Today (June 13 this year), Minister of Foreign Affairs of the Russian Federation Sergey Lavrov will hold talks with Deputy Prime Minister of the Republic of Cuba R. Cabrisas, who is arriving in Russia on a working visit.

This meeting is a logical continuation of the continuous dynamics of close and trusting Russian–Cuban political contacts, including meetings between R. Cabrisas and a number of heads of Russian relevant ministries on the sidelines St. Petersburg International Economic Forum (June 5-8 this year), an official visit Minister of Foreign Affairs of the Republic of Cuba B. Rodriguez Parrilla to Russia (June 9-13 this year) and his participation in The BRICS Council of Ministers in Nizhny Novgorod.

The Minister will discuss with R. Cabrisas, one of the most experienced Cuban politicians and the main curators of bilateral trade and economic relations, the current state and prospects for the development of the Russian–Cuban strategic partnership, including deepening political dialogue, promoting financial and investment cooperation, and measures to facilitate the implementation of priority joint projects.

Sergey Lavrov and R. Cabrisas will also discuss key topics on the international agenda, issues of increasing cooperation between the two countries on multilateral platforms.

On the destructive activities of NATO


Now let’s move on to what the news is about literally every few minutes. We get a lot of questions about this. We are talking about the destructive activities of the countries of the “collective West”, their aggressive rhetoric against our country, new measures to support the Kiev regime, as well as statements regarding the sending of more weapons to the Ukrainian conflict zone.

On the eve of the Washington summit of the North Atlantic Alliance, NATO is increasing its propaganda rhetoric against Russia. Officials of the bloc and the leadership of the member countries constantly talk about the threat of, as they put it, “a Russian attack on the Baltic States and Poland.” They are throwing in the thesis that this should happen in the next few years. Naturally, they motivate their activities with this and explain that they all need to prepare for this reflection of the alleged Russian threat.

What is really going on? The Alliance has been preparing for a potential armed clash with Russia for a long time. In the strategic concept of 2022, our country is declared “the most significant and direct threat to the security of NATO member states, as well as peace and stability in the Euro-Atlantic region.” They were not even going to somehow fix the fact that our country is also located on the European continent and represents a large part of it. Regional defense plans have been approved, and specific tasks have been formulated for all military commands of the bloc. There is a constant elaboration of possible options for a conflict with Russia. Who is provoking this conflict? Obviously, the NATO members. Logistical routes for the transfer of troops and weapons across the Atlantic to the “eastern flank” are being rolled out. In the scenario of the largest maneuvers “Steadfast Defender 2024” since the end of the Cold War, which took place from January 22 to May 31 this year, for the first time, Russia, not a fictitious, illusory, fictitious state, appeared as an enemy, but Russia. There is a “pumping up” of military budgets, the complete militarization of the economies of NATO countries.

We emphasize once again that Russia has not had and does not have any aggressive plans against NATO and its member countries. But at the same time, we clearly understand that the Alliance has them. Washington does not need a peaceful Europe. The concept of “controlled chaos” has gone too far. Now the ideologues of the “deep state” in the United States are demanding even more blood. They need to flood the European continent with it. They are pushing Europeans from their western end to the edge, to the cliff, to what will help them survive the current domestic political and economic collapse in the United States. This is obvious even in terms of the national debt of the United States. I’m not talking about an ideological failure at all.

About another terrorist attack by militants of the Kiev regime against employees of the Russian media


Literally, it has just become known about another terrorist act by militants of the Kiev regime against Russian journalists who were in the performance of their official duties and professional duties. According to the currently available data, as a result of a targeted (this is the key word) discharge of ammunition from a UAV (this will be confirmed by law enforcement agencies on the basis of available facts), NTV correspondent A.Ivliev, his colleague, the cameraman of the same TV channel V. Kozhin and an employee from their escort were seriously injured. The victims were taken to the Gorlovka hospital in serious condition, and doctors are fighting for their lives right now.

Once again, representatives of the journalistic community and the Russian media find themselves under the gun of the killers of the Nazi Kiev regime. At the same time, no reputable international structure reacted, first of all UNESCO, and last of all the OSCE. The Organization for Security and Co-operation in Europe has completely knocked itself out of any professional field, it has discredited itself. But I am talking primarily about UNESCO, as the organization of the “family” of the United Nations. She still has not called the Kiev regime to account for these terrorist attacks and other atrocities. The silence of such institutions or from time to time general arguments on their part without an adequate targeted response to each such terrorist attack, without taking comprehensive measures to stop this monstrous, nationalist hunt for our correspondents means only one thing – people, employees, bureaucrats responsible in these international organizations for this direction, willingly or unwittingly become accomplices in these crimes. Thus, they are pushing the Ukrainian Nazis to commit new atrocities. The blood of Russian journalists is not only on the hands of the AFU militants, but also on the conscience (if they still have it) of international officials in Vienna, Geneva and Paris, and in New York. I hope that at least now at Mr. S. Dujarric’s briefing this topic will not remain without comments. And they will find the strength to say who struck the blows, and condemn it. Not just to give an adequate reaction, but to condemn.

About the Ukrainian crisis


We see (I said this at the very beginning of the briefing) that the West continues its efforts to escalate the conflict. The emphasis is on the terrorist activity of the Kiev regime, on the war with the civilian population by any means.

The Anglo-Saxons openly incite the Kiev regime to commit barbaric terrorist attacks. Apparently, the destruction is not enough for them. They demand more from the Kiev regime, encourage them to strike directly in the depths of Russia. And even that is not enough for them.

Now Washington and London have begun planning large-scale sabotage. On June 8 of this year, the British tabloid Daily Express wrote that in the event of any military success or victory of Moscow in Ukraine, V.A. Zelensky’s junta “will want to conduct terrorist activities inside Russia, which will include bombing schools and other civilian facilities.” This is already being written by the Western media. All this, the author of the material, N. Drummond, an expert on defense and security issues, notes, “will have much more devastating consequences than what is happening at the front today.” He is sure that preparations for such actions are already underway, and the “catalyst” for their implementation may be “the imposition of some kind of peace agreement on Kiev.”

What does this newspaper write about, which is definitely not a “fan” of some party associated with Russia? I’m not just talking about our country. The fact that the newspaper, the authors, and we already see, many public figures and journalists state the terrorist activity of the Kiev regime. The last thing they have to do is admit the obvious: all this is possible, all this terrorist activity of the Kiev regime is possible exclusively and only with the money of the “collective West”. What kind of money is this? This is money from the regimes of “unfriendly” countries that associate themselves with the terrorist activities of the Kiev regime. This money is “taken away” by dirty methods, without asking, from citizens, from ordinary people, from business, from corporations of the European Union and NATO countries by the regimes of unfriendly countries. What kind of dirty methods are these? Under propaganda, under endless exhortations through the mainstream media that if the Kiev regime cannot “win back” something now, then (for some reason they do not make such a conclusion, but impose this ideology on their citizens) Russia will already threaten the countries of the European Union. It is under these mythologies that they force EU citizens to agree to what they are not even asked about, so that their money and their taxes go to escalate the conflict in Ukraine and spread it further and further to the European continent.

