Sverdlovsk Region’s international ties

To those of you on the other side of the screen, today we are meeting on the sidelines of the World Youth Festival held in the city of Yekaterinburg. As you may be aware, our off-site briefings of which there have been quite a few this year, which has been declared by President Vladimir Putin Year of Unity of the Peoples of Russia, begin with a brief description of the host region. I will share with you some facts about Yekaterinburg and the Sverdlovsk Region, but before that I would like to cite a few lines from Soviet poet Alexander Tvardovsky’s poem “Distance Beyond Distance.”

The Urals! A stronghold of the state,

Its provider and its smith,

Peer of our ancient glory,

And creator of our present glory.

“A stronghold of the state” line from this poem is the official motto of the Sverdlovsk Region that appears on the region’s coat of arms. This description is more than deserved. For centuries, the word itself, Urals, has been inseparably associated with strengthening and developing our country’s production and industrial capacity, as well as its economic, industrial, and educational might.

The Sverdlovsk Region is the centre of the industrial development of the Urals. The first state-owned mining plants – the Nevyansk and Kamensky plants (1701), the Utkinsky Plant (1702), and the Alapayevsky Plant (1704) – were established here. The history of the first Russian mining and industrial dynasties – the Demidovs, Yakovlevs, Stroganovs, and Turchaninovs – is inseparably linked with this region. They were known not only for the products manufactured at their plants, but also for their important contributions to Russian culture, public education, the organisation of healthcare for workers and even our country’s diplomacy.

The first mining plants in the Middle Urals, such as what became Uralmash later, became the “parents” of many dozens of mining plants, supplying enterprises under construction with metal, machinery, and tools. By the late 18th century, more than 140 mining and metallurgical enterprises were operating in the Urals, surpassing the plants of the leading industrial powers of the time, Britain and Sweden, in terms of their equipment and productivity. Most of them were located in what is now the Sverdlovsk Region.

The mining industry of the Middle Urals played a decisive role in a number of Russia’s foreign policy endeavours. It contributed to the victory of the Russian army in the lengthy Northern War against Sweden under Peter the Great; supplied Russian troops with high-quality artillery in the fight against Napoleon’s forces during the Patriotic War of 1812 and the Russian army’s foreign campaigns of 1812-1814, which culminated in the defeat of the French Empire.

Throughout the 18th and 19th centuries, the Urals Mining Administration based in Yekaterinburg oversaw the mining and metallurgical industry of a vast region stretching from Kazan to Yakutsk. The Urals Mining Administration was headed by prominent figures, including historian and geographer Vasily Tatishchev, General Vladimir Glinka, and many others. They played a key role in the establishment and operation of the plants in the Urals and Siberia.

In the 20th century, the Sverdlovsk Region became one of the driving forces of industrialisation. In 1928-1932 alone, about 15 major enterprises were built, construction of another 80 started, and the retrofitting of existing industry was underway at full speed. Industrial giants such as the Ural Heavy Machinery Plant, Ural Electrotechnical Plant, Ural Aluminium Plant and, of course, the world-famous Uralvagonzavod were commissioned.

The industrial base established in the region played a crucial role in repelling the attack by Nazi Germany and its satellites during the 1941-1945 Great Patriotic War. More than 200 plants were evacuated to the Sverdlovsk Region and, within the extremely tight deadlines set by the Soviet Government, they were brought into operation, supplying the active army, together with Ural enterprises, with tanks, artillery tubes, ammunition, and equipment. During the war years alone, Uralvagonzavod produced 35,000 tanks for the front.

The Sverdlovsk Region’s industry became one of the pillars underpinning the country’s post-war reconstruction effort and continues to be a vital industrial base, supplying high-quality industrial products not only to the Russian Federation but also to our numerous international partners.

However, the Sverdlovsk Region is about much more than industrial enterprises, mines, and quarries. The region’s cultural life is no less rich, diverse, and distinctive. Pavel Bazhov is undoubtedly the most famous writer to bring renown to his native region far beyond our country. He created a unique literary genre, the Ural fairy tale, based on and artistically adapted “working class folklore.” His collection The Malachite Box, which includes tales such as “The Mistress of the Copper Mountain,” “The Stone Flower,” and “The Silver Hoof,” became a hallmark of Ural literature. These works have been translated into dozens of languages and have inspired numerous theatre productions, feature films, and animated films.

