Maulen Ashimbayev: Kazakhstan attaches great importance to the participation of international observers in elections

International observers from the CIS Interparliamentary Assembly headed by the coordinator, Deputy Chairman of the Majlisi Namoyandagon Majlisi Oli of Tajikistan Dilrabo Mansuri discussed the course of the presidential election campaign with the Chairman of the Senate of Kazakhstan Maulen Ashimbayev.

Maulen Ashimbayev informed his colleagues in detail about the political reforms taking place in the country, which are aimed at ensuring de-monopolization of power, the balance of its branches, the creation of a stable political model, and in the end, the strengthening and development of democratic processes in Kazakhstan.

The Chairman of the Senate also informed the participants of the meeting about the work being done by the Parliament for legislative support of the reforms.  “We are sure that the adopted constitutional laws will contribute to the formation of a new political model corresponding to the demands and interests of our citizens. Also the new norms will promote the strengthening of the citizens’ trust to the state and political institutes. We hope that the upcoming presidential elections will unite the people of Kazakhstan around the ideas of democratic transformation and reform,” said Maulen Ashimbayev.

The Speaker of the Upper Chamber believes that the country has taken all necessary measures to conduct elections in accordance with the laws of Kazakhstan and international standards in the field of organization and conduct of elections. Equal conditions for campaigning have been created for all candidates.

Among the important innovations of the current elections Maulen Ashimbayev mentioned the introduction of a one-time 7-year term for the President (this norm cannot be changed by the law) and the introduction of the column “against all. He also praised the presence of two women candidates, which shows “the strengthening of women’s status in Kazakhstani society.

The head of the Senate thanked parliamentarians for their participation in observing the early election of the President of Kazakhstan. The Head of the Senate said that Kazakhstan attaches great importance to the participation of international observers in the elections – all necessary conditions for their work have been created – and expressed confidence that the work of observers from the CIS Interparliamentary Assembly will be constructive and effective. He emphasized the important role of the IPA CIS in realizing the potential of cooperation between the CIS countries, in the development of which Kazakhstan is interested.

Dilrabo Mansouri, IPA CIS observer group coordinator, noted a high level of the electoral process in Kazakhstan. She told the senators how the work of observers on election day will be built, the monitoring group will work not only in the Republic, but also at the polling stations in Armenia, Azerbaijan, Belarus, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan, as well as in Italy, China, South Korea, Romania, Turkey and France.

Parliamentarians of the Commonwealth countries thanked Kazakh senators for long years of cooperation and expressed hope for the further strengthening of inter-parliamentary cooperation.

Observers handed over to the upper chamber of the Parliament the “Conclusion on compliance of legislation regulating extraordinary elections of President of the Republic of Kazakhstan with the international standards of democratic elections” and “Report of expert group on long-term monitoring of preparation to extraordinary elections of President of the Republic of Kazakhstan on November 20, 2022” prepared on the results of long-term monitoring of elections.

Let us remind, that the Central Election Commission of Kazakhstan accredited 67 observers from Interparliamentary Assembly of CIS for monitoring the election of President of the Republic. The group includes representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
