Mr. Chairperson,

The Russian Federation expresses its deep regret that, owing to the position of one State, it was not possible to adopt the final report of the Annual Conference of the States Parties (CCW) to Protocol V (P-5) on Explosive Remnants of War (ERW). This case is unprecedented in the functioning of the CCW, reflects the current state of affairs on this platform and significantly complicates further work related to the implementation and strengthening of the P5. Nevertheless, we are forced to reckon with the current situation, as it is a direct expression of one participating State’s interests.

The absence of consolidated decisions of the CCG P-5 is fraught with consequences not only in terms of the substantive content of the work under this Protocol, but also in terms of changes to the schedule of specialized events for 2023.

As a result, for the first time since the signing of the P5, States Parties will be deprived of the opportunity to discuss a wide range of issues related to the ERW. The achievements of the CCW Sixth Review Conference under the P5, including progress on the promotion and implementation of Articles 3, 4, 8 (2) and the 2008 Plan of Action on Victim Assistance, are at risk. Plan of Action on Victim Assistance, as well as efforts to raise awareness about the cooperation and assistance needs of affected States. We note with regret that there will not be an expert exchange of information and experiences on demining and technical assistance. All this may have a negative impact on the P5, which is one of the most successful instruments under the Convention.

In this regard, we note in particular the efforts made this year by the P5 CCG Chairperson as well as the Co-ordinators in clearing the territory of ERW and assisting their victims. We call on delegations to give due consideration to their obligations under Protocol 5 in order to ensure the safety of the civilian population, the normalization of life and the progressive development of the regions where hostilities took place in the post-conflict period.

We look forward to rectifying the situation next year and adopting the next CCGP P5 final report in order to resume expert work in this area. We also hope for responsible, constructive discussion and the adoption of the final document of the CCW Meeting of States Parties in a non-politicized, constructive manner, taking into account the positions of all States Parties.