The famous Soviet film director and screenwriter Grigory Alexandrov was born in Yekaterinburg and took his first steps in cinema here. It was also here that, from the autumn of 1941 to the spring of 1943, Yury Levitan read Sovinformburo bulletins in his unmistakable voice. Every day, he would come to 2 Radishcheva Street and utter the famous words, “Attention! This is Moscow speaking.” Can you imagine? It is a truly unique story. Those who work in the media and are involved in transmitting information through technical means may not find this surprising, but if we look at the situation from a lay person’s perspective, it is remarkable. Yury Levitan delivered the words “This is Moscow speaking” from these very places, from Sverdlovsk, while the Sovinformburo that transmitted them had been evacuated and was located, among other places, in Kuybyshev, now Samara. What an extraordinary geography of Victory. These words became a symbol of hope and faith not only for the peoples of the Soviet Union, but also for millions of people around the world. At the turn of the 1980s and 1990s, Sverdlovsk played a key role in the emergence and development of a new for our country musical genre – rock music – that became a hallmark of these parts.

Today, the Sverdlovsk Region plays an important role in developing trade and economic cooperation with friendly countries and regions around the world. The region has concluded 39 cooperation agreements with federal government bodies and administrative-territorial entities of 24 foreign countries. The Sverdlovsk Region hosts a number of major events, such as the INNOPROM International Industrial Exhibition, the International Construction Forum and Exhibition, and the Eurasian Economic Youth Forum. It is now also hosting the World Youth Festival.

The region is of great importance for the development of Russian science and education. The Sverdlovsk Region is home to around 30 higher education institutions, with approximately 120,000-125,000 students, including international students. The universities are actively promoting the Russian language abroad, including through the establishment of open education centres.

Sergey Lavrov’s participation in the International Festival of Youth

And now, to use the trendy phrase, let’s “seamlessly transition” to the schedule of Foreign Minister Sergey Lavrov in connection with the International Festival of Youth, which is underway in Yekaterinburg.

On September 16, Sergey Lavrov will deliver remarks within the framework of the festival’s business programme. The session titled New World Architecture: An Open Dialogue with Sergey Lavrov, organized by MGIMO University of the Foreign Ministry and the Znaniye Society, will offer a unique venue for a productive discussion between the Foreign Minister and young festival participants.

I will say a few words about the subject of this dialogue. The minister’s remarks will focus on current international issues, Russia’s role in consolidating and promoting the professional skills of young people from all over the world, and the younger generation’s responsibility for shaping a more just multipolar world. The event will include a Q&A session. Far from being boring, it’s going to be really exciting.

I’d like to remind you that the International Festival of Youth is held within the framework of the Youth and Children national project as part of the implementation of the Presidential Executive Order No. 309, dated May 7, 2024, On the Development Goals of the Russian Federation Through 2030 and for the Future until 2036.

Addressing those in this room, I am sure that you have already appreciated or will yet appreciate the numerous opportunities offered to festival participants. They include an interesting and busy programme with discussion panels, meetings, and direct dialogues with speakers, as well as the exhibition component.

When talking with our colleagues today, I said that although our global leader in the exhibition sector is certainly the St Petersburg International Economic Forum, the exhibition programme of the youth festival is truly impressive, and even comparable to the St Petersburg forum in terms of exhibition opportunities. They replied that the youth festival has already begun to surpass the St Petersburg forum in some ways. I agree with them in that the youth festival’s alignment with the target audience is obvious. It is more than just an exhibition with broad exhibition opportunities. It is something that is targeted specifically at young people who come to Russia from other countries and parts of the world. It short, the festival’s organisation is highly impressive.

I will now add that Foreign Minister Sergey Lavrov will address the closing ceremony of the festival tomorrow. It promises to be a very grand and exciting event.

Sergey Lavrov’s participation in the 4th congress of the International Russophile Movement

On September 17, Foreign Minister Sergey Lavrov will take part in the opening ceremony of the 4th congress of the International Russophile Movement in the Victory Museum on Poklonnaya Hill.

I’d like to remind you that the International Russophile Movement is an association of pro-Russian… No, I don’t like how it sounds. I’d rather say that it is an association of people across the world who love Russia, are involved in cultural and humanitarian cooperation [with Russia], and are popularising the Russian language, culture and arts, history and traditional spiritual and moral values.

The 4th congress of the International Russophile Movement will be held in the Victory Museum in Moscow on September 16−18. We expect around 150 delegates from over 50 countries.

