XV International Forum ‘Innovative Development through the Intellectual Property Market’ was held

April 23, 2024 As part of the International Intellectual Property Days dedicated to the UN Sustainable Development Goals, the XV anniversary International Forum “Innovative Development through the Intellectual Property Market”, co-organized by the Russian Academy of Sciences, was held in Moscow (on the basis of the Kutafin Moscow State Law University) with the support of the Ministry of Foreign Affairs of Russia and Rossotrudnichestvo.

At eight regional venues in the EAEU countries (Russian Federation: Moscow – on the basis of MGUA (5 sessions); St. Petersburg – on the basis of Peter the Great St. Petersburg Polytechnic University; The Republic of Crimea – on the basis of V.I. Vernadsky Crimean Federal University, Simferopol; the Republic of Tatarstan – on the basis of Kazan (Volga Region) Federal University, Kazan; Sverdlovsk Region – based on USUE, Yekaterinburg; Rostov region and the South of Russia – based on SFU, Rostov-on-Don; The Republic of Belarus – on the basis of the National Center for Legislation and Legal Research of the Republic of Belarus, Minsk; the Kyrgyz Republic on the basis of Kyrgyzpatent, Bishkek), over 800 participants from 14 countries of the world (including the countries of the EAEU, CIS and BRICS, as well as Serbia, Bulgaria and Vietnam) were registered.

Representatives from 10 international and interstate bodies and organizations, 17 ministries and departments of the Russian Federation (including The Ministry of Foreign Affairs of Russia, the Ministry of Defense of Russia, the Ministry of Industry and Trade of Russia, the Ministry of Health of Russia, FAS, Rospatent and FAPRID), representatives of the CIS Banking Council and the Bank of Russia, the Investigative Committee of the Russian Federation, the Prosecutor General’s Office of the Russian Federation, the Supreme Court of the Russian Federation, judicial authorities in the subjects of the Russian Federation, as well as the Government of Moscow, regional parliaments and governments of the subjects of the Russian Federation, where regional sessions of the Forum, the Chamber of Commerce and Industry of Russia and more than 60 enterprises and organizations from the main integrated structures.

At the opening of the Forum, its participants were welcomed by Zhang Ming, Secretary General of the SCO; Stepashin S.V. – Chairman of the Program Committee of the Forum and Chairman of the Association of Lawyers of Russia; Yershova I.V. is the first vice–rector of the Kutafin Moscow State State University.

The organizers and participants of the Forum received greetings from the Head of the Presidential Administration of the Russian Federation A.E. Vaino, State Secretary of the Union State D.F. Mezentseva, Deputy Secretary General of the CIS Trefilova D.A.

On behalf of the Russian Academy of Sciences, in the year of its 300th anniversary, the Forum participants were welcomed by the President of the Russian Academy of Sciences G.Y. Krasnikov, Deputy President of the Russian Academy of Sciences, Academician-Secretary of the Department of Social Sciences of the Russian Academy of Sciences T.Y. Khabrieva, Director of the Institute of State and Law of the Russian Academy of Sciences A.N. Savenkov.

In his speech Stepashin S.V. emphasized that in order to realize the potential of intellectual property in ensuring national competitiveness and technological sovereignty, it is necessary:

  • strategies and programs for the formation and development of the Eurasian intellectual property market, which exist in most CIS countries, but have not appeared in the EAEU, Russia and Kazakhstan;
    changes and additions to the sections of the Sustainable Development Goals at the global, regional and national levels regarding the tasks of developing the intellectual property market, where information indicators of the so-called “knowledge economy” (publications and patent applications) should be replaced by indicators of the intellectual property economy (intangible assets and intellectual property turnover in the pricing of end products, works/services and finance);
  • harmonization of national legislation in the field of intellectual property in order to ensure the unity of the life cycle of scientific, scientific, technical and innovative activities, both in the EAEU, the CIS and the BRICS (at the BRICS Legal Forum in South Africa (2023), special attention was paid to this and a working group on intellectual property was established);
  • the active development of standardization institutions in order to harmonize and effectively regulate these processes, taking into account the creation in the Russian Federation of the world’s first national system of standards “Intellectual Property” (30 standards) within the framework of the activities of the national and interstate technical committees TK481 /MTK550, where the creation of a similar international ISO/IEC committee under the chairmanship of Russia is overdue;
  • centralization of functions for the development and implementation of state policy and regulatory legal regulation in the field of intellectual property within one department (in the Russian Federation – more than 10 federal agencies are responsible for this).