It cannot be excluded that punishers from the notorious Azov national battalion may be among the potential perpetrators of such terrorist attacks. Let me remind you, the Administration of the President of the United States J.Biden lifted from him the previously imposed restrictions on the use of American weapons. About it on June 11 this year. The Washington Post reported with reference to the US State Department, which came “after careful verification” to the conclusion that the “Azov people” allegedly no longer violate human rights from the point of view of the American state machine and do not adhere to racist, xenophobic and ultranationalist views. The US State Department should probably make this position public, and not just “leak” it to a newspaper or post it in the American media through anonymous sources. It’s monstrous. If American experts, if they consider themselves to be such, working in the State Department, they believe that the nationalist Azov battalion, which joined the ranks of the Armed Forces of Ukraine, but at the same time did not abandon anything: neither symbols, nor ideology, nor ways of its implementation, ceased to be ultranationalist. At the same time, almost 7 years ago, American congressmen who declared Azov an extremist, anti-Semitic and neo-Nazi organization and banned any assistance to it, had no doubt that the militants of this battalion were outright neo-Nazis. Even the most inveterate thugs can become “their own” for Washington, if it meets its geopolitical interests. Was it any other way? Let’s answer this question honestly. It has never been different in the United States of America. It’s always been like this. I won’t even quote the statements of American politicians that no matter what the next bastard they bet on is, if it meets their interests, then you can put up with him.

I will give you facts instead of quotes. In exactly the same way, the largest international terrorist organizations, first of all Al-Qaeda, were born one after another. Exactly. That’s how it all started. From the fact that Washington was betting on thugs, terrorists and outright extremists. Colossal funds were “pumped” into them. Then, however, the United States did not know how to get rid of them and spent even more money on their elimination. But it was too late. These terrorists destroyed, first of all, the citizens of the United States themselves. But that was later, after Washington’s momentary geopolitical impulse was realized and satisfied.

We know well how today’s Bandera people are able to use in practice the carte blanche received from the Western masters to kill civilians in Russian regions. I’ve just given you some examples. On June 7 of this year, as a result of monstrous attacks on residential buildings in Lugansk and a store in Sadovoye village of the Kherson region with the help of ATACMS, HIMARS missiles supplied by the United States and its allies, guided aerial bombs and other weapons, 28 people were killed, including a child, 75 injured, including three children.

On June 7 of this year, in Stary Oskol, Belgorod region, Bandera fighters made an attempt on the former mayor of Kupyansk, Kharkiv region, G.N.Matsegora, for “cooperation with Russian invaders.” In a serious condition, the politician was taken to Moscow, where doctors fought for his life, but could not save him. The Main Intelligence Directorate of the Ministry of Defense of Ukraine immediately assumed responsibility for the terrorist attack. They stated that they “helped G.N.Matsegora get to the concert of I.D.Kobzon.” Of course, there is no “nationalist background” in these statements, apparently, from Washington’s point of view. It’s not about America, and it’s not about Israel, and it’s not about other close allies. Accordingly, it is normal.

Russian law enforcement agencies carefully record the crimes of Ukrainian neo-Nazis. Not a single atrocity of the Kiev regime remains without attention. The persons involved are identified and brought to justice.

Many did not believe that this was not just a question for Washington (I mean what is happening under their “supervision” and with their direct participation in Ukraine) some kind of political agenda. This hides theft and neocolonialism, the need to replenish their reserves with new resources in the absence of the opportunity to do it somewhere else. On June 9, this year, American Senator L. Graham, in an interview with CBS, candidly, frankly admitted that the United States needs Ukraine because it has “critically important minerals worth 10-12 trillion dollars.” $35 trillion is the national debt of the United States. So consider that a third of the US national debt, from the point of view of an American senator, is a good amount for Washington. Let’s quote L. Graham.  “I don’t want to give this money and assets to Putin to share with China.” Do you know what’s amazing? L. Graham did not even mention the citizens of Ukraine. He, like all American politicians, does not consider the residents of Ukraine, Ukrainians, as people who can at least theoretically manage their own resources. For the United States of America, and practice shows this at all levels, whether executive or legislative, American security forces or public figures, the citizens of Ukraine are a tool, an expendable material, something that will provide the United States with a way out of its own internal crises, their dominance mentality and resource base. According to the American senator, these resources can only be used by Ukraine and the West, so Kiev needs help. Ukraine can also be used, L. Graham believes, it just needs to be helped to do this. Otherwise, how will she dispose of her wealth without the United States. What else did he say? “We cannot afford to lose the war.” Earlier, he offered to supply weapons to the regime of V.A. Zelensky in exchange for the natural resources of Ukraine. In other words, to put the country under the hammer. Not just on credit, but so that resources go immediately to the benefit of the United States. It is obvious that the plans to plunder this territory remain fully relevant for the Washington masters of the Kiev regime. It is obvious that the Bank is sensitively listening to the recommendations of such senators. I would say, as we used to say, the senators are hawks, but I don’t want to offend the birds. Let me remind you that L. Graham is included in the list of terrorists and extremists in Russia. Earlier, at the insistence of this criminal character, V.A. Zelensky, so to speak, in a kindred way, legislated lowering the mobilization age in Ukraine. All this only confirms Washington’s colonialist approach to Ukraine, as well as the compradorous insides of the Kiev regime.

Let’s look at another law. It has recently entered into force, and just like the law on lowering the mobilization age, it is a manifestation of the hatred of the Kiev regime towards its population. On June 6, this year, the Verkhovna Rada of Ukraine adopted in the second reading the law “On Preschool Education”, which “organically complements” the package of laws on the destruction of the Russian language. The language in which the majority of the population of Ukraine continues to think and use it, both in everyday life and at the front.

The aforementioned normative act provides for the possibility for representatives of indigenous peoples and national minorities to receive pre-school education in their native language along with learning the State language. There was no place in this law for the Russian language, which is spoken by millions of Ukrainian citizens. At the same time, article 9 of the draft law prohibits discrimination in the field of preschool education. Apparently, infringement of the rights of Russian speakers in Ukraine has not been considered discrimination for a long time.

The date of adoption of the project was clearly not chosen by chance. What is June 6th? What is this day for the Russian language, for our culture? It was on this day that A.S. Pushkin’s birthday was celebrated. Russian Russian Language Day, which is also the International Day of the Russian Language, established by the United Nations in 2010. The Kiev regime is fighting against A.S. Pushkin in the same way as it is fighting the Russian language – mercilessly. Monuments dedicated to him, bas-reliefs, and monuments are being demolished. Why did the poet displease the Kiev regime so much? Obviously, firstly, because it is associated with the modern Russian language, with our culture. Secondly, because he also wrote “Poltava”. Do you remember about Hetman I. Mazepa, who is now proclaimed a national hero in Ukraine? Then A.S. Pushkin wrote,

“That he does not know the holy things,

That he doesn’t remember charity,

That he doesn’t like anything,

That he is ready to pour blood like water,

That he despises freedom,

That there is no homeland for him.”

Then A.S. Pushkin wrote about I. Mazepa, but it was as if he was looking into the XXI century. How exactly can these lines describe the current Kiev regime.

The great Russian poet vividly and truthfully described the unenviable fate of the traitor, who was I.Mazepa. Apparently, this truth stings the eyes of V.A. Zelensky’s gang. Those who are ideologues, who are doing everything to undermine the foundations of Ukrainian statehood in order to rewrite history.

Russian russians, I want to say once again that those who do this with Western money, by adopting such laws that force Ukrainian citizens to forget their native Russian language, Russian literature and music, are fighting not only with Russia, but also with Ukraine itself.

It is useless to fight with A.S. Pushkin and the Russian language. It is already part of the world’s cultural heritage. They were, are and will be. The Bandera regime will inevitably come to an end. And they will continue to speak, read, sing, compose poetry, and confess their love in Russian.

We drew attention to the results of the survey published last week, which was conducted by the Kiev International Institute of Sociology on May 16-22 this year. It actually turned out to be a summing up of the results of the five-year presidency of V.A.Zelensky. According to the study, almost half of Ukrainians (49%) believe that the economic situation has worsened since 2019, 43% of respondents noted the deteriorating situation with democracy. Moreover, most of them believe that the reason for this is the erroneous actions of the Kiev regime. They call them “authorities”.