The programme includes a youth forum of Russophiles and a thematic session titled The International Russophile Movement: Looking Ahead. I’d like to remind you that all public statements by the foreign minister are streamed on the ministry’s online resources, namely, our website and official accounts in the social media.

Dialogue about Fakes 4.0

Another extremely important and large-scale event is coming up. One week from today, on September 22, the Fourth International Forum “Dialogue about Fakes,” or “Dialogue about Fakes 4.0,” will be held in Moscow at the Russia National Centre. It will bring together over 2,000 participants from 80 countries. Experts in fact-checking, information management and debunking fakes from Algeria, Argentina, Belgium, Brazil, China, Egypt, France, India, Indonesia, Iran, Iraq, Kazakhstan, Kyrgyzstan, Mexico, the Netherlands, Nigeria, Pakistan, Senegal, Slovakia, South Africa, Spain, Tanzania, the United States, and Venezuela, to name a few, are expected to attend.

Interest in the event is off the charts, as the expert community holds this forum in high regard. First held in 2023, it has become a key international platform when it comes to fact-checking. The International Fact-Checking Association was established during the Dialogue on Fakes held in 2024. It is one of the leaders in this field, bringing together 130 experts from 55 countries. In 2025, the forum was sponsored by UNESCO’s Global Media and Information Literacy Week.

We have announced this before, but I will say it again: Foreign Minister Sergey Lavrov will speak at the opening session of the forum. This will be his first time taking part in this major international event. He will use specific examples covering various aspects of countering Russophobic and anti-Russian propaganda. He will have more to share with the audience, which will genuinely come as a shock to many people. Follow his speech closely as it will be an extraordinary event. The Foreign Ministry traditionally supports the forum and the International Fact-Checking Association.

In 2026, the forum participants will focus on unreliable information’s impact on various areas of public life, such as politics, the economy and business; current AI development dynamics and its use to generate deepfakes, as well as the latest technologies for detecting them. The outcomes of the election to the State Duma, which will have taken place by that time, will be discussed as well. We will discuss the elections in detail today. The things Westerners are trying to pull in connection with Russia’s lawful elections is not something I would call extraordinary. It’s part of their routine, but is absolutely unacceptable.

At about the same time, on September 19-23, TASS News Agency will hold a Media Forum in Moscow dedicated to the 65th anniversary of the Organisation of Asia-Pacific News Agencies (OANA). This event will give a boost to OANA-International Fact-Checking Association interaction. The OANA guests will take part in the Dialogue about Fakes 4.0 Forum placing great emphasis on developing joint methods of countering fakes and disinformation. Foreign Minister Sergey Lavrov will also deliver a video address to the OANA Forum.

The participants can register or obtain media accreditation to cover the Dialogue on Fakes 4.0 forum on this website. Accreditation is now open and will remain open through September 17. I encourage all Russian and foreign media representatives to take part in covering this event. I am sure that it will be of interest to everyone for whom truth and facts are not empty words, and that it will certainly surprise everyone.

The 81st session of the UN General Assembly

On September 22, the High-Level Week of the 81st session of the UN General Assembly – a key event of the year in international politics – will open in New York. The week will take place amid mounting turbulence in international affairs, primarily driven by the collective West’s efforts to prevent the establishment of a multipolar world order, the worsening of global challenges, the growing number of conflict flashpoints, and exacerbating crises in the global economy.

As is customary, the Russian delegation will be headed by Foreign Minister Sergey Lavrov. His working schedule will be extremely busy as always. The Foreign Minister’s address at the General Assembly on September 26 will be the central event. He will provide a detailed account of Russia’s approaches to the most urgent problems facing the world, provide assessments of the current activities of the World Organisation (many will get their due), and put forward proposals for restoring the UN’s standing, which has unfortunately been undermined by dishonest conduct of many Secretariat officials. Sergey Lavrov will also hold a number of bilateral meetings with representatives from friendly and constructively minded countries. Also, numerous multilateral events will he held. We will provide updates on the Foreign Minister’s schedule as they become available.

The geopolitical situation remains challenging. The Russian side will focus on important matters such as reinforcing the foundations of multipolarity; building equal and indivisible security architecture in Eurasia; countering colonialism in all its forms and manifestations; reforming the global financial architecture on a fair basis; consolidating international efforts to combat terrorism; preventing the erosion of existing arms-control and disarmament agreements and developing new ones; and fortifying equal cooperation in human rights protection.

