Experts agreed on the draft of the Interstate program of measures to combat crime

On November 17-18, 2022 in Minsk, the CIS Executive Committee in a mixed format hosted a meeting of the expert group on drafting the Interstate Program of joint measures to combat crime for 2024-2028 and the CIS Council of Heads of State Decision on this issue.

The event was attended by representatives of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan, as well as a number of relevant sectoral structures of the Commonwealth.

At the meeting of the IPA CIS Council Secretariat was represented by the Executive Secretary of the IPA CIS Joint Commission on Harmonization of Legislation in the Field of Security and Counteraction to New Challenges and Threats Stanislav Korostelev, and Secretary of the IPA CIS Permanent Commission on Defense and Security Alexander Borisov.

The adoption of the program is connected with the necessity of systematic planning of cooperation of CIS member states in the fight against crime and coordination of efforts of competent authorities.

The project envisages the improvement of existing legal mechanisms of cooperation between competent authorities of CIS member states and CIS bodies of sectoral cooperation in the sphere of security and law-enforcement in countering transnational crime, the improvement of model CIS legislation.

The program includes a range of organizational, legal and practical measures to counteract transnational crime in all its manifestations, including illicit trafficking in weapons, narcotics, psychotropic substances, their analogs and precursors, and new potentially dangerous psychoactive substances. The document also reflects measures to combat human trafficking, illegal migration, corruption, money laundering, financing of terrorism, as well as crimes committed through the use of information technology.

Chairman of the CIS Executive Committee Beketzhan Zhumakhanov noted that the draft documents were prepared, approved and submitted by the Council of Ministers of Internal Affairs of the CIS Member States in order to further improve cooperation of the Commonwealth states in combating crime.

The complex of measures envisaged by the Program is based on the results of the analysis of the quality of the implementation of measures of the Interstate program of joint measures to combat crime for 2019-2023, the forecast of changes in the criminogenic situation in the territories of the CIS member states, the experience of joint actions in the fight against crime.

The priority in the project is given to the issues of coordinated interagency, operational and preventive measures, continuation of the practice of participation in joint exercises, drills, exchange of proactive information in the fight against crime. It is also expected to develop interaction in humanitarian sphere and improvement of personnel work, including cooperation in training, retraining and advanced training of law enforcement bodies.

Participants of the expert group have reviewed the comments and proposals, finalized and agreed upon draft documents.

The CIS Executive Committee was offered to send meeting materials to Commonwealth countries for interstate agreement of the draft interstate program and relevant decisions on the subject, after which they will be submitted to the Council of Heads of State of the CIS, the press service of the CIS Executive Committee reports.
