On November 20, the 41st meeting of the Council of Heads of Subjects of the Russian Federation under the Ministry of Foreign Affairs of Russia was held under the chairmanship of the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov.

It was attended by the heads of the Republic of Ingushetia, Leningrad, Ryazan, Tambov, Ulyanovsk regions, deputy governors of the Kamchatka Territory, Irkutsk Region and Khanty-Mansi Autonomous Okrug, senior officials of the Astrakhan Region, the Presidential Administration of the Russian Federation, federal executive authorities.

During the meeting, the issues of the development of external cultural and humanitarian ties of the subjects of the Federation in modern realities were considered.

Opening the meeting, Sergey Lavrov noted the significant contribution of the regions to the promotion of the Russian language, education, science, culture and art abroad, which contributes to the formation of an objective image of our country and strengthening its position in the world. In the conditions of a total hybrid war unleashed by the “collective West” against Russia, “cultural diplomacy” is of particular importance for defending historical truth, ensuring Russian foreign policy interests, and maintaining contacts with interested cultural figures of Western states.

Following the discussion, the members of the Council identified key tasks for the development of cultural and humanitarian ties of the subjects of the Federation, primarily with partners from the CIS, SCO, BRICS, as well as countries of the Global South in accordance with the Concept of Humanitarian Policy of the Russian Federation adopted in September 2022.

Detailed recommendations were adopted to improve the joint work of federal and regional executive authorities.