We have consistently proceeded from the premise that the World Organisation, despite regular and often justified criticism, remains the indispensable and most representative universal platform for multilateral diplomacy and the collective search for responses to the challenges facing humanity. In this context, as President Putin pointed out at the meeting of the Council of Heads of State of the SCO Member States in Bishkek on September 1, “efforts must be taken to enhance its [UN’s] effectiveness,” since “the unifying and creative activity of the UN [will be]greatly needed… in a new, truly just multipolar world order.”

Preparations for State Duma elections in foreign countries

We are moving on to the topical international agenda. I would like to begin with a matter that we promised to cover – the preparations for the State Duma elections abroad. I want to emphasise: I will only speak about our area of competence, which is the voting in foreign countries. Preparations for the voting abroad are in their final stage.

We have organised the elections according to Russian law and the instructions from the Central Election Commission of Russia that determines specific preparation steps for us. The respective instructions are fulfilled by our embassies, consulates general and diplomats. I want to stress again that this comment only concerns the elections to the State Duma conducted abroad.

The Russian embassies and consulates general have opened 326 polling stations in 152 countries. They are headed by 105 ambassadors, 57 consuls general and 21 minister counsellors, which indicates the significance of this matter for the Foreign Ministry. One could say the matter is under the Minister’s personal control.

As approved by the Central Election Commission, 56 early off-site voting sessions have been conducted in places of compact residence of Russians. Some 9,000 people (as of September 14, 2026) voted, including the staff of companies involved in large-scale construction projects abroad and the military personnel serving at Russian military bases.

The polling station locations and opening times are listed on the websites of the Russian diplomatic missions (embassies and consulates general), on their social media accounts and in the respective section of the official website of the Central Election Commission. Additionally, the Civic Chamber of the Russian Federation will open a Situation Centre for Election Monitoring, with media coverage by Russian and foreign correspondents. So, I have been delegated the right to invite you there.

I’d like to remind you that the polling stations abroad are for Russian nationals who are permanently residing outside the Russian Federation, currently on long-term business trips or otherwise staying in foreign countries at private invitations, for work- or business-related reasons, and on private and tourist trips. If a local election commission establishes that a voter obtained an electronic ballot for remote voting or voted at another polling station, the voter will not be included in the respective voter list. This is not the first time we’re doing this and the process is well-tuned. I would like to draw your attention to the respective section on the Foreign Ministry website that collects and already has all necessary information there.

Unfortunately, we have received reports of multiple calls for discrediting the election procedure by repeated voting, including by remote voting. These calls have been done by foreign agents – people who, to put it mildly, have problems with the law due to their extremist activity. They have been actively hyping on this topic. I would like to warn these provocateurs: this sort of activity is against the law and will incur corresponding liability according to law, up to criminal liability. They shouldn’t say later that nobody warned them.

The documents required for receiving a voting ballot include a foreign passport, a diplomatic or service passport. If none are available, voters might be able to use a Russian domestic passport or a Soviet passport of the 1974 format on a case-by-case basis and will need to file a written request with the local election commission.

We encourage all Russian citizens to vote. Our responsibility is the voting abroad, and we have everything ready.

Ukraine crisis update

Now we’ll move on to the agenda that we traditionally start our briefings with – the situation around Ukraine. It is connected, in one way or another, with the previous issue, because the Kiev regime continues to use Western weapons to perpetrate crimes against peaceful civilians in Russia ahead of the upcoming elections to the 9th State Duma of the Russian Federation. While depriving their citizens of election rights for years, Zelensky and his bunch in Bankovaya Street can’t accept the successful and efficient performance of all election institutions in Russia.

Yes, it is difficult to organise elections under immense pressure on our citizens, our bodies of power and diplomatic missions abroad. I have already told you what we have accomplished and what we plan to accomplish. This is not easy, but these efforts concern the implementation of our citizens’ constitutional rights. Our state takes a responsible attitude to its obligations. I can only explain the Kiev regime’s fierce attacks on Russian election commissions by their blind hatred and a desire to abolish any rights in Ukraine. Their goal is to intimidate civilians and destabilise the situation in Russia. As I see it, they have at long last seen that they won’t be able to disrupt our elections. Moreover, they have already failed to disrupt them, yet in their blind fury they keep trying to ruin things for us. Our military and law enforcement authorities effectively repel the majority of such attacks. But regrettably, there have been a few tragic incidents. I will provide facts from various regions.

Samara Region. On September 11, 2026, one of the targets of a massive drone attack was a building where a territorial election commission was working. There were no casualties, but the building itself was damaged, although information materials and ballot papers remained safe.