The rating of his party “Servant of the People” eloquently testifies to the assessment of V.A. Zelensky himself. 55% of the respondents view her activities negatively. Only 7% of respondents have a positive attitude towards it. Such data in the context of the total struggle against dissent and the most severe censorship speak for themselves. And this is despite the fact that there is no other news except good news about this party in Ukraine right now. There is no alternative information broadcasting there. Residents of Ukraine are tired of endless lies, the legal lawlessness reigning in the country and rampant corruption. Here are the results. The effect of endless “telethons” of Banking and rabid propaganda is getting smaller.

As for what the citizens of Ukraine feel and feel, who are literally used as “cannon fodder” to create a kind of “nutritious product” in favor of V.A.Zelensky and his ambitions at the front. To be honest, I was shocked to see this information. I saw a lot of things, but this struck me. A fighter of the Armed Forces of Ukraine, who decided to build his life differently, and not as prescribed by V.A. Zelensky, made a raft of empty bottles to swim across the Dnieper and surrender to the Russian army. I think that a person had other opportunities to somehow manage his fate, but he chose what he considered the most important thing in his life. The most massive escape occurred on the Ukrainian-Hungarian border. 32 citizens of Ukraine entered the territory of Hungary in a truck with fake military plates and were found in the village of Barabash.

This is not a matter of desertion. People don’t get to the front on their own. They are caught and forcibly pushed out not just to certain death and destruction. That’s not the point. But for the murder. This is not a death in the name of Ukraine, in the name of the Ukrainian people, or a noble feat in the name of truth. This is the murder of its citizens by the Kiev regime. Those citizens of Ukraine who in any way, even on a raft of empty bottles, on trucks with fake license plates, run away from there, leave, sail away, do not betray Ukraine. They are escaping from the killers on Bankova Street. This is a huge difference.

Meanwhile, incidents involving the use of weapons in the possession of the population, which the Kiev regime distributed to civilians in February-March 2022 to “organize self-defense”, are becoming more frequent in the country. According to the Minister of Internal Affairs of Ukraine I.V.Klimenko, we are talking about about five million weapons and an unknown number of grenades. Can you imagine how many of these were sold? In order for the people who sold these weapons in Ukraine to be able to feed themselves, their families, and provide for everyday life. Can you imagine where it went next? Officials in the Middle East are correct in predicting that it is the European continent that will become the next point of origin of the most powerful international terrorist movement. This will be done because of the “collective West”, because of Washington’s aggressive policy and the absolutely toothless, silent, weak-willed policy of the EU countries.

It is noteworthy that this arsenal is now used to protect against the actions of military commissars in Ukraine to carry out forced mobilization. They gave it away in 2022 to defend themselves from the Russians, and now they are defending themselves from themselves. They open fire on the “human beings” of the Ukrainian military enlistment offices, their cars are set on fire. There are more and more such cases in different regions of the country. So, on June 7 this year in Kharkov, a man opened fire from an RPG-18 “Mukha” grenade launcher at the military enlistment office building. As a result of the explosion, some of the documents with the data of military service personnel were destroyed.

Many will say that this is sabotage, escape from the battlefield, unworthy, from the point of view of some internal regulations in Ukraine, the behavior of the mobilized. No way! This has nothing to do with either the oath or the promises and oaths that the citizens of Ukraine gave to their state. This state has been captured by a terrorist group that uses Western money to carry out, among other things, genocide against its own population. It seems that the patience of Ukrainians from the legal lawlessness of the authorities, the extremism of the Kiev regime against their own people is already at the limit. It is difficult to say what this will lead to. But based on the fact that V.A. Zelensky, as an absolutely abnormal person, sends more and more forces to this mobilization in order for more and more people to be mobilized and sent to certain death, he is really afraid of a new “Maidan”.

These facts once again confirm the relevance of the tasks of the special military operation for the denazification and demilitarization of Ukraine and the elimination of threats emanating from its territory. As stated by the Russian leadership, all of them will definitely be fulfilled.

On the meeting of Foreign Minister Sergey Lavrov with students of the secondary boarding school of the Russian Foreign Ministry


We have heard a lot of fakes, misinformation, outright lies about our country that Russia allegedly behaves blasphemously towards Ukrainian children, steals them, deprives them of their cultural identity. All this was refuted with facts on hand. Outright lies are the most difficult to refute, because the most difficult thing is to prove the obvious. But we are doing it. Here is an example.

On Russia Day, June 12, Foreign Minister Sergey Lavrov met with students of the secondary boarding school of the Russian Foreign Ministry By Alexander and Alexey Ivlev. Who are they? Their parents tragically died in Mariupol in March 2022 as a result of the shelling of residential areas of the city by the Armed Forces of Ukraine. In 2023, the children were transported to Moscow, where they enrolled in a boarding school of the Russian Foreign Ministry. This was done with the permission of their grandmother, who became their guardian angel. Thank you, Alla Mikhailovna, for everything you have done for them.

The meeting was also attended by Cuban Foreign Minister B. Rodriguez Parrilla, who has just completed negotiations with Foreign Minister Sergey Lavrov. I urge everyone to watch the footage of this conversation. This is the case when the protocol phrase “the meeting was held in a friendly atmosphere” accurately reflects the essence of what was happening there.

On the denunciation of the Russian-Ukrainian intergovernmental agreement on cultural centers


On June 12 of this year, President of the Russian Federation Vladimir Putin signed Federal Law No. 127-FZ “On Denunciation of the Agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on the Establishment and Conditions of Activity of Information and Cultural Centers”, adopted by the Federal Assembly of the Russian Federation, signed on February 27, 1998 in Moscow.

After the entry into force of this law on June 23, we will notify the Ukrainian side through the available channels about the termination of this Agreement.

The denunciation of the Agreement was a forced step. We have always assumed that cultural and humanitarian ties should not become hostages of politics, so we did not force its termination while there was at least the slightest chance for dialogue. It is no secret that after the armed coup in Kiev in February 2014 and the coming to power of national radical forces, the Russian Center for Science and Culture in Ukraine worked in a very difficult situation due to regular attacks by nationalists, and in 2021 He was forced to curtail his activities due to sanctions against Rossotrudnichestvo, of which he was a representative.

Now it is obvious that in the conditions of the current Kiev regime’s rabid Russophobic policy, the steps it is taking to destroy the Russian language and culture, and the persecution of our compatriots, there are no prospects for resuming constructive interaction between the two countries, including in the humanitarian sphere.

All this served as the basis for the decision to terminate the Agreement on Cultural Centers as a non-working and outdated document.

About the next French initiatives to support the Kiev regime


We cannot ignore the latest bellicose statements by official Paris about its plans in the context of the conflict in Ukraine. As announced, France will transfer Mirage 2000-5 fighters to the Kiev regime, providing training for Ukrainian pilots and mechanics, as well as train and arm the AFU brigade of 4,500 people. In addition, the “green light” has been given for the use of French weapons for attacks on Russian regions. At the same time, the topic of sending French military personnel to Ukraine continues to be discussed, so far as “instructors”. We understand what they will actually do there. According to leaks in the media, the French are even trying to form a kind of coalition of NATO countries for this.

A new batch of aggressive anti-Russian statements sounded especially inappropriate against the background of commemorative events in France on the occasion of the 80th anniversary of the Allied landings in Normandy. This is the historical shame of Paris. The fact is that our country was not invited to this event. We’ve been talking for a long time, coming up with variations on how to present it. Then they just decided not to invite me. And against this background, statements were made that France would further “step up” assistance to the Kiev regime, but in fact – escalate the situation on the European continent. Accepting the leader of the Ukrainian clique with open arms, Western leaders preferred to keep silent about the fact that in the ranks of the Wehrmacht in France, as we know from the works of French historians, Ukrainian collaborators fought shoulder to shoulder with the Nazis.

