Dmitry Kobitsky met with Karim Atassi, Head of the Office of the UN High Commissioner for Refugees in Russia

Today in the Tavricheskiy Palace, the headquarters of the Interparliamentary Assembly of the CIS Member Nations, the meeting of the IPA CIS Council Secretary General Dmitry Kobitsky with the Head of the Office of the UN High Commissioner for Refugees in the Russian Federation Karim Atassi was held.

CIS IPA Secretary General Dmitry Kobitsky highly appreciated the cooperation of the IPA CIS with the Office of the UN High Commissioner for Refugees in general and with the UNHCR representation in the Russian Federation in particular.  He spoke about the events planned for the next year, which are of interest to the Office of the UN High Commissioner for Refugees. Dmitry Kobitsky invited Karim Atassi and his colleagues to participate in the anti-terrorism conference and labor forum that are planned by the IPA CIS, as well as in the work of the IPA CIS Permanent Commission for Social Policy and Human Rights.

In his response Karim Atassi thanked Dmitry Kobitsky for mutually beneficial cooperation of the two organizations and spoke warmly about the spirit of parliamentary diplomacy characteristic to the events organized by IPA CIS. The sides discussed possibilities of further cooperation in the framework of the Memorandum signed by the two organizations.

Deputy Head of the Secretariat of the Council of the Interparliamentary Assembly of the Commonwealth of Independent States participated in the meeting on behalf of IPA CIS Alexey Dolzhikov.

In 2019, a Memorandum of Understanding was signed between IPA CIS and UNHCR, which provides, inter alia, for the organizations to provide each other with expert support and recommendations, to consult in the development of model legislative acts and recommendations in accordance with international law to protect refugees, asylum seekers and stateless persons. One of the forms of cooperation between the parties, stipulated by the Memorandum, is holding joint seminars, conferences, exhibitions, round tables and joint participation in them as well as implementation of programs and other activities of mutual interest.

In November 2021, Karim Atassi (in the rank of Acting Head of the UNHCR Office in the Russian Federation) and Tatyana Bershachevskaya, Legal Adviser of the Office took part in the international conference “Universal Health Coverage and the Sustainable Development Goals” organized by IPA CIS together with the WHO Regional Office for Europe.