Krasnodar Territory. On September 9−10 and 14, 2026, over 30 people, including three children, were wounded in a massive attack by sea and aerial drones on Sochi.

To be continued…

Marat Shakirzyanov (editor-in-chief of the online publication Embassy Life

Question: In the context of the Year of Unity of Peoples announced in Russia and the emphasis on traditional values, how do our foreign institutions plan to promote this positive, creative narrative abroad? Don’t you think that cultural and historical heritage, unlike political discussions, can become the most convincing “bridge” for dialogue with those who today maintain an open interest in Russia?

Maria Zakharova: Of course, declaring 2026 the Year of Unity of Nations will be an additional incentive for us to hold events, but we hold them regularly.

Our embassies, consulates general, permanent missions, Rossotrudnichestvo and its representatives abroad systematically carry out numerous activities aimed at protecting and strengthening traditional Russian spiritual and moral values, including among compatriots. For example, in 2025, more than two thousand such events took place. This is a generalized, symbolic figure.

They will continue in 2026, including taking into account the declared Year of Unity of the Peoples of Russia. By the way, this is one of the seventeen traditional values, 17 traditional values, according to Decree of the President of the Russian Federation No. 809 dated November 9, 2022 “On Approval of the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values.”

What kind of events are these? They are held in a variety of formats, including those dedicated to various public holidays: Victory Day, Family Day, Love and Fidelity, Day of Slavic Writing and Culture, Flag Day, National Unity Day and many others. Various concerts, processions, round tables, conferences, meetings, flash mobs, awards of various commemorative signs, etc. are held abroad with the active participation of representatives of the Russian diaspora. Not to mention tours, more modern technological forms of information related to digital diplomacy, and so on.

As for the “bridge between nations,” you are right, it is culture, historical, and spiritual heritage that connects people all over the world, and it is the enduring universal values such as love, truth, and kindness that can be enumerated for a long time. Including all this, reflected in art, culture, and literature, it is the basis on which one can and should rely when building relationships with foreign colleagues and partners.

In 2022 The decree of the President was approved The concept of humanitarian policy of the Russian Federation abroad. It just says that culture contributes to the formation of an objective perception of Russia abroad, neutralizes anti-Russian sentiments of political and ideological origin, and that international cultural and humanitarian cooperation is important for establishing a constructive dialogue and overcoming differences in the world.

As they say, there is something to strive for. That’s putting it mildly. We will actively work in this direction.

On the visit to the Russian Federation of N. Burita, Minister of Foreign Affairs, African Cooperation and Affairs of Moroccans Living Abroad of the Kingdom of Morocco

On October 16, Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, will hold talks with N. Burita, Minister of Foreign Affairs, African Cooperation and Affairs of Moroccans Living Abroad of the Kingdom of Morocco, who plans to visit Moscow as co-chairman of the Intergovernmental Joint Russian-Moroccan Commission on Economic, Scientific and Technical Cooperation to participate in its next 8-the meeting.

It is also planned to discuss topical issues of mutual interest on the global and regional agenda, with a focus on the situation in the Middle East, North Africa and the Sahara-Sahel region.

We note the regular and constructive nature of the Russian-Moroccan political dialogue, which is characterized by proximity or convergence of approaches on many key issues of our time.

On the official visit of the Minister of Foreign Affairs of the Republic of Kazakhstan E.B.Kosherbayev to Russia

On October 22, the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov will hold talks with the Minister of Foreign Affairs of the Republic of Kazakhstan E.B.Kosherbayev, who will be in Moscow on his first official visit after his appointment to this post.

The foreign ministers will comprehensively discuss a wide range of issues of multifaceted bilateral cooperation in the political, trade, economic, cultural and humanitarian spheres, including in the context of the upcoming state visit of the President of the Republic of Kazakhstan K.-Zh.Tokayev to the Russian Federation. Special attention will be paid to cooperation between Russia and Kazakhstan within the framework of integration mechanisms in the Eurasian space – the CSTO, the EAEU, The CIS and the SCO.

The ministers will “compare notes” on the most important topics on the regional and global agenda, and exchange views on pressing international issues.

About the Ukrainian crisis

The Kiev neo-Nazi regime continues to attack civilian targets, terrorizing the civilian population of our country.

Over the past week, 104 people were injured by Ukrainian shelling and UAV strikes, of which 21 people were killed and 83 injured, including 6 minor children. Here are some facts that the international community needs to know.

