In his congratulatory speech, the Head of the diplomatic mission informed those present about various aspects of the political, social and cultural life of Tajikistan during the period of the country’s state sovereignty, about the enormous contribution of the Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon in building a new Tajik state. Recalling the most important achievements of the state during the years of independence, the increasing role of Tajikistan in the international arena, as well as the state and prospects of strategic partnership with the Russian Federation were outlined.

The guests were also addressed by Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation N. A. Zhuravlev and Deputy Minister of Foreign Affairs of the Russian Federation A. A. Pankin. The honored guests congratulated the Tajik side on the occasion of State Independence Day and highly appreciated the state and prospects of cooperation between the two friendly countries.

The reception was accompanied by a cultural program that reproduced Tajik history, culture, customs and traditions.

An exhibition was organized within the framework of the event, which featured a number of products from national producers, fresh fruits and dried fruits, handicrafts such as national clothing, needlework, embroidery “Chakan”, as well as the country’s tourist opportunities, paintings by Tajik artists and national products made of stone and wood.

In the context of the implementation of the new medium-term economic strategy of the BSEC from 2023, a wide range of issues of regional cooperation were discussed, including in the fields of trade, transport, energy and food security. The need for a depoliticized and mutually beneficial dialogue in this important regional format was emphasized.

A.A.Pankin outlined the key Russian approaches to building depoliticized industry cooperation at the Organization’s site. The importance of developing the BSEC’s external relations on a balanced and fair basis was noted. The intention was announced to submit to the BSEC Project Development Fund a Russian initiative to promote electronic public services available to small and medium-sized enterprises in the Black Sea region.

The next meeting of the foreign ministers of the BSEC member states is scheduled for the first half of 2025 under the chairmanship of Azerbaijan.

On behalf of the leadership of the Ministry of Foreign Affairs of the Russian Federation, A.A. Pankin stated the following:

“Russia is following with concern and empathy what is happening in the zone of the Palestinian-Israeli confrontation, in particular in the Gaza Strip. I think that the root causes of this tragedy are clear to everyone. We talk about this constantly and at all levels: Peace and stability in the Middle East are impossible without a just solution to the Palestinian issue.

The most important task of today, against the background of the current catastrophic situation in the Gaza Strip, is to put an end to the suffering of the people living there as soon as possible, and to return life in the enclave, as well as in all occupied territories in general, to normal. Russia, of course, will not stand aside – we will continue to do everything possible to end the armed conflict and create conditions for its comprehensive settlement on a generally recognized international legal basis.

Our country promptly responded to the plight of Palestinian friends. Since the beginning of the escalation in the Gaza Strip in October 2023, more than 800 tons of humanitarian aid – food, medicines, and basic necessities – have been delivered to Egypt on behalf of the President of the Russian Federation for subsequent shipment to the enclave. Such assistance will be provided in the future.

Russia values the established truly friendly nature of relations with Palestine, the openness and trustfulness of the bilateral political dialogue. The Russian leadership and President of the Russian Federation Vladimir Putin personally pay great attention to the further development and strengthening of our partnership in all areas. Another confirmation of this, as noted in the congratulatory telegram of the President of Russia, were the meetings of the two heads of state in August in Moscow and on the sidelines of the BRICS summit in October in Kazan. We hope that the President of Palestine will be able to visit the Russian capital in May 2025 to participate in the celebrations dedicated to the 80th anniversary of Victory in the Great Patriotic War.

Achieving a comprehensive and just settlement of the Palestinian problem remains one of the central tasks of the international community. The path to this goal lies through the end of the Israeli occupation and the establishment of an independent Palestinian State. By celebrating today the International Day of Solidarity with the Palestinian People, we once again demonstrate our support for their legitimate aspirations and aspirations.

A successful movement towards statehood is impossible without the consolidation of all Palestinian political forces on the platform of the Palestine Liberation Organization. The continuing split in the Palestinian ranks, due to accumulated disagreements and contradictions, plays into the hands of opponents of a two-State solution. We remain determined to continue to contribute to the achievement of national accord and reconciliation and the restoration of the unity of the Palestinian people.

One of the priorities on the agenda of our bilateral relations is to intensify business cooperation. We hope that the next meeting of the Intergovernmental Russian-Palestinian Commission on Trade and Economic Cooperation, which will be held in Moscow in just a week, will give the necessary impetus to further strengthening Russian-Palestinian ties.

We manage to maintain fruitful cooperation in the cultural and educational sphere. We are glad that even today a large number of young Palestinians receive education in Russian educational institutions of various profiles, both at the expense of the budget of the Russian Federation and on a contractual basis.

Over the past years, a number of projects have been implemented in Palestine, which have become symbols of Russian-Palestinian friendship. Among the most significant of them are the reconstruction of Zvezda Street, which is part of the historical and religious center of Bethlehem, the construction of a multifunctional center in Bethlehem, the arrangement of the Russian museum and park complex in Jericho. New initiatives are being implemented: A “Competence Center” is being created in Birzeit, near Ramallah, through the Ministry of Labor of Russia, for the professional training of modern qualified personnel according to World skills standards. We intend to continue our active work in this area.

We believe that through joint efforts we will bring closer the day when the Palestinian people will finally have the opportunity to live in their own State, and Palestine itself will become a full-fledged member of the international community, an important component of the system of peace and security in the region.

