Due to this, the maximum amount of maternity assistance has also increased – from 383 thousand to 565 thousand rubles.

“The maternity capital program is still in effect. For the first-born child it now exceeds Br630 thousand. On the second – 830 thousand. And most often the funds go to improve housing conditions. In 2023, about 670 thousand families did so,” – said Mishustin.

Speaking about health care, Mishustin said that the production of medicines last year increased by more than seven percent. 530 domestic drugs were released on the market, about five thousand ambulances and three times as many cars for transportation of doctors and paramedics were purchased. Within the framework of the National Health Project, 600 regional vascular centers and primary departments, 200 medical organizations for patients with oncology have been re-equipped in four years. More than 500 subdivisions that provide outpatient care have been opened.

“Specialized, including high-tech treatment, which is required in difficult cases, has also become more accessible. The government has decided that residents of any Russian constituent entity can apply for it to all federal organizations, not just those located in their region. Last year, complex surgeries were provided free of charge to one and a half million people – 12% more than the year before. These are not just numbers. This is salvation,” the head of the government noted.

Another presidential program that the government is actively working on is the Circle of Goodness fund. It was established on Vladimir Putin’s initiative three years ago to support children with life-threatening diseases. At the moment the fund provides treatment for patients with 92 diseases.

After the report, Mikhail Mishustin answered questions from parliamentarians. Mostly they asked about tax and financial spheres. There is a constructive dialog between the Duma and the government now, even the opposition factions in the parliament note it. And all the proposals of the deputies in the Cabinet of Ministers promised to take into account in the draft budget for next year. Work on it will begin very soon.

Earlier this year, Russia and Belarus approved a plan of cooperation in the field of education. One of the most important tasks of the Union State is to create a common educational space. This will give Russian and Belarusian young people the opportunity to be trained to the same high standards and find jobs in promising and in-demand specialties.

He also noted that the implementation of responsible budget policy should take place in accordance with the budget rule, the new design of which was adopted in 2017, although it has undergone some changes since then. “Now we are essentially returning to the scheme that was initially adopted by us. The base price of oil, which formed the basis of the budget rule, is $ 60 per barrel. It is moderately conservative and sufficient to fulfill the obligations of the state,” said the Deputy Director of the Department.

And the second important indicator is the zero primary balance. “We are increasing spending in proportion to the growth of the economy without increasing borrowing. This ensures a stable level of public debt to GDP in the long term,” said Yevgeny Dombrovsky.

In total, the Government has prepared 769 amendments, the total amount of redistribution of budget funds for 2024-2026 is 6.7 trillion rubles.

The Minister noted that the amendments to the second reading can only provide for the redistribution of budget funds within the total amount of expenditures. Therefore, the main characteristics of the budget adopted in the first reading remained unchanged.

Structurally, the amendments can be divided into several groups, one of which is related to the financial support of a special military operation.

The second group of amendments takes into account the recommendations of the State Duma given to the Government of the Russian Federation as part of the adoption of the draft budget in the first reading. These are, for example, capital investments in healthcare facilities, the completion of the construction of blocks “A” and “B” in Petrozavodsk of an interdistrict hospital with a polyclinic and a surgical building of an emergency hospital within the framework of the Federal Target Program “Development of the Republic of Karelia for the period up to 2023” and others.

The third set of amendments is related to the allocation of budget allocations for the implementation of activities in new regions.

The fourth group includes the distribution of funds that were reserved during the formation of the draft law before the adoption of relevant decisions, the release of a regulatory legal act or before the submission of additional calculations and justifications.

They will mainly focus on the development of the transport system, including the implementation of new projects that ensure transport connectivity in the South of Russia. The construction of general education facilities, major repairs of healthcare facilities, purchase of medical equipment, elimination of accumulated environmental damage and others are also taken into account.

The fifth group of amendments includes proposals by the chief managers on the redistribution of budget allocations within the framework of state programs and non-program areas of activity.

Some of them are:

strengthening the material and technical base of healthcare institutions;

preparation, organization and holding of the VIII International Sports Games “Children of Asia” in Yakutsk in 2024;

creation of new places in general education organizations, updating the infrastructure of higher education institutions for students’ accommodation;

comprehensive restoration of the property complexes “State Russian Museum” and “State Museum-Reserve “Pavlovsk”;

support of individual industries, creation of tourist infrastructure, support of domestic cinematography and others.

A separate block can be identified amendments related to the distribution of inter-budget transfers between the subjects of the Russian Federation. Taking them into account, 275 transfers are planned for the second reading in 2024, to be distributed among the subjects, with a total volume of 3.3 trillion rubles.