117 reports were presented at two plenary and 12 in-session meetings of the Forum. The participants and speakers include more than half of the scientists representing 7 state academies of sciences, 53 academic institutes and leading universities, including 12 academicians of state academies of Sciences, 34 doctors and 49 candidates of sciences in various fields of scientific knowledge.

At the plenary session “The Eurasian Intellectual Property market and technological sovereignty in a multipolar world” the main report “On the state of legal protection, use and protection of intellectual property in the EAEU, CIS and BRICS countries in 2023” was delivered by Lopatin V.N. – Scientific director of the RNIIIS, Chairman of the AYUR Commission on Intellectual Property, Chairman of the Interstate Technical Committee for Standardization MTK 550 “Intellectual Property”, Honored Scientist of the Russian Federation.

During the discussion of the report at the plenary session, the reports were presented: Shpakovsky A.P. – member of the Standing Committee on International Affairs of the House of Representatives of the National Assembly of the Republic of Belarus, Counselor-Envoy of the Embassy of the Republic of Belarus in the Russian Federation; Vasilevich G.A., Head of the Department of Constitutional Law of the Belarusian State University, Chairman of the Constitutional Court of the Republic of Belarus (1997-2008), Prosecutor General of the Republic of Belarus (2008-2011); Chernyak V.N. – Director of the Bureau of Standards of the Interstate Council for Standardization, Metrology and Certification of the CIS, Executive Secretary of the MGS; Nefidov P.P. – General Director of NP “Financial and Banking Council of the CIS”; Pisarevsky E.L. – Deputy Head of the Financial Commissioner’s Activity Support Service, member of the AYR Commission on Intellectual Property; Mansurov G.Z., Head of the Department of Civil Law at USUE; Nurgaliev D.K. – Director of the Institute of Geology and Oil and Gas Technologies of KFU, scientific director of the World-class Scientific Center “Rational development of liquid hydrocarbon reserves of the planet; Omorov R.O. – Head of the Laboratory of the Institute of Mechanical Engineering, Automation and Geomechanics of the National Academy of Sciences of the Kyrgyz Republic (Head of Kyrgyzpatent 1993-2007); Ivliev G.P. – President of the Eurasian Patent Office, member of the AYR Commission on Intellectual Property; M.L. Entin – Head of the Department of Integration Law and Human Rights at MGIMO University of the Ministry of Foreign Affairs of Russia, Vice-President of the Russian Association of International Law, Deputy Chairman of the AIUR Commission on Intellectual Property; Borovskaya M.A. – Chairman of the Council of Rectors of Universities in the South of Russia, President of SFU; A.B. Kishkembayev is a judge of the EAEU Court.

Following the results of the Forum, its participants adopted recommendations that are posted on the website of the Forum Directorate (https://rniiis.ru ) for constructive public discussion and subsequent refinement with a referral to the UN (WIPO, ISO, UNESCO and the UN European Commission), WTO, SCO, the CIS Executive Committee, the EAEU EEC and the Standing Committee of the Union State, national parliaments, governments and the Academies of Sciences of the EAEU member States, the CIS and BRICS member states.

A detailed report on the results of the Forum will be posted on the Directorate’s website, presented in the journals of the Forum’s information partners and in the collection of Forum documents in printed and electronic form.