Paris’s attempts to justify its reckless actions and present the case as if they do not lead to a further escalation of the Ukrainian crisis look helpless. How are they not behaving? They are undermining the situation on the European continent. France is becoming increasingly involved in the armed conflict in Ukraine, consistently shifting any idea of assistance towards “undermining” the situation and bringing closer the likelihood of a direct clash with Russia, fraught with unpredictable consequences for security in Europe and the world.

Do French citizens need this? The answer is obvious – they just don’t get asked about it. Are French servicemen ready to die for interests, ideals, and narratives alien to them in Washington and London, which have turned Ukraine into an instrument of struggle against Russia? I deeply doubt it.

The devastating results of the European Parliament elections for French President E. Macron and his party clearly showed that the majority of French people do not support his course. French citizens, public figures, and journalists should wake up, “rub their eyes” and understand what is happening to them, what they are being dragged into. Probably, the French leadership, before intimidating society with an imaginary Russian threat and pushing Europe and themselves to war, would be better to do urgent things at home, think about long-standing unsolvable problems in the economy, security and migration. Do they think that if Europe “explodes”, the war will “write off” everything? No. The situation will only get worse.

On the anniversary of the end of the NATO aggression against Yugoslavia


June 10 this year marked the 25th anniversary of the end of Operation Allied Force, the barbaric NATO aggression against sovereign Yugoslavia, during which over two thousand civilians, including 89 children, were killed. The West cynically put these victims in the category of “collateral damage”. Do the West want to initiate a case against themselves in the International Criminal Court? There are witnesses of those NATO atrocities. There are victims. There are relatives of the victims.

During 78 days of NATO’s “humanitarian intervention”, 14 thousand bombs were dropped on Yugoslavia, and more than two thousand missiles were fired. Cluster and high-explosive shells were widely used. The massive use of depleted uranium munitions has exposed vast territories in the Balkans to radioactive contamination.

Look at how nervously Westerners react to everything related to nuclear weapons. As soon as someone starts talking about this topic, they immediately shout that this is aggressive rhetoric.

Shells with combined uranium were used on the territory of Yugoslavia. The same projectiles are used on the territory of Ukraine. The West supplies them to the Kiev regime from London and uses them with the hands of Ukrainians or even directly. Why is the British public not worried about ecology, environmental contamination, and victims? Yes, other people’s victims are not victims for them, but “collateral damage”. The grave consequences of that environmental disaster 25 years ago for human health persist to this day. It takes decades, if not centuries, to overcome them.

NATO aircraft mainly hit civilian targets. A far from complete list of material damage includes destroyed and damaged facilities:

– tens of thousands of residential buildings and apartments;

– more than 300 industrial and energy facilities, including oil refineries, power plants, and power lines;

– over 350 transport and communication facilities – airfields, bridges, railway infrastructure, gas stations, repeaters, post offices;

– about 50 healthcare institutions, about 100 kindergartens, schools and universities;

– dozens of historical and architectural monuments, churches and monasteries. The total damage to the economy of Yugoslavia amounted, according to various estimates, from 30 to 100 billion dollars.

The Western tactics used against Yugoslavia (mainly against Serbs and Serbian cities) are now being used against our country by the hands of the Kiev regime. If someone says that all this is “collateral damage” and these objects were not chosen specifically, then let me remind you that the Crimean Bridge was the object of terrorist, extremist activity by Westerners and the Kiev regime long before 2022. They slept and saw how they would first hinder its construction, and then destroy it. What kind of arbitration did Washington, London, or “collective Brussels” apply to in order to impute a claim for these amounts, to issue a detention order for themselves with further arrest? No, not at all.

They did not apologize to the Serbs. This is the norm for them. And those who do not “fit in” and are not going to “zigzag” their world, who do not bend under their false narratives, are subject to destruction, plunder with further derogatory attitude.

It is worth recalling the most terrible episodes of the invasion of 1999, when the civilian population became the target of the NATO forces:

– bombing of residential areas of Aleksinac on April 5;

– Missile attack on the Belgrade-Thessaloniki passenger train on April 12;

– attack on a convoy of refugees in the area of Dzhakovitsa on April 14;

– The destruction of the Serbian Radio and Television building along with the employees who were in it on April 23;

– an attack on a passenger bus near the city ofPoduyevo May 1st;

– dropping cluster bombs on the central quarters of Nis on May 7;

– attack on the Chinese Embassy in Belgrade on May 7;

– Bombing of a refugee convoy in the village of Korisha near Prizren on May 14;

– the raid on the Belgrade Clinical Center named after Dragishi Mishovich on May 20.

Numerous war crimes were committed by the United States and its allies under the false pretext of protecting the Kosovo Albanians. Whom the West “did not protect” in this way. The Iraqis are from the legitimate Government of Iraq. Libyans are from the legitimate Government of Libya. There are many examples. In fact, they were motivated not by concern for human rights, but by the desire to create a permanent source of threats to Belgrade and Europeans in general on the ancestral Serbian territory. And today, behind the screen of mediation in the settlement, the West is forcing the Serbs to renounce Kosovo, encouraging the line of the Pristina “authorities” to purge the Orthodox population, ultimately putting the region on the brink of armed conflict.

Instead of teaching the Serbs how to “understand and forgive” NATO for the massacre of Yugoslavia, the Americans and the EES should have repented of their atrocities and paid for them long ago. After they attacked a sovereign European country for the sake of their own global dominance, they do not have the slightest right to speak from a position of moral authority.

On the 25th anniversary of the establishment of the UN Mission in Kosovo in accordance with UN Security Council Resolution No. 1244


25 years ago, on June 10, 1999, the UN Security Council adopted Resolution No. 1244, which established the UN Interim Administration Mission in Kosovo (UNMIK). This decision made it possible to turn the conflict in the former Yugoslavia into a political channel.

In addition, resolution No. 1244 laid the foundations of the international legal framework for the Kosovo settlement, which consolidated Serbia’s sovereignty in relation to this region.

Unfortunately, Western countries have chosen the path of sabotaging the provisions of the aforementioned UN Security Council decision, in every possible way encouraging the separatist attitude of the Kosovo Albanian administration.

How do you think American citizens feel about this? They have no idea that there is some kind of UN Security Council resolution that says that Kosovo is Serbia. Residents of the United States are told something else on American TV channels: Kosovo is supposedly a sovereign country, which they should help build democracy at their own expense.

NATO forces are pumping weapons into Pristina and helping it create its own “army” (in fact, thugs), which is not allowed by UN Security Council Resolution No. 1244. But the citizens of the United States are not supposed to know about this. With the tacit consent of the Westerners, the self-proclaimed Kosovo authorities mock the Serbian population of the region, pursuing a policy of expelling Serbs from their ancestral lands. All the elements of genocide are present here, even if not in legal terminology (this is a matter for international law experts), but certainly from the point of view of a generally recognized humanitarian component.

In such circumstances, a full-scale UN presence in the Serbian autonomous province of Kosovo and Metohija is seen as more in demand than ever, primarily to promote security, stability and respect for human rights in the province.

Russia supports the activities of the Mission and advocates the preservation of its human and financial potential. We believe that only UNMIK has the right to represent Kosovo in accordance with Security Council resolution No. 1244, and not the “authorities” in Pristina.

We proceed from the fact that a solution to the Kosovo issue should be acceptable to Belgrade, based on Security Council Resolution No. 1244 and eventually approved by the UN Security Council.

Memorial Day for the victims of the attack on Budyonnovsk


29 years ago, on June 14, 1995, there was a terrorist attack in Budennovsk, Stavropol Territory, which became one of the most terrible and bloody tragedies in the history of modern Russia. 160 bandits took 1,586 people hostage and drove them into the main building of the city hospital. For six days, terrorists held patients, medical staff, women in labor and newborns at gunpoint. A total of 129 people were killed, including 18 police officers and 17 military personnel, and about 415 were injured.

