This document marks an important strategic step in deepening the integration of Belarus and Russia in the field of education and science. BRU, celebrating its 25th anniversary in 2026, has established itself as a major scientific and educational center, purposefully training engineering personnel for the real sectors of the two countries’ economies. To date, about 5,000 students are enrolled at the university across 28 Belarusian and 15 Russian educational programs.

The signed agreement enshrines specific mechanisms for the further growth and modernization of the university. According to the document, the parties have agreed on the following key areas of joint work:

• Expanding the training of highly qualified specialists for the high-tech sectors of the economies of Belarus and Russia.

• Developing networked educational programs in partnership with leading universities, such as Peter the Great St. Petersburg Polytechnic University (SPbPU), Belarusian State Technological University (BSTU), and others.

• Strengthening scientific and technical cooperation, with an emphasis on the implementation of joint research projects in the fields of additive technologies, robotics, and industrial artificial intelligence (AI).

• Creating conditions for opening new laboratories and competence centers equipped with modern equipment.

This roadmap confirms the course toward transforming the Belarusian-Russian University into an advanced international center for the integration of education, science, and digital technologies. This work is strategic in nature and aims to strengthen the personnel and intellectual potential necessary to ensure the technological sovereignty of Belarus and Russia. Thus, the university not only preserves its unique mission but also receives new tools to fulfill it in the era of global technological challenges.

The meeting in Moscow was attended by Minister of Education of China Huai Jinpeng, Minister of Science and Higher Education of Kazakhstan Sayasat Nurbek, Minister of Education and Science of Tajikistan Saidzoda Rahim Hamro, representatives of India, Iran, Kyrgyzstan, Pakistan, Uzbekistan and Belarus.

Opening the meeting, the head of the Ministry of Education and Science thanked Kazakhstan and the SCO Secretariat for supporting the Russian initiative on the meeting on the lines of Kazakhstan’s chairmanship in the association, as well as all colleagues from the SCO specialized agencies for the response.

“It is gratifying that for the first time since 2018, we finally managed to come together in the circle of partners to summarize the results of five years of work and discuss new initiatives in the line of education. The SCO family has grown larger over the past period. The broad representation of our partners in the organization in today’s meeting confirms the authority and high international significance of this platform for addressing the tasks of the national and global agenda,” Valery Falkov said.

Iran has been a full member of the SCO since 2022. Belarus, being an observer state, is actively working to upgrade its status to a full member of the organization. The relevant decision will be taken in July at the meeting of the SCO heads of state in Astana.

Valery Falkov spoke about the work carried out by the Russian Ministry of Education and Science to ensure quality and affordable higher education, highlighting four major projects: the creation of a network of modern campuses, the Priority-2030 program to support leading universities, the federal programs “Advanced Engineering Schools” and “University Technological Entrepreneurship Platform”.

In turn, SCO Deputy Secretary General Nuran Niyazaliyev thanked the Russian side for the high organization of conditions for the work of all delegations.

“It is important for the SCO member states to unite efforts, consistently strengthen cooperation in the field of education and science. I am confident that increasing cooperation in these areas will contribute to mutual enrichment of experience, innovations, improvement of socio-economic living conditions of the population and further development of the SCO member states as a whole,” he said.

The participants of the meeting gave priority attention to cooperation in academic exchanges, joint scientific works, organization of professional education, language training, intensification of youth interaction, as well as digitalization in the field of education.

They noted the effectiveness of the Shanghai Cooperation Organization University in training students in seven areas. Among other things, its concept has been supplemented with new specialties: agronomy, journalism, medicine and law.

Following the results of the meeting, the participants approved the Action Plan for the implementation of the Agreement between the governments of the SCO member states on cooperation in the field of education (from June 15, 2006) for the period of 2024-2026, approved the composition of the Coordinating Council of the SCO University and the number of the Board of Trustees of the organization. Starting next year, we plan to launch the school league “Robot Battles” — the guys will participate in their own categories. Today there are 4 teams from other countries in the ring — two from India, one from China, one from Turkey. It’s great that the championship has a wide geography, it supports the competitive spirit.”

