issues related to the regions, providing comprehensive assistance to local Kengashes, ensuring the enforcement of laws on the ground, especially in mahallas.

All this, of course, places great responsibility on our deputies and senators. They should meet more with people on the ground, hear their problems, together with ministers and khokims find concrete solutions to each issue. Our joint work will only benefit from this.

Currently, the most effective force conveying the voice and opinion of the people to the general public, state bodies, are the mass media, journalists.

In order to consistently continue the policy of openness in society, freedom of activity of the mass media and the exercise of their right to receive, use and disseminate information are firmly guaranteed.

At the same time, freedom of speech also means responsibility. Therefore, we must remember that the main requirements for activities in the information space are reliability and objectivity.

We will also pay special attention to the development of civil society institutions by increasing the role of non-governmental organizations and guaranteeing their rights.

Fifth, Uzbekistan is a secular state. It will continue to be so.

This is the will of our people, their firm choice expressed in the referendum.

We will continue to ensure the freedom of conscience of every citizen, regardless of his nationality, language, religion and social status, and create the necessary conditions for the free activity of confessions.

We will consistently continue the policy of ensuring harmony and mutual respect between representatives of different nations and faiths in the country. We will never allow any manifestations of radicalism in our society, the use of religion for political purposes.

Dear friends!

From the first day of my activity as President, I have constantly repeated: “We are called to serve our people. We are called to create a decent life for him.”

When we started the reforms, we faced a lot of problems and challenges that we had never imagined before. Together with our people, we find ways to solve them, we solve every issue on the spot. After all, the essence and content, the main goal of the updated Constitution is to create decent conditions for a prosperous life of the people. On the way to this goal, no matter how difficult it may be, we seek the necessary, sometimes even more so, means, use all the possibilities.

Our people are the fairest judge. I am convinced that today every compatriot of ours can say that positive changes are taking place in his life.

Now we are on the threshold of an even more responsible, decisive historical stage, we are entering a fundamentally new period of the country’s development. By adopting the updated Constitution, we have created the legal foundation of the Third Renaissance in Uzbekistan. Today, every compatriot striving to make a worthy contribution to the achievement of such a great goal of our people should act, relying primarily on this foundation.

The Basic Law opens up limitless opportunities for the realization of the hopes and aspirations of the younger generation, first of all, and the formation of a solid foundation for its future.

In this regard, I have signed two important decrees today.

The first Decree provides for specific tasks for the implementation of the updated Constitution, wide explanation of its essence and content among the population in order to ensure its implementation.

In this sense, in order to turn every provision and article of our Basic Law into the norm of society, especially young people, to expand their knowledge and worldview in this direction, in-depth study in every mahalla, educational institution, organization and enterprise, it is necessary to create curricula, textbooks and manuals.

Also, using the powers granted to the President of the country by article 128 of the updated Constitution, I signed the second important Decree. In accordance with it, early presidential elections will be held in the country.

Of course, a natural question arises, what is the objective necessity of making such a decision.

Why am I, on my own initiative, giving up the remaining three and a half years of the presidential term?

As you can see for yourself, according to the Basic Law, firstly, all the links of power are being reformed, relations and the balance between them are seriously changing.

Secondly, the updated Constitution puts forward urgent, new political and socio-economic tasks for the President, Parliament, Government, ministers, khokims.

Thirdly, the people expect from us extremely important and relevant transformations and reforms in all spheres.

Fourthly, at present, when complex processes are taking place in the world and in our region, the search and implementation of the right and effective way of development is becoming the most urgent and urgent issue.

In this regard, I want to appeal to all our people.

Dear compatriots, as you all know, today we set ourselves even higher goals and milestones.

We will continue to consult and act only in agreement with you, our wise and generous people, on every issue concerning the life of society and the state, our current and tomorrow’s development.

After all, our Basic Law stipulates that the people are the only source of state power. From this point of view, it is quite natural that in the system of renewed state power, our people, I repeat, only the people give a mandate to a leader they trust.

I think that in the current conditions it will be the most correct and fair decision.

The elections will be held in full compliance with the law, openly and transparently. I am convinced that at the same time, political parties and presidential candidates will put forward new ideas and initiatives that will serve the peace and prosperity of the country, the growth of the welfare of the people.

Dear compatriots!

I want to emphasize once again: no matter how high and difficult the milestones we have set, we have every opportunity to achieve them.

The heritage of our great ancestors, creative power, intellectual and spiritual potential, entrepreneurship and hard work of our people will become a source of strength and energy on this path for us.

I am convinced that together with you, with all our people, we will definitely achieve the noble goals we face. We will build a new Uzbekistan together, united shoulder to shoulder, in harmony and unity.

I wish you all good health, new successes, and happiness on this path.