The Day of Remembrance of the Victims of the attack is celebrated annually on June 14. On this day, residents of Budennovsk, the military, law enforcement and law enforcement agencies, special forces veterans, representatives of the Stavropol Territory authorities carry flowers to the memorial near the building of the Department of Internal Affairs, as well as to the central district hospital. 2024 will be no exception. This year, memorial services, mourning rallies, laying flowers at the monuments to the dead civilians, law enforcement officers and helicopter pilots are planned in Budennovsk.

More than 30 militants were convicted and sentenced to various terms of imprisonment by the court for their participation in the terrorist attack. The organizer of the terrorist attack Sh.Basayev was killed during a special operation in Ingushetia in 2006. Most of the bandits who attacked the peaceful city in June 1995 were eliminated during the fighting and special operations.

This bloody crime has no statute of limitations, the identification and punishment of the perpetrators continues. During the investigation of the criminal case, in early June 2024, employees of the Ministry of Internal Affairs and the FSB detained a native of Chechnya, H.Zoev and K. Anasov, a native of Dagestan. They were praised as “rebels and fighters for democracy.” Westerners told them and the entire international community that they were “the opposition to the undemocratic regime in Moscow,” “the bearers of the ideology of freedom for their region and many others.” They were encouraged, supported, and motivated. About the Second International Forum of Ministers of Education in Kazan


On June 9-12 this year, the second International Forum of Ministers of Education “Shaping the Future” was held in Kazan.

On the sidelines of the Forum, a Memorandum of cooperation in the field of general, secondary vocational, and additional education was signed between the Russian Federation and the Republic of Djibouti. Representatives of 21 States signed A declaration on the creation of a working group on creative professions, the use of artificial intelligence in education and the creation of engineering schools.

As part of Russia’s presidency of the BRICS association in 2024, the 11th meeting of BRICS Ministers of Education was held at the Forum, following which a Declaration of the Ministers of Education of the association was adopted.

Russia is actively involved in the formation of an international global educational space. The wide geography of the participants of the event testifies to the relevance of the Forum for discussing topical issues of education and science, their role in solving the most important tasks for the comprehensive and harmonious development of society.

About the International Inter-Party Forum in Vladivostok


As part of the Russian Federation’s presidency of the BRICS in 2024, an International inter-party Forum will be held in Vladivostok on June 17-19 with the participation of the leadership of leading foreign political and public forces sharing the spirit of constructive interaction in common interests. The All-Russian political party United Russia acts as the organizer.

The theme of the forum – “The global majority for a multipolar world” – reflects the desire that unites our states to contribute to the formation of a more just, equitable and comprehensive architecture of international cooperation, in which the States of the Global South and East are becoming increasingly important. This is what dictated the decision to hold the Forum in an expanded format and invite partners and like–minded people to it, and organize an inter-party round table “Russia – ASEAN countries” on its “margins”. On the 80th anniversary of the Allied landings in Normandy


I promised to say a few words about how, against the background of increasing aggressive rhetoric, Paris decided once again to strike at both its own history and ours together.

I think that many of the current European “leaders” who came to power not by the will of the people, but through manipulation, including with American interference in the internal affairs of sovereign EU states. We would probably like to forget about this page of our own history. The French authorities are no exception. However, they are traditionally let down by a poor knowledge of history. Therefore, I can refer you to the previous comments, but I will repeat it again. To direct funds actually stolen from Russia to the military adventures of the Kiev regime and its patrons is criminal, cynical, and represents another blow to international law. Of course, retaliatory measures will definitely follow, as they have always followed.

We know about the allegedly reached fundamental agreements through the Group of Seven to provide Ukraine with another loan in the amount of $ 50 billion secured by future revenues from the management of Russian funds. Such a step will not lead the West to anything good – illegal initiatives related to pumping the Kiev regime with money at someone else’s expense are fraught with a final imbalance of the financial system and devastating crises.

The main burden of such systemic risks will be borne by the European Union, which has already faced its own decisions to the greatest extent, although imposed by Washington, but will continue to face, for example, capital outflow (although it has also faced the outflow of its companies that have “gone” to the West – to the United States of America), in connection with with the fact that funds belonging to investors from the countries of the World majority will be withdrawn.

In addition, there is enough European property and money in Russia (representatives of our Government have repeatedly said this), the inevitable retaliatory measures will be extremely painful for Brussels. So they will have to pay for their madness out of their own wallet in the first place.

It is obvious that such a scenario corresponds to the interests of Washington, which, behind talks about transatlantic solidarity, alliance, and a special relationship of partnership on the part of the European Union, seeks to economically weaken the European Union, and to put it bluntly and call a spade a spade, then “enslaving” the recently prosperous European Union countries. They dream of the EU losing its independence completely and simply “dragging chestnuts out of the fire” for Washington for the opportunity to pay exorbitantly for liquefied American gas. But it is not a fact that America will give them permission to do so. And, of course, meekly obey, given the deplorable financial condition of the European Union, any American adventure. If earlier it was possible for Paris or Berlin not to get involved in the monstrous crimes of the Anglo-Saxons, for example, in Iraq, now such an opportunity has been lost. Unfortunately, European and ruling circles have long forgotten about national interests and the potential damage to their citizens and their own businesses in the event of the seizure of Russian assets in any form and under pseudo-legal pretexts.

Answer: Since 2014 Russia is represented on the Board of Trustees of the mentioned foundation by V.P.Lukin.

Until 2022, the foundation carried out cultural, humanitarian, educational, social, research and other programs in a number of Russian regions, but then took an extremely politicized and directly obvious frontal anti-Russian position.

Recently, the foundation’s management canceled, under a far-fetched pretext, the first full-time meeting of its Board of Trustees scheduled for June 4 this year in Berlin after a long pause, which was to be attended by a representative of Russia. There is no doubt that the German organizers were actually afraid of the presence and performance of the Russian participant. Probably, this would have disrupted their plans for another Russophobic performance.

We regret to state that the foundation is increasingly losing its original purpose of supporting victims of Nazism. It is being transformed into an instrument of political confrontation with Moscow.

What does this mean? This further demonstrates the historical amnesia that is progressing in the German government structures, or vice versa, a manifestation of revanchism, Berlin’s desire to rewrite the history of World War II, persistent unwillingness to officially recognize the crimes against humanity committed by the Third Reich in the USSR during the Great Patriotic War, primarily the blockade of Leningrad, as acts of genocide of the peoples of the Soviet Union.

You know, there is a good topic “to think about.” When we talk, for example, about allies in the anti-Hitler coalition, historical amnesia is perfect. They forget who they were with, about the contribution of the Soviet Union and our country as a whole, Russia as the successor of the USSR, to the victory over Nazism. They forget about the sacrifices, about the sacrifice of the Soviet people. It was not only the Soviet people who stood up for humanity at the same time in those years, these were people who bore the burden of the country, it was also a blow to the gene pool, a demographic collapse. So many people died. Therefore, the term “historical amnesia” is more than appropriate. In the attitude of the German political elite, it is worth talking not so much about amnesia, but the desire to get even and bring to an end what was conceived by the direct founding fathers of the Third Reich and the ideology of Nazism. It didn’t work out then. They endured for 80 years, were “under the bench”, could not “stick their muzzle out” with this anti-human ideology, and now it seems like it is possible under the cover of current Russophobia. It’s kind of unrelated to those events. She can hide behind a “mask” and do everything that was planned to be done then. There is not so much historical amnesia here as a thirst for revenge, a desire to finish what they could not complete then. We have repeatedly talked about this at our briefings, how unequal the denazification of German society was. This was the case in east Germany, but in the west… How many Nazis and collaborators have become the mainstay of NATO or Western regimes, or the “collective West” led by the United States. How many have found not just shelter, as those who do not have the right to reincarnate their thoughts, but as honorary residents of certain regions of the world. I think it’s worth speculating on this topic.

