Against the background of the all-Russian trend of declining fertility in the Lipetsk region, there has been a long-term steady increase in the number of large families.

The fertility increase program is designed to support the growth of the number of large families. Igor Artamonov, Governor of the Lipetsk region, told about it on April 25 at the II All–Russian conference “Russia is a big family of big families. Having many children as the new norm.”

In the Lipetsk region, the number of families raising three or more children has more than doubled over the past decade. Currently, more than 17,000 large families are registered with social protection agencies. The region has a set of measures to support large families. Among them are lump–sum payments: for example, the regional maternity capital is 104,500 rubles, the payment for the purchase of a car for families with 8 or more children is 1,500,000 rubles. It also provides compensation for 50% of the cost of a child’s education in secondary educational institutions of the region, year-round free public transport for schoolchildren and full-time students, payment for the purchase of school and sports uniforms, benefits for housing and communal services, compensation for the cost of gasification of housing or connection to a centralized cold water supply system.

In total, there are about 30 social support measures for families with children only through social protection. They are constantly being improved taking into account the needs of society. For example, the other day it was decided to index the regional maternity capital annually. This one-time payment is not targeted, the family can spend it at their discretion.

New support measures are being introduced, and the amount of payments is increasing.

Assistance based on a social contract is the most effective measure of support for low–income families. Thanks to the social contract, you can open your own business, develop a subsidiary farm, find a job with a good income. In 2023, 6007 social contracts were signed. 19.1% of the region’s poor are covered. Income increased for 74.4% of service recipients. In total, since 2020, more than 22 thousand residents of the region have received state assistance on the basis of a social contract. Since the beginning of 2024, 1,762 social contracts have been concluded.

The Lipetsk region is the only one in Russia where a regional social contract is in force. An additional amount of 250 thousand rubles allows large families of the region to continue to develop their personal subsidiary farm. The measure was introduced in the summer of 2022. By the end of 2023, 150 large families had already received assistance. In January-April 2024, their number has already reached 163 families.

“Based on the analysis of our demographic situation, we have determined the direction of demographic policy for ourselves. Our slogan is “+1 child in every family”. To achieve success in this area, it requires the consolidation of the efforts of the state, society, and business,” Igor Artamonov said.

An annual competition for the best collective agreement among enterprises is held in the region. Since 2024, a new nomination has appeared in it – “The best demographic and pro-family practices”.

126 private enterprises have implemented the corporate demographic standard, and 14 state institutions have amended collective agreements.

The social status of families with three or more children is important. He should emphasize the privileged position of such families in society, the caring and respectful attitude of the state. For example, individual support for large families is already underway on the basis of the Patronage digital platform. This development was noted by the Plenipotentiary representative of the President of the Russian Federation in the Central Federal District Igor Shchegolev during a visit to the region, and recommended it for implementation in other regions.

A system of preferences for large families is being created. Now cultural institutions everywhere have become as open as possible for large families: Now regional museums are free for all members of large families. It is planned to launch a large-scale regional loyalty program for large families, which will provide a discount system in cinemas, cafes, fitness centers, and entertainment complexes.

The best families of the region are honored as part of the Family of the Year competition. There are 5 nominations in it. Cash prizes for the winners correspond to the high status of the winners: from 100,000 to 500,000 rubles.

In 2023, three lipchankas were awarded the title of “Mother Heroine”.

At today’s conference in Moscow, the Lipetsk region was noted among the three regions where the birth rate has increased.