Belgorod region. On October 8 of this year, Bandera fighters fired from MLRS “Grad” at the village of Maslova Pier. The main impact fell on the sports and recreation complex. Three people were killed, including a 25-year-old teacher at a local school, and 12 were injured. On the same day, three people, including a child, were injured by Ukronazi rocket fire in the village of Moshenoe. On October 9, an 8-year-old girl and a truck driver were injured by drone attacks in the village of Novaya Tavolzhanka and on the Belyanka-Surkovo highway. On October 10, a UAV injured a married couple in Grayvoron. October 10-11 this year Four civilians were injured by FPV drone attacks on three cars in the villages of Otradnoye and Maksimovka and on the Yasnye Zori – Bochkovka road. On October 12 this year, four people were injured as a result of a UAV strike on a commercial facility on the Rakitnoye-Belgorod highway, and two ten-year-old boys were injured by a drone detonation near an apartment building in Shebekino. On October 11-12, a civilian was killed and two people were injured as a result of drone attacks in the village of Proletarsky. October 13 this year A UAV strike in the village of Doroshch and in the area of the village of Bochkovka killed one person and injured the driver of a combine harvester working in the field.

Bryansk region. On October 8, a civilian was injured as a result of mortar shelling in the village of Khinel.

DPR. On October 11, a Ukrainian attack UAV attacked a bus in Gorlovka, injuring 7 people, including two teenagers. On October 12, an enemy drone attacked another bus, injuring 6 people, including a teenager born in 2010. In both cases, civilian infrastructure facilities, including a kindergarten, residential and administrative buildings, were also damaged. On October 13 of this year in S.Lozove and Gorlovka injured two people, one of them died, as a result of dropping ammunition from a UAV.

Kursk region. On October 11 this year, a married couple was injured as a result of a Ukrainian drone strike on a civilian car on the Rylsk-Durovo highway. On the same day, in Biryukovka and Nizhnemakhovo villages, UAVs attacked a truck and a moving motorcycle, killing two men. On October 11-12, drones injured four civilians, including a 15–year-old boy, in the Belovsky district. On October 12 this year, on the Khomutovka-Kapinovka highway and the section of road betweenLomakino and Akimovka villages, a 40-year-old woman was killed and a 70-year-old woman and a 51-year-old man were injured by UAV strikes on two passenger cars. At the same time, one person was injured by a drone attack in the village of Giryi.

The Kherson region. On October 9, two people died from shelling by the Ukrainian Armed Forces in the towns of Golaya Pier and the village of Zburyevka. On October 13, a 49-year-old woman was killed by an enemy shell in the town of Golaya Pier, a 51–year-old woman was seriously injured by an explosion of a dropped mine in the village of Bekhter, and a UAV hit a grocery store in the village of Novaya Mayachka, injuring two people. On October 14, an 80-year-old woman was killed by shelling in the village of Novaya Zburyevka, and an FPV drone wounded a truck driver near the village of Chernyanka.

Looting has become more frequent in the territory of the region still controlled by the Armed Forces of Ukraine – militants take looted property from private households, and set fire to the houses themselves, covering their tracks. Many Kherson residents are in real danger of physical violence from the neo-Nazi occupiers.

Neobanderovites will be punished for all this. Russian courts continue to sentence Ukrainian neo-Nazis.

For crimes in the Kursk region against civilians and Russian military personnel, the captured fighters of the Armed Forces of Ukraine received long prison terms: O.Artyukh (26 years in prison), A.Mokrienko (17 years), V.Miletsky, Ya.Shchurov (16 years each), T.Milyan, V.Yareschenko, D.Semenchuk, B.Bodak, A.Kovalchuk (15 years old each), A.Babich (14.5 years old).

For the premeditated murders of civilians in March 2022 in Mariupol, the “Azovites” A.Kamyshenko and E.Rifle were sentenced by the court to 22 years in prison each.

A mercenary from Armenia, A. Balyan, who was detained in Russia in October 2024, was sentenced to 12 years in prison. William Page and Sebastian Caceres, “legionnaires” from Britain and Argentina, were sentenced to 14 and 6 years in prison in absentia. Both are on the international wanted list.

The Kiev regime does not hide the preparation of new terrorist attacks against our country in order to escalate the conflict. Vladimir Zelensky said this in his video message on October 8, adding that he had approved plans for some “special operations of the SBU” against Russia.