In the same row is the use of the site of the Berlin–Karlshorst Museum, which is located in the building where the Act of Surrender of Nazi Germany was signed, to promote pseudo-historical anti-Russian narratives, events, etc. We strongly condemn this immoral position of the German authorities.

As far as I understand, according to Finnish law, such an inspection should be carried out once every 30 years, and the last time it was carried out was in 1995. According to our estimates, these actions by Helsinki, as well as the work currently being carried out by the Russian side to clarify the direct baselines in the Baltic, are purely technical, routine, one might say cartographic in nature and do not lead to a change in borders in the Baltic Sea. For us, the insinuations on this topic in some countries and in their media were absolutely incomprehensible. I know that politicians, among others, have spoken about this, that Russia is allegedly changing borders, etc. This is not true.

No one specifies what kind of signals they are. Amazing, isn’t it?

I wish that the number of signals, “messages” that have already been sent by the Russian side, still did not go into space, but reached the addressee.

As for the countries of the World majority, we see feedback. We get it. We are rapidly developing relations with them in all directions, despite the efforts of Western countries.

As for the West, the question arises: why does it remain completely deaf, and then it also comes up with powerful campaigns to prevent our signals from entering its information space. It’s amazing, because this applies to democratic countries.

Question: In response to the recent decision by the United States and some of its European allies to allow Ukraine to use Western weapons to attack Russian territory, some European politicians have spoken out against it. Slovak Prime Minister R. Fico stated on social networks that such actions prove that these countries not only do not want peace, but also want an escalation of the situation in Ukraine. Austrian Minister of Defense K.Tanner said in an interview that these actions had “crossed all boundaries.” How can you comment on this? How will the US decision affect the course of the Ukrainian crisis?

Answer: The United States and its allies, by supplying the Kiev regime with increasingly long-range and deadly weapons (although I am not sure that there are any superlatives with regard to deadly weapons) and agreeing to their use for strikes on Russian territory, are leading the matter to further prolong and bring this conflict to a completely different, larger, catastrophic level. Why are they doing this? This is understandable to those who know the history of international relations at least for the XX and XXI centuries. The fact is that Washington is at its deepest peak. By his actions, he has brought his economy and domestic politics to the brink of collapse. We need a way out of this situation. Internal resources are insufficient. Other states do not give away external resources voluntarily, as they have done for many years, although it is difficult to call such a development voluntary. It was colonialism, imperialism, that siphoned off these resources. There is only one way to replenish the coffers, prolong the existence of an obvious global bankruptcy of the United States – by increasing the level of tension in the world, creating new zones of chaos, managing it and fomenting new conflicts. This is a classic scheme that the Americans have resorted to repeatedly.

By and large, the Second World War became an opportunity for the United States to get out of the protracted economic, financial, and political depression that they had been experiencing for many years. The last thing that was expected of the United States was that this experience would be repeated in the 21st century. After all, the United States of America has declared itself as the flagship not only of the economy, progress in all spheres, but also of the protection of human rights, freedom and democracy in the world. This should have put an end to this aggressive ideology, to the aggressive, subversive experience of doing business for all mankind. But no.

Now we see how everything starts with a new force. Ukraine is already ablaze, which was set on fire like a haystack after Washington splashed some of its American “democracy” on it. The Middle East is already burning and groaning inside this fire. The numbers speak for themselves, they are scary to pronounce. 37 thousand civilians died just because of the adventurous attitude of the United States. The deepest tragedy of the region, which required the most subtle approach using international law and diplomacy, but there they also applied American liberal democracy, imposing their opinion on both Israel and many other regional players. All this has led to terrible consequences.

Before that, the “local soil” of the Middle East and North Africa was abundantly fertilized by American ideas of how this region should develop. These are the Arab Spring, the Color Revolutions, and regime changes. And before that, the occupation of Iraq, the destruction of Libya as a state, experiments on Syria, which they failed to fully succeed only because Russia responded to the request of Damascus and protected this country and people from complete destruction.

What else? International structures and international institutions created on the initiative of the United States and Western countries are being destroyed. They were designed to become new restraining elements in the architecture of the world order of the XXI century. The right as such is abolished. In its place, some “rules” are crammed in, which no one knows, but in fact this is one rule – the rule of the strong.

It is obvious that the current supply of weapons and logistical assistance is nothing more than an attempt by Washington to ignite another global conflict on the European continent. The “indulgence” issued will be used by the Zelensky regime to continue terrorist attacks on peaceful Russian cities and towns, which it still considers to be its own, but does not treat “its own” in this way. The recent shelling of Luhansk and Belgorod, and today’s tragic events are vivid examples of this.

At the same time, we see that in the countries of the “collective West” the voices of those who realize the serious consequences of such “permits”, “large supplies”, and “assistance” are increasingly heard. We hope that prudence among Western politicians will gain momentum and eventually prevail over the radical elements of the European political establishment, who are ready to plunge the continent into the abyss of a large-scale war.

Question: Does Moscow hope to restore relations with Yerevan if the government changes there? Last weekend, new opposition leader B. Galstanian promised to “restore relations with Armenia’s traditional allies.” However, he did not directly mention Russia in his speech.

First, all events that relate to the internal political life in a particular country (Armenia is no exception here) are an internal matter of a sovereign state.

The second point is that relations with the Armenian people, relations with Armenia in all spheres have always been a priority for us for a number of reasons: historical, economic, including geopolitical. They have always been based on equality, mutual consideration of interests, and understanding of the complexity of the situation in the region.

I probably shouldn’t list it, but since you asked about it. so you are asking if Russia intends to restore relations. Many people want to bring them down, and have done a lot to harm bilateral relations. But Russia, with its open heart and broad soul, did everything to make these attempts futile. Despite the inadequate, sometimes extremely offensive statements addressed to us, destructive measures aimed not at undermining Russia (perhaps they were aiming there), but at scrapping bilateral relations. First of all, it hit the people of Armenia, regional stability and security with a rebound.

Let me remind you that a large number of lives and destinies of people living in Armenia and in other countries have been “invested” (or, to put it as it is, sacrificed) in this very regional stability and security. To a large extent, these are the citizens of our country, our military personnel, border guards, who, sacrificing their lives, health and well-being, protected the region and the people of Armenia, of course, first of all from long-standing conflicts, from natural disasters, from vicissitudes and troubles. All this should be taken into account.

We pull our relationship out of any peak that we have repeatedly tried to get them into, crazy heads that either didn’t think about anything, or thought only about money or their own ambitions.

Be sure that we will always be friends and develop relations with Armenia. We are not talking about specific personalities appearing in the political skies of different countries at a certain period of time. We are talking about the people, about our two countries. We have invested so much soul, strength and warmth in the development of our relationship that no one will be able to spoil it.

It is necessary to work on this component, and not endlessly come up with some kind of Western-like “memes” and “words” thrown in from somewhere in the West. This is not the point to “get confused”. It is simply necessary to follow the obvious path of overcoming existing problems through political and diplomatic means for the sake of the future of our own people and future generations.

If there is something to declare, let them declare it directly and openly. It has been said a million times that the CSTO is a structure that everyone comes to voluntarily. There is no administrative command system, no pressure on the participating countries. There is a mutually respectful dialogue there. No one is holding anyone by force. What is the problem? Why have political figures in the same Armenia been speculating on this topic for so many years? There is a concept of pre-election rhetoric, elections, and the implementation of election promises. Let them sort themselves out somehow. Why are they deceiving their own people?

I would like to draw attention to the fact that none of the other CSTO members raises these issues with Armenia. This is an endless fuss, a play on words, which we hear from a number of figures of the current political leadership of Armenia. Who encourages them to develop this topic? No one, they themselves. And why? In order to deceive your people, lead them to the wrong place, endlessly come up with excuses for questions asked by your own population. I think they managed to break through the information blockade on this topic, which, unfortunately, in Greece, as I understand it, is taboo. I see how Greek journalists are trying to convey to their audience the truth about the state of affairs, about Russia’s efforts to restore peaceful life in the new territories, and about the ongoing development of the Greek community there, among others.