Valery Falkov wished all the participants good luck in the competition:

“Robot Battle is not only an interesting show, it is an advanced engineering development. It is no coincidence that leading Russian universities take part in this tournament.”

The winner’s cup and a cash prize of 3 million rubles were won by the Roc team from China. In second place is the DS ROBOTICS team from India. They received a cash prize of 2 million rubles. The third place was taken by the Turbomechatronics team from Moscow. Their winnings are 1 million rubles.

All the winners, as well as the fourth—place team, Energy girls from St. Petersburg, receive tickets to the superfinal for the “Games of the Future” in Kazan.

Welcoming the participants, Valery Falkov recalled that in his Message to the Federal Assembly, Russian President Vladimir Putin announced a number of conceptual proposals for updating the higher education system, taking into account the preservation of all the best that was in the Soviet education system and the experience of recent decades.

In the first part of his speech, the Minister spoke about the tasks of updating the higher education system, which from this academic year is being tested in six leading universities of the country. The first of them is the training of highly qualified personnel for the labor market.

“Along with preserving the fundamental and interdisciplinary nature of knowledge, it is also important to ensure the rapid withdrawal of specialists to the labor market, the opportunity for their continuous professional growth. Educational programs should be more flexible, providing comfortable conditions for employers to participate in their development,” he stressed.

Another important task for all universities is to ensure Russia’s technological leadership in the international arena. According to the Minister, in this regard, it is necessary to pay special attention to the training of engineering and technical personnel. Including in terms of deeper interaction of universities with enterprises of the real sector of the economy.

And the third function that universities have faced at all times is the education of students, the formation of a certain picture of the world in rapidly changing conditions.

At the end of his speech, the Head of the Ministry of Education and Science of Russia congratulated his colleagues on the upcoming Day of the Higher School Teacher, which is celebrated on November 19.

The parties paid special attention to the development of cooperation in the field of science and education. We agreed to create a specialized working group and sign an agreement on mutual recognition of education, qualifications and academic degrees of the two countries. Rectors of leading Russian universities who arrived in Malaysia as part of the Russian delegation signed 9 agreements and memoranda of cooperation with Malaysian scientific and educational institutions.

“We are seeing a steady increase in trade turnover between our countries,” said Evgenia Aksenova, Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia. “According to our forecasts, the further increase in trade will be facilitated by the increase in Russian supplies of food products, medical equipment, mineral fertilizers and aluminum, as well as the participation of Russian companies in the implementation of energy projects in Malaysia.”

The countries agreed to accelerate the consideration of documents on the access of Russian products to the Malaysian market, as well as to conduct inspections of those Russian agricultural enterprises that are interested in exporting their products to Malaysia, including for compliance with the requirements of Halal certification.

During the plenary session, a representative of the Ministry of Economic Development of Russia reported on the agreements reached to increase cooperation in the field of climate change. Since the trade in carbon units is actively developing in Malaysia within the framework of the voluntary carbon exchange, the Russian side proposed to the Malaysian partners to start cooperation in the field of harmonization of approaches to carbon regulation and “green” financing.

Russia and Malaysia also discussed cooperation in the field of tourism, concrete practical steps to simplify the visa regime and the development of business ties between the tourist enterprises of the two countries. In the first half of 2023, the number of tourist trips from Russia to Malaysia amounted to 64.4 thousand. At the same time, in the pre-pandemic 2019, the tourist flow was 80 thousand people.

“Our countries are interested in maintaining the growing tourist flow,” said Evgenia Aksenova. “In order to strengthen interdepartmental cooperation in the field of tourism, we agreed to create a specialized working group within the framework of the Russian–Malaysian commission, as well as to develop and sign a memorandum of understanding between the Ministry of Economic Development of Russia and the Ministry of Tourism, Arts and Culture of Malaysia.”