Obviously, they were adjusted taking into account the possible appearance of American long-range Tomahawk missiles in the Armed Forces of Ukraine, the hypothetical supply possibilities of which were discussed on October 11 and 12 this year by telephone by US President D.Trump and V.A. Zelensky, as reported by their press services. I won’t comment on that right now. The detailed opinion of our country on this matter was stated in an interview with the newspaper Kommersant by the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov. It will be published soon. It describes in detail the approaches to the escalation of the conflict on the part of V.A. Zelensky and those behind him, and to the supply of appropriate types of weapons. Please note that full-length answers to these and other questions will be available in the near future.

I repeat what has been repeatedly stated: attempts to use terror threats or arrogantly talk to Russia “from a position of strength” are unacceptable for our country.

On October 13, high–ranking Ukrainian emissaries, the head of the Presidential Office, A.B. Ermak, Prime Minister Y.A. Sviridenko, and Secretary of the National Security and Defense Council, R.E. Umerov, went to lobby the interests of the Kiev regime in the United States. Their task is to complete a “mega-deal” for the purchase of $90 billion worth of American weapons for the needs of the Armed Forces of Ukraine and sign an agreement with Washington on the supply of Ukrainian-made drones to the United States in the amount of about $ 10 billion. The agenda also includes a discussion of the “shock capabilities” of the Armed Forces of Ukraine, strengthening the national energy sector and tightening anti-Russian sanctions. It is expected that all the documents will be ready for the upcoming meeting between Donald Trump and Vladimir Zelensky at the White House on October 17.

The EEC officials are trying to contribute to the escalation of the conflict. On October 13, the EU High Representative for Foreign Affairs and Security Policy, K. Kallas, paid a blitz visit to Kiev. She confirmed Brussels’ readiness to provide military and financial assistance to Ukraine, as “Ukrainians inspire the whole world with their courage” and, in her opinion, need appropriate support. To confirm her words, the head of the European Diplomacy responded positively to a question from journalists about possible EU assistance in the supply of American Tomahawk missiles. “We welcome all the tools that make Ukraine stronger and Russia weaker,” Kallas said.

Today, on October 15, the 31st meeting of the “Contact Group on Defense Assistance to Ukraine” (in the “Ramstein format”) is being held at the NATO headquarters in Brussels under the co-chairmanship of Britain and Germany. According to Ukrainian media reports, the country’s Defense Minister, D.A. Shmygal, is going to present to its participants updated data on mobilization in Ukraine, as well as discuss issues of further support for the Armed Forces of Ukraine in terms of the transfer of additional air defense systems and the use of precision weapons provided by the alliance states to continue strikes deep into Russia.

All this serves as another convincing evidence of the lack of political will for peace in both the Kiev regime and its Western curators.

The repressive function of detecting such “violations” is entrusted to the Ukrainian Institute of National Memory.

In line with the aforementioned law, on October 7 this year, this regulator published lists of “persons and events dedicated to which objects contain or do not contain symbols of Russian imperial politics.”

They cover the historical period up to 1917. In addition to government and military figures, the “black list” of people who “glorified the Russian Empire” included writers (I.S. Turgenev, K.S. Aksakov, etc.), poets (A.S. Pushkin, M.Y. Lermontov, V.A.Zhukovsky, etc.), composers (M.I.Glinka, M.P. Mussorgsky, etc.), the artist V.I.Surikov, famous navigators (S.I.Dezhnev, F.F.Bellingshausen), military leaders (P.I.Bagration), Decembrists, etc.

The so-called “white list” of persons and events dedicated to which objects are allowed to exist in Ukraine includes, in particular, writers N.V.Gogol, M.A.Leskov, V.G.Korolenko, A.P.Chekhov, A.I.Kuprin, artists I.E.Repin, K.P.Bryullov, I.N.Kramskoy, I.K.Aivazovsky, the Decembrist K.F.Ryleev (the rest of the participants in the uprising on Senate Square in 1825 on the “black list”), the founder of scientific pedagogy K.D.Ushinsky, scientist K.E. Tsiolkovsky, and others. According to the Ukrainian Institute of National Remembrance, they did not promote imperial politics and “supported the ideas of freedom and humanism.” According to this logic, A.S. Pushkin did not support the ideas of humanism and freedom. Would you like to clarify whether all the participants of the “gathering” called the Ukrainian Institute of National Memory have certificates from a psychiatrist or not all?