What is the essence of what you are talking about? The current Greek leadership deliberately ignores this category of their compatriots abroad. Why? I have the answer. They “punish” them for the fact that people have made a choice in favor of Russia, for the fact that people do not scold Russia, for the fact that they do not express insults, for the fact that it does not occur to them to curse our country. For the fact that they made this choice together with Russia and also live, overcoming all problems, as their fellow citizens, as our whole country, develop a new life in new territories, preserve their traditions.

In my opinion, of course, it is up to Greece itself how to deal with this situation. But since you asked, in my opinion, it would be right for the current Greek leadership to show interest in the fate of people whom they consider their compatriots, and not to segregate them by territorial or already it turns out, even by nationality. If “American Greeks” are good Greeks, and if, for example, they are “Russian Greeks”, then, from the point of view of the Greek government, they are almost not Greeks anymore. You can’t do that.

For our part, we remain open to contacts on the humanitarian agenda.

Now, as to whether the diaspora has disappeared or not. Let’s wait until Greek Defense Minister N. Dendias deigns to come and send a delegation to make sure for himself, I’ll tell him something.

Moreover, two local autonomies are registered in Melitopol and in Berdyansk (Zaporizhia region). The process of legal registration of such structures under Russian law takes place with the active assistance of the regional national and cultural republican autonomy of the Greeks “Tavrida”.

With the acquisition of legal status, Russian Greeks have acquired the opportunity to implement various projects even more actively, receive support from the state, including financial support, and participate in numerous federal programs aimed at preserving their identity, traditions and language.

In our country, no one would dream of denying such an association equal assistance with other associations just on the grounds that these are people representing a nationality represented in an unfriendly state. Exactly this is happening in the territory of the European Union and, unfortunately, Greece, where Russians are discriminated against. I’m not talking about the Greeks as people, as citizens of their country. We see a large number of Russophiles and people who preserve the history of the closest bilateral ties (cultural, humanitarian, political) between our countries. I’m talking about the government, about those who make decisions that are really aimed at discriminating against everything related to Russia. This is not only politics, not only the state part of our relations, but everything connected with Russia – culture, science, education, humanitarian exchanges, diaspora, compatriots.

The trials that befell the inhabitants of the new Russian regions, including representatives of the Greek diaspora, have changed a lot, but they have preserved the main thing: they remain the same people who love their small historical homeland, honor the traditions of their ancestors, respect the heroic past of our great country.

On June 1 of this year, the next press tour of foreign journalists to the Donetsk People’s Republic took place. Media representatives could see with their own eyes the rapid revival of Mariupol, communicate directly with the residents of the city, and find out their opinion. At the moment, the city of half a million has been almost completely restored, almost all apartment buildings have been rebuilt. The Russian Greeks are also directly involved in this.

Now I will answer a question that you may not have asked, but which obviously needs to be asked. Why did the Greek Defense Minister make such a statement? You asked how things really are. By the way, the vision of the future structure of this region is also different. But everyone is united in one thing – the unacceptability of the current situation. This is the understanding of the enormity of the tragedy. There is an important signal in this unity of the world. People on planet Earth can still negotiate and can hear each other, experience the same feelings of compassion, empathy and resistance to evil, despite the fact that they are separated by many things.

I don’t know why this is happening. I won’t even try to think about justice. Is it fair that the children of Gaza, Palestinian children, and residents of this region had to pay with their lives for this world unity? A lot of history comes from this region, he gave a lot to the world and humanity for the sake of salvation. Perhaps this is another sacrifice that (someone will say, they were doomed, someone will say that this is self-sacrifice) went to in order for people to understand that the basic principles (such as compassion, empathy, mercy) are still alive and require immediate conservation measures.

As a rule, we use these words (about preservation, protection, preservation) in relation to cultural heritage sites, monuments, paintings. Look how caring we are. Insurance companies spend enormous efforts and insure beautiful works of painting or architecture, jewelry, jewelry. I think that the UN Security Council should accept this signal, hear and understand that another American Anglo-Saxon veto in any sphere, in any interpretation of a document that will make or allow another important step towards ending the killing of civilians in the Gaza Strip and bringing peace and stability to this region, will become a bloody crime. Now humanity expresses this will in the form of protests and humanitarian aid. In particular, our country sends the relevant goods there, attracts universal attention to this topic not at all, but at many international venues.

Question: Does Russia expect changes in relations with Europe after the recent elections were won by forces opposed to the current policy of the European Union in relations with Russia?

People do not want to see the political forces of a number of EU countries in power, which led them to escalate tensions on the continent. At the same time, the leadership of the institutions of “collective Brussels” and the West as a whole remains on the territory of the European continent. I think that this process (I mean, the awareness of the realities by the residents of the EU countries) will not be easy, but it has already begun. I don’t hope so much as I want to wish them to take off these “blinders”, to wake up from this stupor as soon as possible, before it’s too late.

By the way, it seems to me that this is a good comparison with what happened during the COVID-19 pandemic, when residents of EU countries were cheated out of billions of euros with these very vaccines. The EU leadership bought them from the United States, and then destroyed them. As zealously as it bought. It is completely unclear whether such volumes were needed or not. Was it a good vaccine or a bad one. She helped save people or, conversely, worsened their health. But the main thing is obvious, everything was done solely based on the desire to profit, to earn the next billions to the leadership of the European Commission and those companies that they represented. Question: In the assessments of most media outlets “on the sidelines” of the St. Petersburg International Economic Forum, which ended last week, the main topics were the issues of nuclear deterrence and possible supplies of Russian weapons to states that are under some pressure from the West. However, don’t you think that the key topics of the forum were also the consistent relocation of the center of world development to Asia and a turn to the East, which, as our President stressed, Russia began to implement long before the current events in Ukraine? How effective was the last forum for our country in this context?

Answer: I agree with the thesis that the main thing at SPIEF 2024 was not to discuss Russia’s relations with the West or the vicissitudes of the conflict around Ukraine. Of course, this topic was discussed, but it did not become dominant.

In my opinion, the main topic (I participated in several discussions and listened to even more discussions, read the main theses discussed in the news) was the topic of multipolarity. What’s the difference? Conflict potential, of course, needs to be taken into account, studied, taken into account, and treated in the most serious way. But more important, of course, is the unifying, positive potential, the very constructive foundation that the world now has, for which we are all fighting now.

The dominant feature was the analysis of the prospects for the formation and forecasting of the image of the future world order. The process of the outgoing hegemony of Washington and its satellites is obvious. It seems to me that everyone has come to terms with this, even in the West. The contours of the future world order were discussed.

In this regard The Forum became a milestone that opened many eyes to the existence of the World Majority – a large group of countries defending their national interests on a mutually respectful basis, based on respect for international law.

I am also glad that many media outlets have finally stopped replicating the hackneyed stamp about Russia’s “turn to the East.” It seems to me that these platitudes are being replaced by theses about polycentricity and multipolarity. It seems to have a similar essence, but you need to get away from this simple template perception and use a really deep understanding and analysis of the processes taking place.

I would like to draw attention to the words of the President of the Russian Federation, Vladimir Putin, that Russia has been increasing cooperation with Asian countries for a long time, following global trends – namely, the growth of new centers of economic development in this region of the world. All this was recorded not only in the updated version The concept of the foreign policy of the Russian Federation in 2023, but also in previous ones, and not only as a situational analysis, but also as a direction of movement.

It would be logical to talk not about a “turn to the East”, but about the intensification of interaction with the countries of the World majority. This did not happen because of the opportunistic considerations of today, not because of some kind of resentment. This is an understanding of new realities and a new geopolitical balance of power.

