Dear Vladislav Nikolaevich,

Dear Sergey Sergeevich,

We meet a few days after really significant events. The Russian Federation recognized the Donetsk People’s Republic and the Luhansk People’s Republic as sovereign, independent states, which drew a line under the suffering of the residents of Donbass for eight long years.

Throughout this period, the population of your republics has been subjected to mockery, annual shelling by the Kiev regime, which has openly embarked on the path of Russophobia and genocide. Former Prime Minister of Ukraine A.P. Yatsenyuk called the Donbass people “inhumans”. More recently, this baton was picked up by President V.A. Zelensky. Russian Russian, he used the word “individuals” and demanded that everyone who feels Russian, involved in Russian culture, language, get out of Ukraine to the Russian Federation. All these years, our Western colleagues have consistently protected the Ukrainian regime, turning a blind eye to war crimes against civilians, the murder of women, children, the elderly, and the destruction of civilian infrastructure. They tacitly encouraged the rapid formation of neo-Nazism and Russophobia, which eventually plunged the country into tragedy.

The West has fully sided with the Kiev regime in its efforts to sabotage and destroy the Minsk agreements. NATO and the European Union have also been covering Kiev in the most recent weeks, when it finally set out to seize the Donetsk People’s Republic and the Luhansk People’s Republic by force, declaring there was no alternative to joining NATO and began threatening to acquire nuclear weapons. In this situation, the Russian Federation could not remain indifferent to the direct appeals of the heads of your states for military assistance in the face of the aggressor.

In accordance with our allied commitments, President Vladimir Putin has decided to conduct a special military operation to demilitarize and denazify Ukraine so that, freed from this oppression, Ukrainians themselves could freely determine their future.

Today we have our first meeting with you and we will focus on discussing practical tasks that arise from the treaties between the Russian Federation and your countries on friendship, cooperation and mutual assistance.