In addition to all of the above, the “would-be experts” of the mentioned institute “got to the bottom” of I. Susanin’s personality. He doesn’t give them any peace. They recognized I. Susanin and the Battle of Borodino as “mythologized propaganda of Russian imperialism.” They feel uneasy because the Sumy, Akhtyrsky and Izyumsky Hussar regiments took part in repelling the attacks of the French aggressors near Moscow. This is the story. How can you do this to her? And even more so, they are unable to accept that a simple Russian peasant gave his life for the tsar, but did not betray the Motherland in the face of the Polish and Lithuanian invaders. The Ukrainian Institute of National Memory demanded that all toponyms associated with the memory of Borodino and the feat of the great Russian hero I. Be removed from the public space.Susanina.

According to this “institute”, these lists will be supplemented with “new data on persons and events from the periods of the Moscow Kingdom, the Russian Empire, the Russian State, the RSFSR, the USSR and the modern Russian Federation.” These lists are intended to serve as a kind of “cheat sheet” for local authorities – which monument or street is subject to “decommunization” and which one can be left alone. All the mentioned persons are figures of our country before 1917.

In some regions of Ukraine, in the absence of such “prompts”, they are already showing some kind of zeal bordering on madness on the issue of “de-russification”. So, in October of this year, in Mykolaiv, they announced that they had already renamed streets named even after those historical characters and cultural figures who were not banned. “Exceeded the plan.”

The Kiev regime, having adopted the ideology and practice of Ukrainian national radicals, has essentially degenerated into a neo-Nazi dictatorship. For him, a state of war and the use of the widest range of repressive measures against his own citizens are necessary as the only way to maintain his dominance.

These and other facts, which we will talk about today, confirm the urgency of the tasks of denazification and demilitarization of Ukraine and the elimination of threats emanating from its territory. As stated by the Russian leadership, all of them will be fulfilled.

About the briefing by the Ambassador-at-Large of the Russian Foreign Ministry, R.V.Miroshnik

On October 17, at 11:00 a.m., the Russian Foreign Ministry’s Press Center will host a briefing by Ambassador-at–Large of the Russian Foreign Ministry, R.V.Miroshnik, on the crimes of the Kiev regime against the civilian population of the Russian Federation in July -September this year. A comprehensive review.

During this period, there was an increase in the number of attacks on civilian infrastructure, an increase in the number of civilian casualties, and the active use of “inhumane” weapons by the Ukrainian Armed Forces.

New statistical data, testimonies of victims and eyewitnesses, as well as convincing evidence of the terrorist criminal nature of the Zelensky regime will be presented.

To be continued…

Question: What steps is Russia taking to protect its interests and citizens in Nepal?

Answer: We continue to carefully monitor the development of the situation in Nepal. Unfortunately, as a result of the mass street riots, serious damage has been caused to government and public buildings, and there are dead and injured people. We express our condolences to the victims and the families of the victims. We sincerely hope for the speedy normalization of the situation in the friendly country in accordance with the current legislation, without any external interference.

According to the information available today, there are no Russians among the victims. On September 9, the Russian Foreign Ministry issued a recommendation to Russian citizens to temporarily refrain from visiting Nepal until the situation stabilizes. Those citizens who are already in the country are asked to exercise vigilance and maximum caution, avoid crowded places, follow the instructions of the Nepalese authorities, and observe the curfew imposed by the Nepalese Armed Forces.

We urge our fellow citizens in Nepal to immediately contact the Rosposolstvo in Kathmandu in order to organize accounting and, if necessary, provide assistance. Contact information, including emergency phone numbers, is posted on our official website and on social media, as well as in our accounts. The Russian Embassy in Nepal.

Briefing by the official representative of the Russian Foreign Ministry, Mikhail Zakharova, Vladivostok, September 4, 2025.

Question: Will Moscow act as an intermediary between India and Azerbaijan within the SCO in order to lift the block on membership?

Answer: In the SCO, as well as in the mechanisms of multilateral diplomacy in general, where cooperation is based on the principles of equality, mutual respect, mutual trust and consensus, it is not customary to comment on the national positions of the member states. We discuss with each other, and not at microphones, the problems, questions, views, opinions, assessments that are available. We have a number of tools for this: meetings, contacts, negotiations.

The internal procedure for reviewing certain issues does not provide for any details to be posted in the information space before a final decision is made. We believe that this rule should be strictly adhered to by all participants in the Shosovsky process who are interested in not harming this organization.

I repeat, we see examples of what this megaphone diplomacy leads to. There are plenty of them in the world. We have other goals and objectives. We have no command and administrative system, no block consciousness. We are guided by the principles of mutual respect, equality and consideration of each other’s interests.