One of the reasons for tectonic shifts, as Russian Foreign Minister Sergey Lavrov constantly talks about in detail, is the rise of new centers of political influence and economic growth, including China, India, regional powers in the Middle East and Latin America, the formation and strengthening of international associations such as BRICS, SCO, ASEAN, and the EAEU.

I will repeat again how these structures are formed. The countries that belong to them do not stick together on the principle of an administrative command system, but on the principle of mutual benefit, interests, respect and consideration of these interests.

Indeed, the West has actually decided to break with us, to “punish” Russia. He does this every day, literally from morning to evening, forming new sanctions, stop lists, bans against our country. Why was this done? For a variety of reasons. We were not going to fit into the place assigned to us (somewhere there, as former US President Barack Obama said, “at the back desk”), because historically we have always proceeded from the national interests of our country.

Why did the West do this to us? They needed competitive advantages that could not be obtained legally. Accordingly, this is another “zone of chaos” in order to somehow get out of their own contradictions and crises.

But there are other considerations. We began to actively revive our participation in world processes (Syria), and did not allow us to destroy international legal approaches and realities that were pillars for the processes taking place in the world from the point of view of security, stability, economic, humanitarian, and national interests of certain countries. They did not take the boorish and destructive coup d’etat that happened in Ukraine for granted, called things by their proper names, and did not allow the extermination of the population, which traditionally linked its life with the history and culture of our state. We have not become a resource and raw material base where the West could “straighten out” its economic affairs and ignore our vital interests.

This was all the reason for their blocking of relations with us. We didn’t block the relationship with them. We have always assumed that this is a choice made by them. Since they have fenced themselves off from us with regular dividing lines, the potential has been redistributed, and will continue to be redistributed more and more actively in those areas where there is mutual interest with other countries, regions where there is benefit and efficiency from our interaction.

The sanctions policy of Western countries only stimulates the need to find new forms and ways of cooperation in the financial, economic, transport and logistics spheres. This thesis was also developed at the St. Petersburg International Economic Forum. Despite the enormous sanctions and political pressure exerted on our country, the SPIEF has fully confirmed the reputation of a leading international business event that has developed over more than a quarter of a century. On the sidelines of the forum, which was attended by 3,550 Russian and foreign companies, about 980 agreements were signed (according to open data only) for a total amount of over 6.4 trillion rubles. The main thing is that these agreements will then give even more effectiveness and efficiency, which is also important.

We have someone to work with. Our main partners and like-minded people are located in the CIS, in the Global East and South. Question: By the end of 2023, China has become the main buyer of Russian works of art – paintings, prints, sculptures, stamps, various collections and antiques. And at the end of 2024, it is planned to create a Russian-Chinese fund to support projects in the field of performing arts. How do you assess such processes in the Russian-Chinese dialogue? And can we say that the cultural codes of the peoples of Russia and China have many points of contact?

Answer: We are actively developing cultural and humanitarian ties with China. These are mutual cultural exchanges held in 2024-2025. Smart people understand that the momentary conjuncture, which always happens to everyone, is not a guideline. Only long–term interests and true values are what will always work.

There is one more point. I remember how much the Chinese invested in those very countries of the European Union. We bought wineries, castles, and real estate. Now the Chinese and representatives of other countries have looked and see what is happening. They understand that in one second their real estate, wineries and vineyards, their investments can turn out to be (remember how in the fairy tale about the antelope?) “shards” that in one second all the gold can turn into them. Why? Because this may become part of the political conjuncture on the part of the West. The PRC has already been through this.

For example, in 2020, when the whole world was looking for an opportunity to get out of the pandemic, there were voices that China needed to be held accountable. These voices were heard just in the West. They said that China should “pay” for everything. It is not clear why, however, but such voices were heard. Thank God, the trend has been reversed. To punish either the state or the people for the pandemic is to be completely abnormal. But that’s all it was. We now understand well how it all developed. Question: First of all, we would like to congratulate you, your colleagues and all those who were with us in the virtual space today on Russia Day.

Politico reported that eight European Union countries at the level of foreign ministers — Italy, Latvia, Lithuania, the Netherlands, Poland, Romania, the Czech Republic, Estonia – wrote a letter to J.Borrel, in which they called for restricting Russian deputies and their families in the right of free movement in the EU. Is the Russian Foreign Ministry aware of the existence of such a letter? How do you assess this decision, especially from the point of view of international law? Because it goes against the 26th article The Vienna Convention on Diplomatic Relations. Will Russia take any retaliatory measures, whether mirror or any other?

Answer: You have three questions. First, you know or you don’t know. This is not the only letter. I don’t know if this has happened to other participants, signatories. I only know one thing – this process has been constantly going on for the last time. It takes the form of discussions during their summits, councils of foreign ministers, meetings, as well as the form of letters, collective appeals, individual discussions between countries and the EU bureaucracy. Different shapes. The disease is one, but the forms of manifestation are different. This is about the “persecution” of Russian diplomats. Because the disease that the “collective West” suffers from, in particular, Western Europe, is one – Russophobia and a maniacal desire to inflict a “strategic defeat” on us. And the forms of manifestations are different. One of them is the persecution of Russian diplomats. They did all sorts of things to them. And they were expelled, and physically attacked them, and tried to recruit them. And more than once, it’s a constant story. They created unbearable living conditions: from physical harassment to blocking accounts of both personal and individual, and embassies. They did not extend visas, they did not issue visas, they mocked as much as they could. Even laying flowers at the graves of soldiers and monuments of the Second World War, for us the Great Patriotic War ended in a frenzy, as it was, for example, with our Ambassador S.V.Andreev. The whole rabid crowd descended on him, obviously engaged and paid for. There are different forms.

They also have “subforms”. One of these is the creation of all kinds of obstacles to the movement of Russian diplomats. How? Sometimes they limit the radius of their movement, then they require to coordinate their trips outside of some zones in advance. Poland has also now taken similar measures and steps. We’ve been aware of it for a long time. Regarding this form: everything is going in the same “direction”.

As for compliance or non-compliance with international law. You said correctly that there are Vienna Conventions on diplomatic and consular relations. It sets out how countries should host diplomats. No one is saying that countries cannot impose restrictions for one reason or another. It is important that there should be no political motivation behind these decisions. Anything can happen. It happens that some conflicts start in countries, and the security situation worsens. The country sees an inappropriate attitude towards its diplomats and, accordingly, takes retaliatory, protective measures and so on. Here, there is an exclusively political conjuncture, implicated in Russophobia.

This leads to a direct clash with international law. If in form everything they do can still be somehow “attracted” to international law, then in fact and in the motivational part their activities have nothing to do with it and directly contradict it. A banal example. If a person was not issued a visa (no matter to a diplomat, a journalist) for the reason that the person violated the laws of the host country, then this is a legitimate decision in accordance with international law, laws, and traditions. Not very good. It is probably always better to give a person a chance to improve, perhaps to apply some preventive measures. One way or another, it fits into the law, international law, local legislation and so on. But if a person is refused due to his nationality, and has a clearly nationalistic connotation (and inconsistency and non-compliance with laws is only a screen for making such a decision), then this is outside the international legal field, and indeed any legality.

If such restrictions are imposed on Russian diplomats, will we develop retaliatory measures? Yes. If you see the news about the restrictions on the activities of Russian diplomats, you can immediately write, as it always has been, and it will continue to be so – Russia will take appropriate measures: retaliatory, mirror, symmetrical, asymmetric. It’s different every time.

The fourth point on which I would like to conclude the answer to your question. By taking such restrictive measures against Russian diplomats, these countries should understand that they primarily hit their diplomats, knowing that we profess the rule of retaliatory measures, on which the diplomatic routine is largely based.
