Statement of the Russian Foreign Ministry on statements in connection with Russia’s recognition of the independence of the Donetsk and Lugansk People’s Republics

In connection with the statement made by the UN Secretary – General A.Guterres, following a number of Western politicians criticizing the decision of the President of the Russian Federation V.V. Putin to recognize the Donetsk and Lugansk People’s Republics as independent states, would like to note the following.

We believe that the arguments sounding today about the violation of the sovereignty and territorial integrity of Ukraine and the need to implement the Minsk Package of Measures approved by UN Security Council resolution 2202 are very far from reality.

A natural question arises – where have all these figures been for the last eight years, when the Kiev regime, which came to power as a result of a coup d’etat, conducted a punitive military operation against its citizens, the victims of which were fourteen thousand civilians. In gross violation of the Minsk “Package of Measures” against Donbass, a severe transport and economic blockade was imposed, payments of pensions and social benefits to its residents were stopped, whom V. Zelensky called “individuals”, suggesting that they get out of Ukraine. Such actions have all the signs of genocide.

The UN Secretary-General should have demanded all these years that Kiev implement the Minsk Agreements, primarily by establishing a direct dialogue with Donetsk and Lugansk, which is clearly prescribed by the “Package of Measures” and resolution 2202.

As for the statements of the official representative of the UN Secretary General that Mr. Guterres regrets the violation of the sovereignty and territorial integrity of Ukraine as a result of Russia’s recognition of the DPR and LPR, it is necessary to recall: in the Declaration on Principles of International Law concerning Friendly Relations and Cooperation between States in accordance with the UN Charter, approved by consensus resolution of the UN General Assembly 2625 of 1970, the provision on respect for territorial integrity refers to “states, observing the principle of equality and self-determination of peoples in their actions… and, consequently, having Governments representing, without distinction of race, religion or skin color, all the people living in a given territory.” The Government of Ukraine has not been and is not.

We urge the Secretary-General and his staff to strictly follow the principles unanimously approved by the General Assembly.