The APEC region is strengthening its position as an engine of growth with the positive GDP dynamics of 3.5%. However, the forecasts are not that optimistic. Rampant illegitimate restrictions imposed under various pretexts, ranging from imaginary security threats to pseudo climate concerns, are taking their toll.

These trends reflect the challenging realities of the emerging multipolar world order that is apparently not to everyone’s liking. The Global South and East have set on a path of genuine independence, which implies that some cannot achieve progress at the expense of others. A number of high-profile economies in the Asia-Pacific, accustomed to dominating continue with their neocolonial practices and still live in the outdated paradigm regarding the balance of powers and “raw-material appendixes”.

The BRICS Summit in Kazan has demonstrated the desire of the World Majority to establish a just world order, carry out the reform of international institutions, and build equitable economic ties. An impressive set of agreements on trade, investment, artificial intelligence, energy and climate as well as logistics was concluded. Indonesia, APEC member state, has become a BRICS partner country.

The share of the Asia-Pacific economies in Russia’s foreign trade has already reached 70%. Nearly 90% of payments are carried out in national currencies.

Energy security is one of the pillars of modern development. Russia ensures uninterrupted energy supplies to the APEC region. We strongly believe that transitions to low-carbon energy sources must be fair and take into account domestic priorities and technological capabilities. Environmental and climate concerns must not be turned into a tool of unfair competition.

Russia attaches great importance to the issues of climate change. We have set a goal of achieving carbon neutrality by 2060. In the spirit of SDG-7, our energy mix is based on environmentally friendly resources such as natural gas, nuclear and hydro power, and hydrogen. We have approved the taxonomy of sustainable development and launched the registry of carbon units.

Our economy’s business community is actively engaged in the implementation of this agenda. The ESG registry of Russian companies is regularly published, and the National ESG-Alliance was created.

Food security is a pressing issue on the global agenda with 733 million people facing hunger. Yet, this shocking situation is not due to agricultural shortages. The bottleneck is the lack of affordable access to agricultural products as a result of the West-inspired artificial obstacles to supply logistics and abuse of cross-border payment mechanisms. We, on our part, remain a responsible good-faith supplier. In 2023, Russia’s agricultural exports to the Asia-Pacific region alone increased by 17%, exceeding 22 billion US dollars.

In this context, establishing a BRICS grain exchange can be considered as a positive development which aims to set fair and predictable prices and protect markets. Experts estimate that this mechanism will help bring together up to 44% (1.24 billion tons a year) of the global grain supply on one trading platform.

We support the Principles for Preventing and Reducing Food Loss and Waste in the Asia-Pacific Region. We are building up efforts to increase the sustainability of aquatic biological resources. Russia has proposed to establish an APEC virtual working group on port state measures in our efforts to prevent, deter and eliminate illegal, unreported and unregulated fishing. We actively engage with the interested economies on this track. We are looking forward to productive discussions during the Ocean-Related Ministerial Meeting in April-May 2025 in Busan.

The regional dynamics will depend, to a large extent, on the rates of digitalization and the development of modern infrastructure.

We actively work to strengthen our technological sovereignty, establish digital platforms powered by Russian software in all sectors of agriculture by 2030. The Russian IT-sector grows on average by 10% annually. Our companies are front runners in such advanced sectors as ICT security, AI, e-commerce, search engines, big data, self-driving vehicles. Moscow is in the top ten in the UN e-services rating.

We are increasing transit capacities through the Trans-Siberian and Baikal-Amur Mainline Railways, North-South and East-West Transport Corridors, the Northern Sea Route. We continue moving towards the Greater Eurasian Partnership as a wide integration framework with the participation of all Eurasian economies.

Russia stands for depoliticized cooperation in APEC. We play stabilizing role in world energy and fertilizers markets – as opposite to those who pump hundreds of billions of US dollars for military support of Nazi regime in Kiev to fuel the war instead of directing them to developing countries in dire need.

In conclusion, we would like to thank the Peruvian Presidency for its significant contribution to the development of the forum. We are ready to continue our constructive collaboration with the Republic of Korea as APEC 2025 Chair, consistently working towards the full implementation of APEC Putrajaya Vision 2040.

A wide range of issues of bilateral cooperation within the framework of multilateral economic associations, including the BSEC, the BSTDB, the Group of Twenty and the WTO, were considered in detail. They expressed mutual readiness to step up efforts in the interests of increasing the effectiveness of these formats and deepening mutually beneficial cooperation. Countering the politicization of these platforms and promoting a pragmatic and result-oriented dialogue on them is called an important element of joint activity.

The necessity of strengthening the independent, independent identity of the Black Sea region, as well as coordinated efforts to fulfill the tasks of the new Economic Agenda of the BSEC from 2023, is emphasized.

The central role of the WTO in the global trade regulation system and the need for its reform were confirmed. The complex negative effect of unilateral trade restrictions on the global economy and business has been noted.

Issues of further coordination of actions at the G20 site were discussed, including in the context of preparations for the upcoming summit in Rio de Janeiro on November 18-19. The topic of strengthening the voice of developing countries and reorienting the agenda of this forum to the needs of the Global majority was separately touched upon.
